On May 16, 2022, under the chairmanship of the Akim of the region and the department with the participation of heads of industry departments under the regional akimat and the akimat of Taraz, the issue of making amendments to the master plan of our Shahar, approved by the resolution of the Government of the Republic of Kazakhstan No. 104 for 2010, was considered.
In general, work on amendments to the master plan has been started in 2021 by the mayor's Office of Taraz. The main goal of the correctional work is to strengthen the urban development of the city, that is, urbanization, the development of our city in a modern direction in accordance with the requirements of the time in the direction of improving the life and life of the city, culture, the potential of the population, the introduction of new projects, bringing the master plan to an electronic digital (vector) format.
As you know, in accordance with paragraph 1 of Article 47 of the law on architectural, urban planning and construction activities in the Republic of Kazakhstan, the construction of any construction must be carried out on the basis of master plans of settlements approved in accordance with the established procedure.
That is, any construction should start with the master plan of the city's development plan.
However, the requirements and architectural solution of the master plan of 2010 are not comparable to the requirements of modern times. For example, one of the problems that was not taken into account in the master plan in 2010 is the lack of planning of multi-family residential buildings, socio-cultural and business facilities along the way, which make the city a city at the entrance to the city.
This, in turn, is due to the fact that the architectural appearance of the city is not of an urban nature, but in general, of a rural settlement.
At the same time, the issue of building a network of bike paths along the main wide streets, which is currently gaining momentum, was not taken into account.
No proposals were made to improve the architectural appearance of Zhambyl, Abay, Tole bi avenues and Main streets of the city.
In the draft master plan of Taraz, approved in 2010, part of Al-Farabi Street is included in the draft master plan, the second part (from Tole bi Avenue to Seifullin Street), and part of Nietkaliyev Street is not included in the draft master plan at all.
One of the most important issues is that in 2010, according to the master plan, it is planned to provide about 7,000 (6,941) land plots for individual housing construction to waiting lists, of which 2,746 land plots have already been issued to waiting lists in Koltogan, end of Suleimenov Street (15 microdistricts) and Karasu (Kumshagal) districts. At the same time, 102,327 (as of 13.05.2022) citizens are registered in the land queue in Taraz. It is impossible to provide all citizens in the queue with land plots, but we need to consider them as much as possible. In this regard, the introduction of amendments to the master plan is a requirement of today.
The issue of correcting these shortcomings was fully covered in the master plan, and in accordance with the instructions of the Akim of the region, the issue of preserving and forming an ancient historical architectural appearance in a number of streets of our city and the planning of multi-storey residential buildings was considered.
The head of the region noted that the work done so far and the progress of further work were reported to the governor of the region.
During the meeting, the head of the region instructed each industry department to carefully consider the issue of amendments to the master plan for their industries, conduct an analysis and prepare a plan for the next 3 years. At the same time, the head of the region noted the importance of a comprehensive Organization of events to reflect the work being done and inform the population.

Work to improve the competitiveness of architectural and town-planning industry and the development of settlements in the region is held in the framework of state programs and long-term plans.
"In accordance with article 47 of the law ""On architectural, urban planning and construction activities in the Republic of Kazakhstan, development and building of territories of settlements is carried out on the basis of the approved development projects, that is, in accordance with the approved master plan and detailed plan of the settlement".
In total, 371 settlements in the region (4 cities and 367 settlements) are fully provided with urban development projects.
Of the 371 settlements, 33 are provided with a master plan, and 338 settlements are provided with a simplified version of the master plan approved by the decisions of district maslikhats.
"Due to the fact that in accordance with the "building codes and rules of construction, urban planning" of the Republic of Kazakhstan, the service life is 5-7 and 11 years, the number of citizens registered in the queue for land plots for individual housing construction has increased, akimats of the city and districts have adjusted the draft master plan for 30 settlements in 2021."
