The proposed rapid political and economic reforms are designed to ensure a bright future for our state.
This year marks the 30th anniversary of our independence.
In this regard, the head of state in the article "independence is most expensive" by Kassym-Jomart Tokayev outlined the main stages of the formation and development of the country over three decades, outlined the tasks for the future.
This year, in the context of the pandemic and for the safety of citizens, reporting meetings of akims were held in an online format with the broad involvement of all modern means of communication and mass media in 24 localities, as well as in an offline format with compliance with all sanitary and epidemiological requirements in 32 localities.
During the reporting meetings on the implementation of the concept of the" hearing state", feedback was conducted with the population, 97 proposals were made. The socio-economic situation of the district was developing steadily, and systematic work was carried out.
Last year, 57 meetings of akims of all levels were held. It was attended by more than 9 thousand people,264 people expressed their thoughts openly.
In 2020, the district Akim's Office received 994 appeals and applications. The largest number of appeals was on land issues - 301, social-216, housing-198, other-279. 201 of the received appeals were satisfied, 788 received answers in accordance with the law, 5 were terminated at the request of the applicant.
In the district, 89 buildings have e-Gov corners (24 in the offices of the akims of rural districts, 44 secondary schools, 19 preschool institutions). Last year, a service center of the akimat was opened in the city of Usharal, according to the results of which 17,026 public services were provided for 83 types of public services. This year, it is planned to open a service center of the akimat in the building of the Kabanbai rural akimat.
BUDGET
Since a fair tax system and effective financial regulation are relevant issues today, measures are being taken in the district to increase tax revenues. In this area, the plan to collect mandatory payments to the budget in 2020 was fulfilled by 106.8% and amounted to $ 6 billion. 256 million tenge. BRANCH OF AGRICULTURE
Agriculture is our main resource.
In the agricultural sector in 2020, the volume of products produced will amount to 48.8 billion dollars, reaching tenge, an increase of 106.9% compared to last year. The volume index is 102.5 percent.
To achieve the main indicators in 2020, 84.8 thousand hectares of sown areas were developed.
On average, the number of livestock and poultry increased by 6.9 percent,while the production of meat, dairy and fish products increased by 2.5 percent.
There are 3 factories for the production of fishery products in the district. These plants annually produce 1.6 tons of fish products.
In 2020, the Bolashak Bastau partnership plans to raise more than $ 500 million.the fish processing plant was expanded by tenge (modern equipment was installed), 25 jobs were created. As a result, the fish products produced in the district reached 2 thousand tons, of which 1.6 thousand tons were exported.
In order to develop animal husbandry, in the partnership "Alakol Agro" worth 700 million dollars, feedlots for 7 thousand heads (10 jobs) were put into operation) in the amount of 450 million tenge. 10.2 thousand heads of small cattle were purchased. In addition, 359 heads of camels are raised in this partnership (65 heads of offspring were obtained from them).

To increase dairy production in the village of Bishkul by 200 heads, at a cost of $ 500 million, a dairy farm will be built in the amount of tenge.
This year, all sown areas were developed on 84956 hectares, the volume of gross production amounted to 49 billion dollars. 374 million we plan to bring to tenge (cereals-36750 hectares, sugar beet-881 hectares, oilseeds - 32138 hectares, potatoes-1598 hectares, fruit and berry and melon crops-999 hectares, forage crops-12590 ha).
In addition, in order to save water on the sown areas, the Alakol Agro partnership will install a sprinkler irrigation device on an area of 1000 hectares.
We must gradually increase the area of irrigated land.
In this regard, the second lot is being held in the district to repair the main channels through the bank "Islam" in order to provide irrigation water to the cultivated areas. As a result, 4.5 thousand hectares of irrigated land will be put into circulation.
It is also planned to clean up from the Lepsy River to the Aschylyozek canal, which is 25 km long between the villages of Kyzylkain-Arkharly.
On land issues in the field of agriculture, as you know, in 2016, in accordance with the Presidential Decree, a moratorium was declared on the provision of agricultural land to foreign citizens as well. To date, in accordance with the adopted regulations on land tenders, it is planned to hold a tender in the first half of 2021.
Obtaining a commercial land plot is carried out through an auction in accordance with the legislation of the Republic of Kazakhstan.
And land plots for individual housing construction will be provided to citizens of the Republic of Kazakhstan, who are in the queue, in the amount of 10 acres only after the involvement of infrastructure systems (water, light, road), in private ownership free of charge in accordance with the law (the second time the land plot is not provided free of charge). (In the city of Usharal, engineering and communication systems are involved in the construction of individual residential buildings on 150 hectares of land).
Investment
41.8 billion dollars were allocated for the development of the economy of the district. Investments in tenge were attracted, of which 24 billion dollars 759 million tenge at the expense of extra-budgetary funds.
The index of the physical volume of attracted investments reached 142.1 percent.
Last year, the partnership "Petrochemical Transport Company" consisted of 6 functional blocks (1. infrastructure block, 2. machine-building complex, 3. biotechnological complex, 4. chemical industry, 5.wind energy complex, 6. production of building materials), with a total cost of 16.5 billion dollars.the construction of the "Dostyk Industrial Park" is underway (300 people are employed).
For the provision of services for the transshipment of export and transit cargo (containerization) in 2021-2023 by the partnership "Tengiz Trans Group" with a capacity of $ 6 million per year.The project of a Dry Port for loading tons is being implemented.
As a result, exports and transit to China and Southeast Asia increased to $ 29.4 billion. Investments in tenge were attracted, 300 permanent jobs were created (500 people were created during construction).

