Chapter 1. General provisions
These Rules for the assignment and deprivation of sports titles, categories and qualification categories, the assignment of badges, as well as their description (hereinafter-the rules) are developed in accordance with subparagraph 25) of Article 7 of the Law of the Republic of Kazakhstan dated July 3, 2014 "On Physical Culture and Sports" and determine the procedure for the assignment and deprivation of sports titles, categories and qualification categories, the assignment of badges, as well as their description. 2. Assignment of sports titles, categories and qualification categories is carried out in accordance with the order of the Acting Minister of Culture and Sports of the Republic of Kazakhstan dated October 28, 2014 No. 56 "On approval of norms and requirements for the assignment of sports titles, categories and qualification categories", registered in the Register of State Registration of Regulatory Legal Acts No. 9902 (hereinafter - norms and requirements).
Chapter 2. The procedure for awarding sports titles, categories and qualification categories, awarding badges, as well as their description
Sports titles "Honored Master of Sports of the Republic of Kazakhstan", "Master of Sports of the Republic of Kazakhstan of international class", "Master of Sports of the Republic of Kazakhstan", "Honored coach of the Republic of Kazakhstan" and coach of the highest level of qualification of the highest category, coach-teacher of the highest level of qualification of the highest category, coach-teacher of the average level of qualification of the highest category, methodologist of the highest level of qualification of the highest category, the state service is the assignment of qualification categories instructor-athlete of the highest level of qualification of the highest category, national sports judge of the highest category, national sports judge (hereinafter referred to as the state service for awarding sports titles and qualification categories), for which individuals (hereinafter referred to as the service recipient) are the non-profit Joint Stock Company "State Corporation" Government for Citizens "(hereinafter referred to as - State Corporation), the state Corporation of "Electronic government "(hereinafter-the state Corporation). www.egov.kz web portal (hereinafter referred to as the portal) to the authorized body in the field of physical culture and sports (hereinafter referred to as the authorized body).
The list of the main requirements for the state service for the assignment of sports titles and qualification categories, including a description of the process, form, content and result of the provision, as well as other information, taking into account the specifics of the provision of the state service for the assignment of sports titles and qualification categories, are set out in Annex 1 to these Rules in the format of the standard of the state service.
The authorized body and the employee of the State Corporation receive the information of the service recipient's identity document from the relevant state information systems through the "electronic government" gateway.
When accepting documents, an employee of a state corporation reproduces electronic copies of documents, after which he returns the originals to the service recipient and issues a receipt for accepting the relevant documents.
If the documents are submitted through a state corporation, if the service recipient submits an incomplete package of documents according to the list provided for in paragraph 8 of the standard of the state service for awarding sports titles and qualification categories, as well as the submission of overdue documents, the employee of the state corporation refuses to accept the application.
In the case of an application through the Portal, the" personal account " in the history of the service recipient's requests indicates the status of accepting a request for the provision of a state service with sports titles and qualification categories, as well as a notification of the date of receipt of the result of a state service with sports titles and qualification categories.
The authorized body accepts and registers documents on the day of their receipt (in case of receipt after 18: 00 hours, the application is registered on the next working day, on weekends and holidays in accordance with the Labor Code of the Republic of Kazakhstan dated November 23, 2015 (hereinafter-the Code), applications are accepted and the results of the provision of public services are issued on the next working day).
The submitted documents are considered by the authorized body within fourteen working days and are prepared for consideration at a meeting of the commission for the assignment and deprivation of sports titles and qualification categories (hereinafter - the commission).
The total number of members of the commission is an odd number, at least five people.
The members of the commission are representatives of the authorized body, heads of subordinate organizations of the authorized body. The chairman and secretary of the commission are determined from among the representatives of the authorized body.
The Secretary of the commission prepares documents and draws up protocols. The Secretary of the commission is not a member of the commission.
A meeting of the Commission is considered competent if at least 2/3 of the total number of members of the commission are present at it.
The commission's decision is made by a majority vote of the members of the commission present. In case of equality of votes, the vote of the chairman is decisive.
If a member of the commission is absent, the reason for his absence is indicated in the minutes of the commission meeting.
The Commission considers the submitted documents at a meeting of the commission and proposes the Assignment or deprivation of sports titles and qualification categories or the refusal to assign or deprive sports titles and qualification categories.
If the service recipient eliminates the reasons for refusing to assign a sports title, category and qualification category, the service recipient has the opportunity to re-apply in accordance with the procedure established by these Rules.
Consideration of documents at a meeting of the commission and signing of the protocol are carried out within one working day.
On the basis of the minutes of the commission meeting, the authorized body shall, within three working days, adopt an order on the assignment of sports titles and qualification categories (hereinafter referred to as the order on the assignment of sports titles and qualification categories), in case of a negative decision of the commission, a reasoned refusal.
The authorized body, on the basis of an order on the assignment of sports titles and qualification categories, within five working days through the printing house, produces certificates of sports titles and the judicial category in accordance with Annex 4 to these Rules and issues the corresponding badge in accordance with Annex 6 to these Rules.
Certificates of qualification categories are made in the authorized body in the form according to Annex 5 to these Rules.
The authorized body within one working day sends to the State Corporation a certificate of awarding a sports title or a certificate of awarding a qualification category and (or) a corresponding badge or a copy of the order on awarding sports titles and qualification categories or a reasoned refusal.
On the portal - In the State Corporation for obtaining the result of the provision of public services, a notification is sent about the readiness of the result of the provision of public services of sports titles and qualification categories, certified by an electronic digital signature (hereinafter-EDS) of an authorized official.
Candidate for master of sports of the Republic of Kazakhstan, athlete of the 1st category sports categories and a coach of the highest level of qualification of the first category, a coach-teacher of the highest level of qualification of the first category, a coach-teacher of the middle level of qualification of the first category, a methodologist of the highest level of qualification of the first category, an instructor-athlete of the highest level of qualification of the first category, the state service is the assignment of the qualification category of a sports referee of the first category (hereinafter-the state service for assigning sports categories and qualification categories), for which the service recipient applies through the state corporation, the portal to the local executive body of the regions, the cities of Nur-Sultan, Almaty and Shymkent (hereinafter-the local executive body).
Athlete of the 2nd category, athlete of the 3rd category, athlete of the 1st youth category, athlete of the 2nd youth category, athlete of the 3rd youth category, coach of the highest level of qualification of the second category, coach-teacher of the highest level of qualification of the second category, coach-teacher of the middle level of qualification of the second category, methodologist of the highest level of qualification of the second category, instructor-athlete of the highest level of qualification of the second category, assignment of qualification categories by a sports referee is a public service (hereinafter referred to as the state service for assigning youth categories and qualification categories), for which the service recipient applies through a state corporation, a portal to the local executive body of districts and cities of regional significance, to the akims of districts in the cities of Nur-Sultan, Almaty and Shymkent (hereinafter referred to as the local executive body of the district).