To date, 25 projects have been discussed in detail at a meeting of the technical council organized by the Department of Architecture and Urban Planning in accordance with Protocol Instruction No. 98 of 08.06.2020, and changes have been made in accordance with the proposals submitted.
Work is underway to amend the draft general plan of the city of Taraz, approved by the decree of the Government of the Republic of Kazakhstan in 2010.
As part of the amendments, it is planned to add 10,422 hectares of land from 14 settlements of the Bayzak (3 settlements) and Zhambyl (11 settlements) districts to the territory of the city.
As a result, the area of Taraz will increase by 29,209 hectares, and the population of the city will be 408,235 people.
As for the design and estimate documentation, in accordance with subparagraph 14.1) of protocol instruction No. 5 of the Akim of the region dated 22.01.2021, 215 design and estimate documents developed in the region in 2021 were submitted for approval by the institution of the KSU "Architectural Bureau".
As a result: 70 projects were approved, 102 projects were recommended, and 26 projects were rejected for revision.
At the same time, master plans and detailed planning projects developed for the city of Taraz and district centers in the period from 2020 to 2021, within the framework of the Digital Kazakhstan program, digitalization work was carried out and included in the regional geoinformation system of the region.
The main purpose of this information system is to ensure transparency and full access of the population and business to information.
In particular, the Geoinformation system will contain information about available land plots in the region, that is, any citizen will be able to view on the map the location of land plots provided for commercial purposes through an auction, tender, determine its purpose according to the master plan, compliance with the norms of the red line and approved security zones, as well as view the sequence of queues for land plots by electronic signature (EDS), upload a receipt for the serial number.
Currently, the work on the development of the regional geoinformation system of the region based on the methodology for calculating the readiness of the Geoportal is 100% and ranks 3rd at the level of the republic.
In general, work on the creation of this system will begin in September 2020, and in July 2021 the main Geoportal e-jambyl will be launched.kz a platform with a domain name was formed, where all the main GIS layers were introduced in accordance with a single requirement, and the following work was carried out:
- Enter more than 160 cartographic data into the map open to the public and 367 into the electronic duty card of the Geoportal for official use,
- Automation of 14 public services in the field of architecture and land relations,
- Work to create 22 jobs in 16 departments of the regional akimat;
- In order to align the boundaries of land plots in the city of Taraz, aerial photography has been completed at a scale of 1:500 with a spatial resolution of 5 cm/pixel with a total area of 243 km2.
Based on aerial photography, one of the most important issues in the regional center of Taraz is the regulation of land boundaries.
The main purpose of automating the above-mentioned public services, in the process of receiving and performing these public services by the contractor through the Geoportal, determining its location on the map, the master plan and the detailed planning system, the possibility of viewing underground and ground communications on the map was considered.
Within the framework of the action plan approved in 2018 on the digitalization of underground and surface communications, built-up territory, creation and maintenance of the State Urban Cadastre IP, an inventory of the built-up territory for the city of Taraz and settlements of district centers was fully carried out in the period from 2018 to 2020 and recommended for inclusion in the Republican State Urban Planning and Cadastral Center database.
As a result, the Regional Center provided 55% of digitized engineering networks in the city of Taraz and 89.5% in the districts and introduced them into the Geoportal.
"In accordance with the "detailed roadmap for the formation and maintenance of the state urban cadastre", an inventory of the built-up area in the Regional Center and district centers has been fully carried out, a "Regional plan" has been developed for the inventory of 24 settlements with a population of more than 5 thousand people and measures are being taken and approved in accordance with paragraph 99 of the "Zhambyl region development plan for 2021-2025"."
An inventory of underground and aboveground engineering networks and construction facilities in the region will help prevent damage to underground engineering networks during construction and determine their coverage by engineering networks during the start of new construction, the distance to the connection point.
Based on the instructions of the President of the Republic of Kazakhstan to create favorable conditions for comfortable living of the population, a number of projects for the development and improvement of the territory of Taraz and districts have been implemented on the initiative of the akim of the region.
