3) make proposals for the development of documents in the field of environmental protection, submit initiative drafts of such documents for consideration by the authorized body in the field of environmental protection;

4) develop environmental quality targets within its competence;

5) provides construction of waste disposal and disposal facilities;

6) ensure compliance with environmental requirements when handling municipal waste;

7) monitors the volume of waste generation and develops measures and economic incentives aimed at reducing the volume of waste generation, increasing the level of their reuse or alternative use and reducing the volume of waste to be disposed of;

8) develops and submits investment projects in the field of environmental protection to the authorized body in the field of environmental protection;

9) coordinates environmental action plans within its competence;

10) organize the development of waste management programs and ensure their implementation;

11) develops and submits for approval to local representative bodies standards for the formation and accumulation of municipal waste;

12) organizes applied research and development activities in the field of municipal waste management;

13) develops rules for calculating the norms of formation and accumulation of municipal waste.
