Родился в 1994 году. Образование высшее. Окончил университет им. Сулеймана Демиреля по специальности – «юриспруденция».

Трудовой путь начал специалистом по предоставлению юридических консультационных услуг Алматинской Бизнес Ассоциации.

В разные годы работал юристом отдела по защите прав предпринимателей и снижению административных барьеров на период прохождения общественных работ «Палаты предпринимателей города Астаны», архивариусом Комитета автомобильных дорог Министерства индустрии и информационного развития Республики Казахстан, экспертом Управления координации и вспомогательной работы и Управления координации законопроектной деятельности Департамента законодательства Министерства юстиции Республики Казахстан, помощником депутата Сената Парламента Республики Казахстан, главным специалистом отдела государственно-правового сопровождения и организации работы АТК, руководителем отдела внешних связей и протокольных мероприятий аппарата акима области Жетісу,

С августа 2023 года был заместителем руководителя аппарата акима области Жетісу.

Shakhmardan Yessenov Foundation announces a competition for 10 grants for applicants from low-income families who have not received a state or any other grant for higher (bachelor's) tuition fees.

A school/orphan home/youth center/college graduate who is planning to study at a Kazakh university for a degree in science or technology sciences and pedagogical (only in science subjects) is eligible for the program.

To enter the competition of the «ÓRLEÝ» program, you need to submit an online application from April 25 to July 14, 2023 through the foundation's website at yessenovfoundation.org.

*Applications will be accepted on July 14, 2023 at 15:00 Astana time (GMT+6).

The application must be accompanied by:

Required documents for parents and (or) legal representative of the scholarship applicant:

• a scanned copy of an identity card;

• certificate of pension: by age, by disability (if any);
• certificate of benefits: loss of a breadwinner, multi-child family, care for a child, unemployment, targeted social assistance and other grounds, in accordance with the legislation of the Republic of Kazakhstan (if any);
• certificate confirming entrepreneurial activity or absence thereof;
• statement of pension contributions as of the date of application from the legal representative and (or) parents of the scholarship applicant;
• information about the presence/absence of housing, a car, a subsidiary farm, etc.

Required documents for the scholarship applicant:

1. A scanned copy of an identity card;
2. Motivational letter (no more than 750 words) containing:
3. information about yourself and your family, about how many people live in the family;
   1. about their interests and hobbies;
   2. about their achievements;
   3. information about the reasons for the need for financial support to pay for tuition;
   4. reasons for choosing this specialty for the study;
   5. plans for the next 10 years.
4. High school diploma/college diploma (applicants with grades below “good and excellent” are not considered), certificate of passing the UNT (for admission to universities), transcript for university students;
5. Disability certificate (if any);
6. Certificate of a foster child from an orphanage or foster home.

Additional documents:

1. Letters of recognition and diplomas for academic achievements - not more than 2 pieces*;
2. Letters of recognition and diplomas for other achievements (sports, creative, etc.) - no more than 2 pieces*;
3. Photos from the last three years:
   1. family, where there are all family members or most of them (for the last three years) - 2 pieces.
4. If deemed applicable, the Foundation reserves the right to request additional documents.

The VAT Administration Department within the EAEU on an ongoing basis clarifies the norms for the implementation and execution of accompanying invoices for goods (hereinafter referred to as AIG).

        In accordance with paragraph 63 of Article 1 of the Tax Code of the Republic of Kazakhstan, “an accompanying invoice for goods is a document drawn up in electronic form in the cases, in the manner, in the form and within the time limits established by this Code.”

     Article 176 of the Tax Code provides for control over compliance with the procedure for issuing accompanying invoices for goods.

 In accordance with paragraph 1-1 of Article 68 of the Tax Code, the "Rules and terms for the implementation of a pilot project for the preparation of shipping invoices for goods and their document flow" were approved.

This order is valid until the deadline for the mandatory introduction of accompanying invoices for goods in accordance with the order of the Minister of Finance of the Republic of Kazakhstan dated December 26, 2019 No. 1424 “On approval of the List of goods subject to the obligation to issue accompanying invoices for goods, as well as the Rules for registration and their document flow  ".

     By order of the Minister of Finance of the Republic of Kazakhstan dated April 13, 2022 No. 401 “On amendments to certain orders of the Ministry of Finance of the Republic of Kazakhstan”, the Pilot project on AIG was extended until April 1, 2023 for all goods, namely:

• biofuel, the production and circulation of which is regulated by the Law of the Republic of Kazakhstan “On state regulation of production and circulation of biofuels”;
• ethyl alcohol and alcoholic products, the production and circulation of which is regulated by the Law of the Republic of Kazakhstan “On state regulation of the production and circulation of ethyl alcohol and alcoholic products”;
• certain types of petroleum products, the production and turnover of which is regulated by the Law of the Republic of Kazakhstan “On state regulation of the production and turnover of certain types of petroleum products”;
• goods, the code of the commodity nomenclature of foreign economic activity of the Eurasian Economic Union and the name of which is included in the List of goods, in respect of which the Republic of Kazakhstan, in accordance with the obligations assumed as a condition for joining the World Trade Organization, applies import customs duty rates that are lower compared to  the duty rates of the Common Customs Tariff of the Eurasian Economic Union, approved in accordance with an international treaty to which the Republic of Kazakhstan is a party;
• goods imported into the territory of the Republic of Kazakhstan from the territory of the member states of the Eurasian Economic Union;
• goods exported from the territory of the Republic of Kazakhstan to the territory of the member states of the Eurasian Economic Union;
• goods for which electronic invoices are subject to issuance through a virtual warehouse.

       By Order of the Minister of Finance of the Republic of Kazakhstan No. 1040 dated 06.10.2022 “On Amendments and Additions to Certain Orders of the Ministry of Finance of the Republic of Kazakhstan”, amendments were made to the Order of the Minister of Finance of the Republic of Kazakhstan dated November 16, 2020 No. 1104 “On Approval of the Rules and Terms of Implementation  pilot project on registration of accompanying waybills for goods and their document flow.

         Namely, amendments were made to paragraph 3 of the Order regarding the need for mandatory registration of AIG additionally for the import of goods into the territory of a free (special, special) economic zone (hereinafter referred to as the FEZ), the export of goods from the territory of the FEZ and goods produced and sold in the territory of the FEZ and  liquefied petroleum gas.

        Thus, SEZ participants also have obligations to issue AIG.

  Recall that the Pilot Project is aimed at ensuring a “soft” transition to the mandatory introduction of AIG and is designed to ensure that taxpayers adapt to work with AIG, set up their accounting systems and interaction with buyers and suppliers.

 Measures of administrative responsibility during the pilot are not applied.

In order to form students' interest in reading, increase motivation to read, promote free public self-expression, increase language affluence, art meetings were organized in the institutions of the region with the expert of the public foundation "Family Anthology", psychologist, author of the book "From Childhood to Wisdom" Seilbek Myrzabai. The meeting was attended by teachers and parents. During the meeting, the author spoke about what caused the emergence of his books, and also emphasized the importance of the literary works presented. From the presentation of the books presented, parents were convinced of the presence of national values in the upbringing of the younger generation. Teachers were sure that by promoting these literary books to reading, they instill their love of reading. At the end of the meeting, warm wishes were expressed and many parents received their favorite books as a gift.