In total, in 2021, the Department of Architecture and Urban Planning and KSU "Architectural Bureau" developed 74 draft projects, of which 46 approved facilities were built.

One of such projects, as a partnership of the city of Turkestan, was developed a draft design of the historical and architectural complex "Kone Taraz", reflecting the medieval appearance of the city on an area of 20 hectares adjacent to the ethnocultural complex "Kone Taraz".
A special feature of the projected territory was the creation of a zone combining the territory of archaeological excavations in the world of "Kone Taraz" and the mausoleum "Karakhan Baba" with the restoration of medieval settlements and the creation of a convenient zone for servicing tourists.
At the same time, in order to decorate and illuminate the main buildings located along the main streets of Taraz, preliminary designs were developed and approved by the governor of the region.
In 2022, the issue of performing these works is being considered.
In order to repair the architectural appearance of objects located along the main streets of the city and district centers, identify retail outlets and construction sites located on the border of the red line, according to the approved master plan, 80 objects were identified that were built in violation of the norms of the border of the "red line".

In this regard, in the field of architecture and urban planning of the region, a number of large-scale projects developed this year, approved for the purpose of forming the original image and artistic architecture of the city of Taraz and settlements, sustainable development, improvement and landscaping of the city were implemented.

III. About the master plan and simplified versions of localities in the region
In Zhambyl region, 371 cities and localities (4 cities and 367 localities) are fully provided with urban planning projects.
Out of 371 localities, 33 are provided with a master plan, and 338 localities are provided with a simplified version of the master plan, approved by decisions of district maslikhats.
This year "Urban Planning, Urban Development in urban and rural localities" 3.01-01-2013 in accordance with subparagraph 4.1.3.1.22 of Chapter 4 of the rules, due to the fact that the service life of the master plan and simplified versions is 5-7 years and the increase in the number of citizens registered in the waiting list for a land plot for individual housing construction, akimats of cities and districts make adjustments to the draft master plan and simplified schemes of 30 settlements.

In 2018, the project of detailed planning of the territory of the center for the formation of the historical architectural complex “Kone Taraz” from the regional center - the city of Taraz was approved.
According to the project, at the initiative of the akim of the region, together with the Department of Architecture and Urban Planning and the institution “Architectural Bureau”, a draft design of the ethnocultural center «Kone Taraz» and the historical architectural complex «Kone Taraz» was developed.
As you know, today the ethnocultural center «Kone Taraz» has been built and put into operation for the benefit of the people.
In general, the Kone Taraz complex is located in the southwestern part of the Zhambyl region in the city of Taraz, along the Great Silk Road. To date, the territory of the city of Taraz is 18,787 hectares, the population is 364,234 people.
Currently, the Western Europe-Western China international highway and the railway line pass through the suburb. In addition, the «Aulie Ata» International Airport operates.
In this regard, in the city of Taraz, located along the Great Silk Road, the territory of the historical architectural complex «Kone Taraz», where a draft project for the development of tourism and restoration of the medieval appearance of the territory of the settlement «Kone Taraz», as a partnership of the city of Turkestan, is 20 hectares.
The peculiarity of the projected territory is the formation of a zone favorable for the service of tourists and the restoration of medieval settlements with archaeological work, combining the territory of archaeological excavations in the world of «Kone Taraz» and the mausoleum “Karakhan Baba".
Also in the same area there are a number of tourist sites, such as the first Islamic mosque of the XI century, the Kali Zhunusa bath and the Aulie Ata mosque of the XIX century, the mausoleum of Karakhan Baba of the XI century.
According to the project, a number of objects are being considered on this territory:
Excavation zone, monument of unity of Turkic-speaking states, Oriental market, oriental bath, ethno-rural complex, visitor center for tourists, artisans center, center of Turkic-speaking states, tourism training center, regional archive, children's entertainment center, hotels, cafes, restaurants, recreation areas, electronic library, business class residential complexes.
At the same time, the priority advantage of the projected complex is the living conditions of residents and security measures.
