1) makes a proposal on the creation of municipal water management organizations in order to perform the following works:
-maintenance and operation of water management facilities that are in communal ownership;
- timely and uninterrupted supply of water to water users from water bodies;
2) implement measures to subsidize the cost of water delivery services to agricultural producers according to the list approved by the Government of the Republic of Kazakhstan; (Water Code of the Republic of Kazakhstan Article 39, paragraph 10);
3) exercise in the interests of local public administration other powers assigned to local executive bodies by the legislation of the Republic of Kazakhstan (Water Code of the Republic of Kazakhstan Article 39, paragraph 12);
4) promotes the attraction and rational use of investments in the development of water management;
5) controls the activities of state municipal water management enterprises.
6) participation in the implementation of priority state programs for the development of agricultural sectors;
7) participation in the improvement of reforms in the agro-industrial complex, the development of various business models;
8) identification of priority areas in the field of agriculture, promotion of the introduction of advanced technologies for the cultivation of agricultural crops;
9) promoting the introduction of advanced foreign experience with advanced technologies of cultivation of agricultural crops;
10) implementation of programs developed by higher authorities to improve the mechanism of economic prices necessary for the functioning of agricultural production entities in market conditions;