SMALL AND MEDIUM-SIZED BUSINESSES

At the same time, the number of small and medium-sized businesses in the district reached 3184 units. The total number of people employed in this field increased by 11.1 thousand people. In 2021, the volume of production amounted to 69.2 billion tenge and the tax – 3.0 billion tenge.it is delivered in tenge.
As part of the expansion of entrepreneurship, we began to develop small workshops. In particular, it is worth noting the sewing shop "Auyl Oneri", which delivered agricultural products to the major cities of the country Almaty and Nursultan. The sewing shop employs 20 people on a permanent basis.
In the village of Lepsy, on the basis of "Lepsi Onimderi", a workshop for the production of soap with honey and natural plants will be launched. To date, the documents for obtaining a license for the production of these products have been handed over. As a result, 10 people will be provided with a permanent job and will have the opportunity to consume products locally.

TOURISM SECTOR

In order to create favorable conditions for tourists, last year a park for vacationers and a playground for beach volleyball, football and lawn tennis were created in the Alakol recreation area ($270.1 million). Improvement works were carried out in the village of Akshi.

In addition, one of the urgent problems in the district was the increase of the shoreline of Lake Alakol by 13.5 km to $ 6 billion. Work is underway to secure the tenge (including 10,150 km of Akshi village, 3.4 km of Koktum village).
PUBLIC UTILITIES
In the implementation of the instructions of the President by providing rural settlements with high-quality drinking water, in 2020, the construction of drinking water systems villages J. Currently, design and estimate documentation (POI) is being developed for the construction of water supply networks in the villages of Tokzhailau, Konyr, Bibakan and Kenes. In the future, a drinking water system will be carried out in these settlements.
Also, within the framework of a public-private partnership, Zhetysu Energy will build and put into operation before the start of the heating season a block-modular boiler house with a capacity of 15 geocalories per hour in Usharal (the length of the heating route is 6.5 km).
Within the framework of the" Regional Development " program, $ 42.6 million was allocated.Works on the improvement of the park and streets in the villages of Zhaypak, Ekpindi, Kainar and Terekty were carried out on tenge, a sports ground was built in the village of Tokzhailau.

ROAD INDUSTRY
The road is the root of our economy. There are 1,448. 3 km of highways in the district.
Of these, 333 km of roads of national significance, 534 km of regional significance, 581.3 km of district significance.
In 2020, $ 1 billion, 605.7 million tenge (733 million tenge for 0-20 km in the direction of Kabanbai – Lepsa, 872.7 million tenge for 44-59 km in the direction of Kabanbai – Koktum) and 2 billion tenge for road repairs in 16 settlements of district significance will be allocated to regional roads. 115 million tenge, the work was carried out in accordance with the plan.

CONSTRUCTION INDUSTRY

One of the urgent problems of the residents of the district is housing. Currently, 1202 people are on the waiting list for housing (mothers with many children-277, orphans-116). In order to solve this issue, two 20-apartment (567 sq. m. 2) and two 60-apartment (3401 sq. m. 2) multi-storey residential buildings with an area of 7936 sq. m. will be put into operation in the city of Usharal.
In addition, 743 people are waiting in line for a land plot for housing construction in the city of Usharal. SOCIAL SPHERE
The development of each state is closely related directly to its social status. Therefore, the main task is to ensure employment of the population and reduce unemployment, increase the well-being of the population.
Today, the economically active population of the district is 37,600 people. Of these, 35,900 are working, 1,699 are unemployed.
In all sectors of the district's economy, 5,197 jobs were created in 2020 (including 1,670 permanent ones), and the unemployment rate was 4.3 percent.
The Message of the President of the Republic of Kazakhstan instructed to increase salaries and pensions for social workers from January 1, 2021.
In this regard, in the district, the salaries of teachers were increased by 25% (1833), medical workers-by 30% (716), social workers-by 50% (35), pensions-by 7% (9070), social payments to people with disabilities-by 5% (1816).

