As part of the International Investment Forum "Altai Invest–2025," participants will have the opportunity to discuss mechanisms for implementing investment initiatives, as well as prospects for creating joint business ideas in the territory of East Kazakhstan.
The forum program includes B2B meetings on current issues, an exhibition of investment projects in the fields of industry, agriculture, energy, and tourism, a plenary session, panel discussions, as well as the signing of memorandums and agreements.
Forum Objective:
The purpose of the forum is to comprehensively present the investment and export potential of the East Kazakhstan Region, discuss mechanisms for implementing joint projects, identify new growth points in key economic sectors, and promote the region as a reliable and attractive partner on the international stage.
Forum Tasks:
Create favorable conditions for establishing mutually beneficial economic relations and strengthening friendly partnership ties through the implementation of joint initiatives and the development of institutional dialogue.
Expand international, interregional, and cross-border investment cooperation, stimulate the growth of direct investments, and develop mutual tourism exchange.
Strengthen trade and economic ties, as well as create a favorable environment for developing transport and logistics partnerships, including increasing transit transportation volumes and integration into regional transport corridors.
The forum will be attended by Extraordinary and Plenipotentiary Ambassadors of the People’s Republic of China, the Republic of Turkey, the Republic of Uzbekistan, the Republic of Armenia; the General Consul of the Russian Federation; representatives of the Federation Council of the Federal Assembly of the Russian Federation; representatives of the Senate of the Parliament of the Republic of Kazakhstan; regions of the Xinjiang Uygur Autonomous Region of the People’s Republic of China; regions of Mongolia, foreign and Kazakhstan companies; bloggers from the United States of America, Federal Republic of Germany, the People’s Republic of China, financial institutions, quasi-governmental organizations, and others.

On February 22, 2023, a regular meeting of the interdepartmental subgroup on the return of unused agricultural land was held under the chairmanship of the deputy akim of the region Nurbaev E.A..
During the meeting, the results of 2022 were summed up. So, last year, according to the results of joint work, 100.6 thousand hectares of unused land were returned to state ownership.
This year, 120 thousand hectares of agricultural land are planned to be returned in the region.
In order to achieve the tasks set, the members of the interdepartmental subgroup have been given appropriate instructions.

The list of land plots put up for tender for granting the right of temporary paid land use (lease) for farming or farming, agricultural production from agricultural lands by the State Institution "Department of Land Relations of the Zaisansky district"
Note:
Individuals and legal entities of the Republic of Kazakhstan are allowed to participate in the competition, with the exception of persons who are in the register of persons from whom land plots have been forcibly withdrawn, as well as the winners of the competition who refused to sign a contract for temporary paid land use (lease) of agricultural land within one year.
The participant, who is an individual and a legal entity, submits the following documents to participate in the competition:
1) application for participation in the competition;
2) competitive offer;
The tender offer must contain:
1) business plan (projected volume of investments, areas of cultivation of agricultural crops, livestock of farm animals, agricultural technologies used, availability of agricultural machinery and technological equipment, qualified specialists in the field of agriculture, the number of jobs created);
2) obligations for the preparation and development of the project of on-farm land management, implementation of measures for the development of agricultural infrastructure;
3) obligations to comply with the requirements of the land legislation of the Republic of Kazakhstan, including the Rules for the rational use of agricultural land, the implementation of indicative indicators for the diversification of the structure of sown areas of crops in accordance with the specialization of the region, compliance with scientifically sound agricultural technologies, phytosanitary and quarantine requirements.
The tender offer is submitted by the participant of the competition in a closed envelope, printed or written in indelible ink in stitched form with numbered pages, where the last page is certified by: the signature of the participant – for individuals (or a proxy) and the signature of the first head (or a proxy) and the seal (if any) – for legal entities.
The application for participation in the tender and the tender proposals must comply with the requirements of Article 43-1 of the Land Code of the Republic of Kazakhstan dated June 20, 2003 and the "Rules for organizing and conducting a tender for granting the right of temporary paid land use (lease) for farming or farming, agricultural production" approved by the order of the Deputy Prime Minister of the Republic of Kazakhstan - Minister of Agriculture Of the Republic of Kazakhstan dated December 20, 2018 No. 518.
The competition is declared invalid in the following cases:
- the receipt of less than two applications in the competition for each land plot put up for competition;
- if less than two participants are allowed to participate in the competition for each land plot put up for competition.
Acceptance and registration of applications for participation in the competition is carried out after thirty calendar days from the date of publication of the notice of the competition from March 09, 2023 to March 29, 2023.
The day of opening the envelopes submitted for the competition will be held on March 30, 2023, at 10:00, in the meeting room of the akimat of the Zaisan district, located at the address: Zaisan, Zhangeldina str. No. 54.

ПРИМЕЧАНИЕ:
К участию в конкурсе допускаются физические и юридические лица Республики Казахстан, за исключением лиц, состоящих в реестре лиц, у которых принудительно изъяты земельные участки, а также победители конкурса, отказавшиеся от подписания договора временного возмездного землепользования (аренды) земельного участка сельскохозяйственного назначения, в течение одного года.
Участник, являющийся физическим и юридическим лицом, для участия в конкурсе представляет следующие документы:
1) заявка на участие в конкурсе;
2) конкурсное предложение;
Конкурсное предложение должно содержать:
1) бизнес-план (прогнозный объем инвестиций, площади возделывания сельскохозяйственных культур, поголовье сельскохозяйственных животных, применяемые агротехнологии, наличие сельскохозяйственной техники и технологического оборудования, квалифицированных специалистов в области сельского хозяйства, количество создаваемых рабочих мест);
2) обязательства по составлению и освоению проекта внутрихозяйственного землеустройства, выполнению мероприятий по развитию сельскохозяйственной инфраструктуры;
3) обязательства по исполнению требований земельного законодательства Республики Казахстан, включая Правил рационального использования земель сельскохозяйственного назначения, выполнению индикативных показателей по диверсификации структуры посевных площадей сельскохозяйственных культур в соответствии со специализацией региона, соблюдению научно-обоснованных агротехнологий, фитосанитарных и карантинных требований.
Конкурсное предложение представляется участником конкурса в закрытом конверте, отпечатанное или написанное несмываемыми чернилами в прошитом виде с пронумерованными страницами, где последняя страница заверяется: подписью участника – для физических лиц (или доверенного лица) и подписью первого руководителя (или доверенного лица) и печатью (при ее наличии) – для юридических лиц.
Заявка на участие в конкурсе и конкурсные предложения должны соответствовать требованиям статьи 43-1 Земельного кодекса Республики Казахстан от 20 июня 2003 года и «Правилам организации и проведения конкурса по предоставлению права временного возмездного землепользования (аренды) для ведения крестьянского или фермерского хозяйства, сельскохозяйственного производства» утвержденных приказом Заместителя Премьер-Министра Республики Казахстан – Министра сельского хозяйства Республики Казахстан от 20 декабря 2018 года № 518.
Конкурс признается несостоявшимся в случаях:
- поступления менее двух заявок в конкурсе по каждому земельному участку, выставленному на конкурс;
- если к участию в конкурсе по каждому земельному участку, выставленному на конкурс, допущено менее двух участников.
Прием и регистрация заявок на участие в конкурсе производится по истечении тридцатикалендарных дней со дня опубликования извещения о проведении конкурса с «12» июля 2021 года по «02» августа2021года.