So, kindergartens, shopping places and polyclinics are provided in each residential building.
In case of allocation of necessary funds for this project, construction works of the historical architectural complex «Kone Taraz» will be carried out.

In accordance with paragraph 81 of the Decree of the President of the Republic of Kazakhstan dated 12.10.2018 No. 772 and the instruction of the minutes of the meeting of the Commission on the implementation of digitalization under the President of the Republic of Kazakhstan dated 13.05.2020, in order to ensure transparency and full access of the population and business to information, the creation of the Geoportal information system on the ground was entrusted.
To date, a platform with a domain e-jambyl has been formed.kz by name, on which, in accordance with uniform requirements, all basic gis layers have been implemented, that is, more than 160 and 367 cartographic data have been entered into the open geoportal map for the public in the electronic duty map of the geoportal for official use, in general, 14 public services in the field of architecture and land relations have been automated.

III. About simplified versions and the general plan of settlements of the region

This year, in accordance with subparagraph 4.1.3.1.22 of Chapter 4 of the Tax Code of the Republic of Kazakhstan 3.01-01-2013 "Instruction on the procedure for the development, coordination and approval of urban development projects in the Republic of Kazakhstan" akimats of cities and districts are working to adjust the draft master plans and simplified schemes in 30 settlements, which the term of use of the master plan and simplified options is 5-7 years and with an increase in the number of citizens registered in the queue for a land plot provided for individual housing construction.
To date, at the meeting of the technical council in the department, master plans and simplified versions of 15 settlements have been considered, topical issues have been comprehensively discussed and a number of proposals have been made from their side.
In the remaining 15 settlements, design work is underway on the master plan and simplified versions. It is planned to complete the adjustment of urban development projects by the end of the year.
IV. About objects whose building boundaries in settlements on the territory of the region are built in violation of the red line norm
The red line is the border separating the territories of blocks, microdistricts, and other elements of the planning structure of settlements from streets (roads, squares). The red line is used to regulate the boundaries of the development.
According to the work carried out for 9 months of this year, in accordance with the approved draft master plans, 80 objects were identified whose building boundaries were violated by the norms of the "red line".
To date, akimats of districts and the city of Taraz have taken measures to 9 objects within the requirements of the legislation of the Republic of Kazakhstan.
At the remaining 71 facilities, work is underway to take appropriate measures.
V. Organization of events for the National Population Census of the Republic of Kazakhstan
Under the chairmanship of the akim of the region, on February 23, 2021, at the meeting "On the organization of the national population census of the Republic of Kazakhstan", an instruction was given to ensure a clear definition of the boundaries of cities and settlements, the ordering of electronic maps, the ordering of street names and house numbers according to the address register.
Taking into account these instructions, work has been completed to put the names of streets, blocks, house and apartment numbers in cities and settlements in order, to bring them into line with specific addresses and types of residential and non-residential premises in the IP "Address Register".
The work on "Preparation, approval and submission of cartographic materials (maps and schematic plans of settlements) to the DNSR", modernized and modified "cartographic materials" by akimats of cities and districts has been fully completed and submitted to the Department of the National Bureau of Statistics for Zhambyl region.
VI. in the direction of creating and maintaining the state urban planning cadastre in the Zhambyl region.
In pursuance of the protocol instruction of the Prime Minister of the Republic of Kazakhstan Mamin A. U. dated May 13, 2020, the Akimat of the region approved the "Regional plan for the inventory of engineering communications within the framework of the implementation of the state program "Nurly Zher" for 2020-2025 by financing the inventory of the territories of the regions from the republican and local budgets".
According to the regional plan, it is planned to carry out an inventory of underground and aboveground engineering networks and construction facilities on the territory of the Zhambyl region in the development zones of district centers and settlements with a population of over 5 thousand inhabitants.
As a result, electronic data on the territory provided with engineering infrastructure and the ability to view on the map will be developed.
