Foreigners in the Republic of Kazakhstan are the persons that are not citizens of the Republic of Kazakhstan and have proof of citizenship of another state.
Persons that are not citizens of the Republic Kazakhstan, and do not have proof of citizenship of another state are recognized as stateless.
Foreigners in the Republic of Kazakhstan shall be equal before the law, regardless of their origin, social and property status, race and ethnicity, gender, education, language, attitude to religion, type and nature of occupation.
Using of foreigners of their rights and freedoms shall not be detrimental to the interests of the Republic of Kazakhstan, the rights and legitimate interests of its citizens and others, and shall be inseparable from the performance of their duties, established by the legislation of the Republic of Kazakhstan.
Foreigners who have received permission for permanent residence in the Republic of Kazakhstan in the manner determined by the Ministry of Internal Affairs of the Republic of Kazakhstan shall be recognized as permanent residents of the Republic of Kazakhstan.
An obligatory condition for granting a permanent residence permit in the Republic of Kazakhstan shall be the confirmation of their solvency in the manner and amounts, determined by the Government of the Republic of Kazakhstan by a person, applying for such permission, with the exception of ethnic Kazakhs, the persons, born or previously had the citizenship of the Republic of Kazakhstan or the Kazakh Soviet Socialist Republic and the members of their families.
Foreigners, being in the Republic of Kazakhstan on other legal grounds, as well as recognized as victims, witnesses, suspects or accused in criminal cases, shall be considered as temporarily residing in the Republic of Kazakhstan before the entry into force of the court verdict or other procedural decision by the authorized bodies.
Kandas shall have the right to simultaneously submit documents for obtaining a permit for permanent residence in the Republic of Kazakhstan and acceptance into the citizenship of the Republic of Kazakhstan in a simplified (registration) procedure.
Ethnic Kazakhs who immigrated to the Republic of Kazakhstan abroad can receive state subsidies within 1 year after receiving the status of kandas. The cost of moving is 70 MCI per person, the cost of rent, utilities are paid from 18 MCI per month for 1 year.
There is an opportunity to apply to the state corporation for the status of a candidate.
