I congratulate you on the National Day of Dombra and the 10th anniversary of the establishment of the Employment Center!
On June 13, 2018, by the Decree of the President of the Republic of Kazakhstan, Nursultan Nazarbayev, in order to further consolidate society around the idea of preserving and reviving national culture and identity, the first Sunday of July became the Day of "National Dombra".
This is the path of the head of state to spiritual rebirth.
The sound of the two-stringed dombra traces the deep history and centuries-old chronicle of the Great Steppe.
The Kazakh noble nature and noble qualities have always been accompanied by a song and a kui.
"A real Kazakh is not a Kazakh, but a real Kazakh is a dombra," as the outstanding poet of our people Kadyr Myrzaly also sang, we are proud that our national instrument has become a cultural value recognized throughout the world.
It is the sacred duty of all of us to respect such a precious treasure that was saved from a grandfather to a child.
Thank you to everyone who promotes traditional Kazakh singing.
The Kurenbel region was not inferior to singers and dombrists. We know from history that the famous Tezek Toreh also decorated his mood with a dombra.
The famous Semirechensk songwriter Abiken became the winner of many aitys, without letting go of the dombra.
There are talented people in the village of Karashoky, Basshi. In Soviet times, the folk ensemble of the Zheksembayev family, which became the winner of the All-Union Amateur Art Festival, glorified our district.
"Kurenbel folklore and ethnographic ensemble", which has become the pride of our country today, also promotes Kazakh songs and kuis.
We are proud of the performances of the country's famous singers Almas Zheksenbayev, Oralbek Turysbekov, Azamat Umbetov, kobyzists Tursyn Rakhimov, Alfiya Zheksenbayeva, dombrists Arailym Bektemisova, Batyrzhan Dayynbayev. We believe that the dombra inherited from our ancestors will be revived in the future and passed down from generation to generation. I wish you creative success.

The Employment Center, which today coincides with this holiday, for 10 years has become not only an official event, but also a sphere of mercy and intercession.
In accordance with the decree of the head of state, in order to reduce the overall unemployment rate in the country, attract self-employed, unemployed and other unskilled persons to productive work, to solve the existing problems in the labor market, to improve the standard of living of the population, the program "Employment Roadmap 2020" was issued, which on July 1, 2011 created an Employment Center and set the government the task of stimulating the population to entrepreneurship and providing employment. The concept of modernization of the policy of improving the quality of human capital, supporting entrepreneurship, and Kazakhstan's entry into the top 30 developed countries of the world also defines the directions of development.
The program for the development of productive employment and mass entrepreneurship for 2017-2021 was developed and approved by the Decree of the Government of the Republic of Kazakhstan No. 919 dated December 29, 2016.
This program, which replaces the previous program "Employment Roadmap 2020", has several differences. The main thing within the framework of this program is, first of all, free vocational education for unemployed citizens, as well as attracting citizens who need retraining to short-term training courses, dual training. As a result, the development of mass entrepreneurship with professional education of citizens.
The first in the district employment center were Serik Kasablatov, Mukhit Kurmanbekov, Almagul Kuzdeubayeva in the direction of vocational training and retraining, who systematically carried out seasonal public works. We will especially note Asel Daurenbekova.
Today, the system of social protection of the population is being improved. The number of social service institutions is increasing, various assistance is provided to those in need.
Your work allows you to optimally implement social policy in the country.
This is also one of the manifestations of respect for human rights and social stability. Of particular importance is the Government's policy on the development and protection of family values and bringing its concrete fruits to the common population.
The main value of this sphere is that employees with a high professional level and moral qualities are always ready to help unemployed citizens in need, young people, low-income families, orphans and the disabled.
It is of great importance to further strengthen the qualities of faith, mercy and justice in people.
