New amendments have been made to the Code of Ethics, therefore, in accordance with the requirements of legal technology, the code is set out in a new edition.
The moral requirements of civil servants, the basic principles for their behavior are separated from other requirements, such as official duties of employees, other rules and restrictions related to public service, etc.
The former Code of Ethics required a civil servant to ensure transparency in decision-making affecting the rights and legitimate interests of individuals and legal entities.
At the same time, one of the principles of administrative procedures is the principle of publicity, which must be observed regardless of the moral character of a civil servant.
Also, the Code of Ethics contained a provision that the employer is obliged to create safe working conditions, take measures to protect the labor and health of the employee.
Such an employer's obligation is provided for by labor legislation and must be fulfilled regardless of whether there are similar requirements in the Code of Ethics.
Therefore, the Code is aimed at regulating the activities of civil servants in the moral aspect and contains information, first of all, about the principles and values that are important for civil servants themselves.
Taking into account the positions of the head of state and the requirements of the law, the role of Public Service in society is revealed.
That is, the Code pursues the goal of strengthening public confidence in state bodies, forming a high culture of relationships and creating an atmosphere of integrity in the public service.
Standards of service ethics are also provided.
That is, the most important moral requirements for civil servants, requirements in relations with colleagues and citizens have been identified. They are aimed at forming a high culture of relationships in the public service and creating an atmosphere of integrity.
Violation of these standards entails disciplinary responsibility.
The Agency of the Republic of Kazakhstan for Civil Service Affairs and its territorial bodies coordinate the prevention of violations of official ethics.
That is, the commission and ethics councils, ethics commissioners will carry out systematic and active work on the prevention of violations.
