Public services in the field of land relations are among the top most popular services. According to statistics, akimats of cities and districts, as well as departments of land relations, provided more than 40,000 such services in the region in 2022.
It is possible to register the rights to a land plot to accommodate an existing residential building, garage or summer cottage, change the purpose of the land plot, join the queue for obtaining land, for individual housing construction, by submitting an application electronically through the e-government web portal www.egov.kz in the Real Estate section.
The list of required documents and the procedure for the provision of public services is specified in the Rules for the provision of public services in the field of land relations, approved by order of the Minister of Agriculture of the Republic of Kazakhstan dated 01.10.2020 No. 301.
In electronic format, it is possible to receive such a service as “Issuance of a permit to change the intended purpose of a land plot”, “Approval of land management projects for the formation of land plots”, “Acquisition of rights to state-owned land plots that do not require bidding (tenders, auctions) )”, “Issuance of a permit for the use of a land plot for survey work”, “Agreement and issuance of a reclamation project
Other services, such as "Provision of a land plot for the construction of an object within the boundaries of a settlement", "Determination of the divisibility and indivisibility of a land plot", "Sale of a land plot to private ownership at a time or in installments", "Issuance of a final decision on the transfer of agricultural land from one type to another”, are not currently automated and are in paper form by submitting an application to the local executive body at the location of the land plot.
One of the services most demanded by the population is the state service "Placing on the queue for obtaining a land plot." In 2022 alone, more than 15,000 applications were submitted for special registration for obtaining a land plot for individual housing construction in the city of Ust-Kamenogorsk. At the same time, it is worth noting that land plots for the construction of residential buildings can be provided on a first-come, first-served basis as the sites for withdrawal are prepared (providing the territory of prospective development with water and electricity networks).
Also a popular public service is the service "Acquisition of rights to land plots that are in state ownership, which does not require bidding (competitions, auctions)". The land legislation of the Republic of Kazakhstan provides for cases when land plots from state ownership can be provided directly by decisions of local akimats (without selling them at auction). Such cases include the provision of land for the placement and maintenance of existing buildings and structures, including the participants of the condominium for the operation and maintenance of the condominium object, for the use of pastures and grasslands in order to meet the needs of the population for the maintenance of their personal farmstead, for gardening, for the purposes of subsoil use , for conducting personal subsidiary farming, gardening, summer cottage construction and for the implementation of investment projects. When drawing up documents for land for these purposes, the application, which specifies the location, area of the land plot, its intended purpose, type of right, is also accompanied by a diagram of the requested land plot.