VII. On the implementation of the Roadmap "A set of measures to improve the seismic safety of the Republic of Kazakhstan"
In accordance with the instruction of the Head of State on the readiness of the civil protection system for destructive earthquakes in earthquake-prone regions dated October 14, 2020 by central state bodies (Industry and infrastructure development, information and public development, healthcare, Energy, Ecology and Natural resources, emergencies, Ministries of Finance) in accordance with paragraph 5 of the roadmap of the Complex of Measures to improve the Efficiency of work to ensure seismic safety of the Republic of Kazakhstan for 2021-2023, approved by a joint order in 2021, it provides for the approval of the list of objects subject to certification (inspection) in the territory of Zhambyl region, a working group has been established to determine the list of social objects (for technical inspection of the reliability and stability of buildings and structures) in the city of Taraz and settlements of the district.
In this regard, as a result of the study of the created working group, a technical survey of the reliability and stability of social facilities, buildings and structures was carried out.
As a result of an external inspection of social facilities on the territory of the city of Taraz and districts, only 60 objects were identified.
For a technical inspection of the reliability and stability of buildings and structures providing funds from the local budget for objects identified in cities and districts, work is being carried out to determine by means of an expert who has an appropriate certificate for the right to implement, or an accredited organization consisting of certified experts (expert opinion).
VIII. On the introduction of archival (historical) information of objects in the information system "Address Register" in the region
The introduction of archival (historical) information of objects into the Address Register information system with the assignment of the address registration code (RKA), as well as the updating of address data of individuals with reference to the RKA was organized by the administration of akimats of districts and the city of Taraz, fully completed and amounted to 100% and archival information was entered (names of settlements and streets, residential buildings, apartments and land plots)
On October 21, a seminar-meeting "on the fight against corruption" was held with the participation of employees of the Department and specialists of the anti-corruption Agency of the Republic of Kazakhstan. During the meeting, a lecture was given on the changes made to the law" On combating corruption", which were answered by specialists of the Department.
Sketch projects of schools, the construction of which is being carried out recently or developed for carrying out repairs.
In accordance with the protocol order of the governor of the region, during the design of the appearance (facade) of objects, an order was given to ensure that the object meets the operational purpose and is in modern conditions.
In order to fulfill this protocol order, the Department of architecture and urban planning developed draft projects of facades of school, kindergarten, housing, House of Culture, Sports Complex, which will be designed in the region, and submitted to the district akimats for use in the work.
In this regard, to date, draft projects of a number of schools have been agreed, construction and installation works and finishing of the exterior facade are being carried out.
In particular,:
A draft project of works on the arrangement of the external facade of the school "Oner" in Zhambyl district along the main street of the village of Asa was approved by the department, this year the repair work was carried out and put into operation on 16.07.2020.
Draft projects for the construction of a school for 120 students in the village of Granitagorsk and reconstruction of Secondary School No. 11 in the village of Akerme, School No. 12 and school No. 48 in the village of Oytal and school No. 44 in the village of Zhemir Berry have been approved by the department, finishing works on the exterior facade of schools No. 12 and No. 48 in the village of Oytal according to the sketch, and construction and installation works are being carried out in other schools.
A draft project of a secondary school for 300 students in the village of Alga in the SHU district has been approved by the department and construction work is underway.
List of schools whose draft project was agreed with the Department of architecture and urban planning of the regional akimat:
In baizak District (9 schools), Zhualyn District (4 schools), Moyinkum District (1 School), T. Ryskulov District (8 schools), Sarysu District (2 schools) sketch projects were approved by the department, construction and installation works were completed.
In kordai District, 4 schools were approved for draft projects, including secondary school No. 23 in alzhan Ana village, where construction works were completed on behalf of the governor of the region. Approval of the sketch project of the remaining three schools, secondary schools No. 9 in Aukhatty village, No. 20 in Karasai batyr village, and No. 38 in Sulutur village, is being carried out. These projects are under the control of the department and will continue.
