The changes taking place in society and certain factors of everyday life necessitate a new organization of the public administration system. The new organization of public administration is the main factor in the formation of a new Kazakhstan.
In this regard, work is underway to increase the level of public confidence in government agencies and improve feedback from the public. From this point of view, the new Code of Ethics is of particular importance in the correct understanding and application of the norms of official ethics.
The solution of a number of challenges emerging in the public service system has become the main reason for the adoption of the new edition of the Code of Ethics.
In particular, if the former Code of Ethics considered together the moral requirements for civil servants and the basic principles of their behavior, then in the new edition the ethical requirements imposed on a civil servant are considered separately, in addition to provisions that do not relate to the official ethics of a civil servant.
The new Code of Ethics is aimed, first of all, at establishing standards of service ethics and is the basis for establishing moral qualities among civil servants.
At the same time, in the new Code, the agency and its territorial bodies are defined as bodies coordinating the prevention of violations of official ethics. In this regard, the work of ethics commissioners, commissions and councils for the prevention and prevention of ethical violations will be intensified in the future.
In the new edition, the structure of the Code has been changed, a chapter entitled "ethical principles of public service" has been introduced. In accordance with this, the service ethics of civil servants is based on six principles.
These are conscientiousness, honesty, fairness, openness, politeness and customer orientation. It is worth noting that such requirements for civil servants are also imposed in the previous code. But, note, in the new version of the Code, priority is given to the requirements of compliance with the principles of openness and customer orientation. In accordance with this, civil servants should be as flexible as possible to the requirements of the population, which is considered the main consumer of public services, ready to work with the public and ensure transparency of their work.
In general, the main changes are taking place in these areas. It is expected that the amendments to the Code will contribute to the formation of a service, transparent and accessible to the public state apparatus.
