Tasks:

Ensuring the constitutional right of citizens to use sports services;

development and implementation of a unified state policy in the field of sports on the territory of the district, improvement of sports services for the population and further development of sports ties;

ensuring the development of sports facilities on the territory of the district for the purpose of comprehensive and harmonious personal development, health promotion, healthy lifestyle formation and organization of active recreation of people;

introduction into practice of a scientifically based system of physical education and training of athletes;

provision of training and participation in the distribution of physical education personnel;

coordination of plans and holding of sports events and competitions;

promotion and dissemination of knowledge and sports;

development of services provided to the population of the district by sports institutions.

Functions:

develops proposals on the main directions of implementation of the state policy in the field of physical culture and sports in the district;

participates in the development and implementation of district target programs in the field of physical culture and sports of the district;

submits draft resolutions, decisions and orders on sports issues to the akim of the district in accordance with the established procedure;

analyzes and predicts social processes in the field of physical culture and sports, their impact on the state and development of the socio-economic situation in the district, prepares information with the participation of district authorities and other organizations on the implementation of state policy directions and develops a strategy for the development of sports in the district and submits it to the Akim of the district;

organizes scientific research on sports issues on the basis of regional methodological centers, summarizes and implements their results into practice;

provides organizational support for programs of state institutions and state-owned enterprises, public associations in the field of sports;

disposes, in accordance with the established procedure, of the funds allocated to finance programs and projects in the field of sports;

conducts financing of district events held in accordance with the state order, as well as activities of its divisions held under the state order;

makes proposals in accordance with the established procedure on awarding honorary titles to citizens, officials who have contributed to the development of sports, submissions for the award of state awards and honorary titles;

develops and submits proposals for the preservation and development of the material and technical base of sports institutions to the office of the Akim of the district. Plans and places orders for the construction, reconstruction and overhaul of sports facilities, conducts expertise and approval of design estimates, makes proposals to the office of the Akim of the district on the organization of construction and design of new sports facilities;

the Department of Physical Culture and Sports of the district predicts the need for training new specialists for sports institutions. Together with institutes of physical culture and sports, regional courses of advanced training of sports workers improves the system of advanced training of physical education personnel of the district. Conducts and monitors compliance with the rules of personnel certification.

Develops and approves, if authorized, regulations and other regulatory documents regulating the activities of sports institutions;

the department organizes the collection of information from institutions and enterprises of the district, brings information on sports to them. Coordinates district plans for mass sports events organized by various departments, approves unified calendar plans for mass sports;

exercises control over the conduct of mass sports, physical culture and recreation events in the district, conducts sports competitions and training camps, organizes competitions of higher organizations in the prescribed manner on the territory of the district;

trains the district's national teams and ensures their participation in sports events of higher-level organizations;

together with interested organizations, conducts work on the preparation of sports reserves, monitors the work of the training process;

conducts and reports on sports, approves records and achievements of the district in sports;

assigns sports categories, judicial categories in accordance with the established procedure, awards prizes, pennants, ribbons of champions, tokens, diplomas, diplomas of winners and prize-winners of sports competitions, physical education workers, physical education teams;

together with the interested departments, departments and public organizations, he carries out work on the training and development of young athletes, coordinates the development of a network of sports sections;

the department considers applications and complaints of citizens on personal issues in accordance with the procedure established by law, ensures the fulfillment of their legitimate requirements and reasonable requests, takes measures to eliminate the identified shortcomings in the activities of subordinate institutions and enterprises;

preparation of reports on the development of sports in the district;

performs analysis, forecasting, regulation of the tourism market and services in the tourism industry and provides the higher authority with the necessary information about the development of tourism in the area;

creates conditions for the development of international, interregional and domestic tourism ties, participates in interregional tourism events;

participates in the organization of training, retraining and advanced training of personnel in the field of tourism, participates in conferences, seminars, other forms of training and exchange of experience with specialists in the field of tourism;

participates and conducts tourist events, festivals, competitions, rallies, mountaineering, training hikes and other events with the involvement of budget funds allocated for tourist events.