FIELD OF EDUCATION
In total, 35 schools out of 44 were overhauled in the district, including last year under the "Employment Roadmap" program (514.5 million tenge) and Rootless (601.9 million tenge), major repairs were carried out to the buildings of the secondary school named after tenge, the current repair of 26 intra-school toilets.
For the safety and transportation of children, 3 special modern buses were purchased (44.5 million tenge).
The coverage of preschool children by preschool institutions is 100 percent. This year, a private kindergarten for 150 children is being built (N. Khalbayev).
All secondary schools are computerized, 17 schools are connected to the satellite network, 28 schools are connected to the broadband Internet (62.3%).
In connection with the pandemic, all sanitary conditions have been created in educational institutions (tunnels, sanitizers, antiseptics, thermal imagers, shoe mats, quartz lamps), which are fully equipped.
For distance learning for children from low-income families, large families, children with disabilities, 306 computers, 1047 laptops, 264 tablets were allocated from the republican budget, $ 190 million was allocated from the local budget.1,184 laptops were seized and distributed for tenge.
This year, $ 608 million has been allocated to Zhanaozen High School.Design and estimate documentation is being developed for major repairs of Tenge, Akzhar, Terekta, Usharal secondary school No. 1 and Arai kindergarten in Usharal. In the future, a phased overhaul of these facilities is planned.
HEALTH care
One of the priorities of the state, which determines the further improvement of the health care system, is the protection and strengthening of the health of citizens.
In the district, 113 doctors, 563 secondary medical workers work in 42 health care institutions (3 hospitals, 19 DA, 4 FAA, 16 MP).
COVID-19
In 2020, 252 cases of COVID-19 were registered in the district, 234 recovered, unfortunately, 18 fellow countrymen died.
Since the beginning of the year, 14 cases of the disease have been registered, of which 8 have recovered and 6 are being treated.
Of the 43 people registered with covid pneumonia, 20 received treatment, and 23 are in hospital. For the treatment of patients in the hospital, all conditions are created, there is a 2-month supply of necessary medicines. Patients are under strict medical supervision.
In the district, preparatory work was carried out for the second wave of the dangerous epidemic, the bed fund was increased by 330 places.
Last year, in order to prevent a dangerous epidemic, a station was installed in the district hospital, which supplied patients with oxygen, and $ 220.1 million was allocated.in the amount of 2 ambulances and 1 mobile diagnostic medical bus and 152.2 million tenge.69 units of medical equipment were purchased for the amount of tenge.
The district began to train junior medical workers. The medical center "Talent", located in Almaty, opens a medical college and trains in 4 specialties (Medicine, Nurse, Dentistry, pharmacist).
This college provides grants and a 10% discount for families belonging to socially vulnerable segments of the population. To date, 107 students are studying online, 7 of them with a grant and 13 students with a 10% discount.
PUBLIC SERVICE
A high level of attitude to the sphere of public service, which is a golden bridge between the government and the masses.
The full-time number of civil servants in the Alakolsky district is 211 units, including 5 vacant positions.
In 2020, the net turnover will be 0.4 percent.
The President's Address called for a radical reform of the civil service system and a review of the State apparatus. In this regard, the necessary measures are being taken to reduce the number of civil servants and quasi - public sector employees by 10% by the end of 2020, by 15% in 2021, and to switch to a factor-point scale from July 1.
In accordance with paragraph 60 of the Rules "Imposition of disciplinary penalties on civil servants", approved by the Decree of the President of the Republic of Kazakhstan of 2015 No. 152, a district disciplinary commission was established. Since the beginning of the year, 50 civil servants have been brought to disciplinary responsibility for improper performance of their duties (9 of them-reprimand, 40-remark, 1-severe reprimand). There are no people dismissed for negative reasons.
PUBLIC SAFETY
The foremost task is to monitor the calmness of the residents of the area and restore order.
At the same time, the material and technical base of the district police department is being strengthened from year to year. It is equipped with computer equipment, optimal and stationary communication systems.
In 2020, 309 crimes were registered in the district, which is 128 units less than in the same period of 2019. The crime detection rate was 91%. Nevertheless, the number of serious , especially serious crimes increased by 27 units (in 2019 – 31, in 2020 - 58), thefts by 20 units (in 2019 - 11, in 2020 - 31), cattle thefts - by 9 units (in 2019 – 20, in 2020 - 29). In order to avoid shortcomings in this direction, it is necessary to take preventive measures.
