In order to improve legislation on the imposition of a disciplinary sanction and official ethics of civil servants, a new version of the Code of Ethics for civil servants of the Republic of Kazakhstan was approved by the Decree of the President of the Republic of Kazakhstan on February 22, 2022.
The new Code of Ethics establishes the standards of professional ethics and serves as the basis for the formation of moral qualities in civil servants. It also defines the ethical principles of public service - conscientiousness, honesty, fairness, openness, courtesy and customer focus. The new version of the code provides for priority requirements for the formation of a "client-oriented" state apparatus and adherence to the principles of openness in the provision of public services.
In addition, changes have been made to the Rules for Imposing Disciplinary Sanctions on Civil Servants and the Regulations on Ethics Councils. The Rules for imposing a disciplinary sanction specify the procedure for conducting an internal investigation, reviewing the materials of a discus- sion, and the time frame for making decisions by an authorized person on the recommendation of a discus- sion.
At the same time, the Commission on Ethics of the Agency is empowered to consider the disciplinary liability of deputy akims of regions, cities of republican significance, the capital, akims of cities that are the administrative centers of regions, cities of regional significance, districts of regions and districts in cities, chairmen of committees, as well as heads of akims’ administrations regions for violating the norms of professional ethics and committing defamatory offenses.
