Preventive anti-corruption measures
By the Decree of the Akimat of the Kordai region dated September 06, 2021 No. 409, a new interdepartmental commission on the fight against corruption in the Kordai region was approved, 3 meetings of the commission were held.
In order to ensure maximum access of the population to anti-corruption legal information, a separate section “Issues of combating corruption” has been opened on the website of the district akim (http://korday.zhambyl.kz), information on the work done has been included.
In order to carry out extensive explanatory work on the prevention of corruption, an "Information and propaganda headquarters" was created at the akimat of the Kordai district, a schedule of meetings with the population and labor collectives of settlements was approved. As a result, in 21 institutions (Kordai, Kasyk, Stepnoy, Zhambyl, Betkainar, Kalpatas, Sarybulak, Otar, Sulutur, Ulken-Sulutur, Karasu, Aukhatty, Sortobe, Public Service Center, KGP "Kordai su", central hospital, Department of Housing and communal services, passenger transport and highways of the akimat of the district, architectural and urban planning activities, employment, department of land relations, state kindergarten "Ainalayyn"). Updated memos for citizens and helplines (1424) have been posted in the buildings of state bodies subordinate to the akimat of the district. Information couverts "It is forbidden for a civil servant to receive gifts" and complaint boxes are placed at the workplace of each civil servant. Within the framework of the state social order among non-governmental organizations, 1 million 280 thousand tenge (600 thousand tenge in 2020) was allocated from the district budget on the topic "Formation of an anti-corruption culture" in 2021 (15 events are planned in the format of various meetings, seminars, trainings, debates, speeches, master classes, flashmobs). In order to prevent corruption, 37 articles have been published in the press, 49 articles in social networks, 8 pieces of audio recordings in places of mass population (central district hospital, library, educational institutions, service akimat), 12 propaganda banners and an ad on corruption in the running line of the arch installed on the territory of the district the central street of Zhibek Zholy of the village of Kordai.
According to the "Interactive map of open budgets": An "Interactive map of open budgets" has been opened in departments and subordinate institutions of the akimat of the district (state enterprises, schools, clubs), responsible specialists of institutions have been approved. In 2021, the annual budgets of the institutions were fully published in this map.
On the Anti-corruption Compliance Service: There are 2 state-owned enterprises in the district (1. Municipal state enterprise on the right of economic management "Enterprise for housing and communal services of Akimat of Kordai district". 2. "Municipal state enterprise on the right of economic management "Kordai su" of the Department of Housing and Communal Services, passenger transport and highways of the Akimat of Kordai district) organized an anti-corruption compliance service.
ISO 37001 Anti-Corruption Standard: The office of the akim of the district submitted an application to the Academy of Public Administration under the President of the Republic of Kazakhstan in order to calculate funds for carrying out these activities as part of the implementation of the anti-corruption standard. As a result, according to the commercial offer of the Academy, the amount amounted to 1,401,230 tenge. A budget application was submitted for consideration of these funds.
According to the monitoring group: By the Decree of the Akim of Kordai district No. 218 dated May 22, 2019, a special monitoring group for external analysis and evaluation, which included members of a non-governmental organization, was established and is working. With the composition of the district monitoring group for 12 months of 2021, monitoring was carried out: - in the direction of providing the population with a guaranteed amount of free medical care in the field of healthcare; - in the direction of construction, erected in violation of legislation in the field of construction (red line). As a result, proposals were made to eliminate the shortcomings that have arisen in this direction.
In the direction of the provision of public services: According to the results of 12 months of 2021, the local executive bodies of the akimat of the district provided 19,474 (26,190) services through the E-Government web portal, the E-licensing information system, and the information systems of service providers. Including: - in electronic format -7,109 (8,347) or 36.5%; - in paper format -2,941 (4,256) or 15.1%; - alternatively -1,656 (2,147) or 8.5%; - in electronic form through information systems of public service providers - 1,822 (2 254) or 9.3%. - through the e-government web portal or the E-licensing information system - 915 (2,688) or 4.6%– - through the State Corporation-5,031 (6,498) or 25.8%.
Internal analysis of corruption risks In accordance with the standard rules for conducting an internal analysis of corruption risks (Order of the Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption dated October 19, 2016 No. 12) and the order of the akim of the district dated January 31, 2021 No. 17p, an internal analysis of corruption risks was carried out in 8 institutions (3 departments and 5 akimats of rural districts). As a result, a proposal was made to eliminate the identified shortcomings (non-fulfillment of state programs, anti-corruption measures, commission protocols, complaint boxes were not installed, standards of public services provided were updated and not fully posted, comfortable conditions for service recipients were not created, decisions and orders were not issued in accordance with the law, etc.) and 7 persons who committed disadvantages.
According to the office of the service akimat: In order to save time of the population, improve the quality of public services, in September 2020, a "Service Akimat" was opened in the building of the akim's office of the Kordai district. In the office, residents of the district are provided with 27 types of public services related to land relations, construction, architecture, employment, agriculture and housing and communal services on the principle of "one window". For 12 months of 2021, 2897 services were provided through the Service Akimat, of which 2383 services were provided in electronic form. There were no facts of corruption against civil servants during the reporting period.
