In order to implement the language policy in the Republic of Kazakhstan in the Ulan district, the action plan for 2020-2025 was approved by the resolution of the Akimat of the district No. 74 dated February 25, 2020.
In order to expand the scope of the state language, the department for translating office work in institutions and state bodies of the district into the state language monthly monitors and analyzes the document flow of state bodies and institutions. According to the results of the analysis, the share of the state language in the general document for 6 months of 2022 reached 99.3%. This indicator for 6 months of 2020 amounted to 99.0%.
Every year, the region hosts the "Abai Masters of Art Reading Contest", "Pushkin Readings", "Shakarim readings", "Fariza Okulary", the "Tildaryn" Olympiad, contests "The State language is my language", "Language is the pledge of friendship", "The State language and the Media", "The State language – the value of the family."
This year, a district competition "Til Sheberi" was held among young people who speak three languages, in which the winner of the competition, Zhadyr Kumashova, an English teacher at the S. Amanzholov school of the Eginsu rural district, received a referral to participate in the regional competition.
Also, a competition "Buldirshin polyglottar" was held among the pupils of the kindergarten "Aizhuldyz". It was noted that children actively participate in the competition, they have a high motivation to master three languages.
In the service sector, during mass cultural, sports and other public events, along with Kazakh, the Russian language is widely used. The general cultural function of the Russian language has been preserved. Events are regularly held on the occasion of the national holidays of the Russian nation "Christmas", "Maslenitsa", "Easter", etc.
If we talk about the ongoing work in the field of onomastics of language policy, then one of the urgent problems in modern Kazakh onomastics is associated with the unification of the name and patronymic.
On the basis of the Decree of the President of the Republic of Kazakhstan dated April 2, 1996 "On the procedure for resolving issues related to the spelling of surnames and patronymics of citizens of Kazakh nationality", a monthly campaign "Tektilikti saktayyk" was organized on a regional scale. Since the change of the surname and patronymic begins among school-age youth, in order to popularize and popularize the Decree, explanatory work was carried out among students and teachers in the schools of the district.
In pursuance of the order of the President of the Republic of Kazakhstan dated February 28, 2017 No. 17-388-5, a number of works are being carried out on the gradual renaming of ideologically outdated administrative-territorial units, departmental state organizations.
In order to ensure compliance by the population with the principles of public accessibility and transparency in the implementation of onomastic work, it is carried out taking into account the opinion of the population in accordance with the requirements of legislation. To inform the public, advertisements are published on the newspaper's page and on the website.
To carry out work on the restoration of historical names of settlements, letters were sent to rural districts, methodological assistance was provided.
Currently, in order to streamline onomastic names and modernize historical names in the country, in accordance with the instruction of the President of the Republic of Kazakhstan dated February 28, 2017 No. 17-388-5, proposals have been made to change names by district due to the change of ideologically outdated names to historical names of lands and traditional names close to national cognition.
In total, there are 339 structural divisions in the settlements of the district, including 325 streets, 7 alleys, and 7 microdistricts.
Last year, 5 streets in the district were supported by the regional onomastic commission and renamed into names close to national recognition and given the names of war and labor veterans of our district. Currently, work is underway to register the changed street names in the judicial authorities.
Also, a proposal was sent to the republican onomastic commission to assign the names of Heroes of the Soviet Union-countrymen Konyrbai Kudageldinov and Trofim Klimenko to the Gagarin school and the school of the village of Ukrainka. Currently, a resolution of the Government of Kazakhstan is expected.
In order to implement Article 21 "Language of requisites and visual information", the Law of the Republic of Kazakhstan "On Languages in the Republic of Kazakhstan", certain work has been carried out to unify, coordinate and further strengthen public control of visual information and advertising texts in accordance with the requirements of the law, and to involve the public of the district in this work.
To this end, notifications of active participation in the events were given in all rural districts, seminars and explanatory work were conducted to clarify the requirements of the law.
Also, in the period from March 14 to April 14, 2022, in order to unify visual information and advertising texts in accordance with the requirements of legislation and control over the correctness of the advertising content when translated into Kazakh and Russian, a month "Visual information – a symbol of culture" was held. During the month, 18 raids were carried out on public places, institutions, trade objects in the settlements of the district, 92 objects were covered.
The Department constantly monitors the design of visual information and texts of advertisements placed on the territory of the district, in accordance with the requirements of the law.

Information about the work done on the KSU "Language Learning Center"
for 6 months of 2022

As part of the implementation of the state program for the study of the state language, free courses of KSU "Language Learning Center" have been opened in the district. In order for people of other nationalities and citizens who studied in Russian-speaking schools to be able to speak the state language fluently, the state has allocated funds and created conditions for their education.
The Center is trained according to the state standards of Kazakh language proficiency recommended by the Republican National Testing Center, guided by the Law "On Languages in the Republic of Kazakhstan".
The center has all the conditions for the study of the state language by representatives of other nationalities.
There is a five-level system of teaching the state language. These are: simple level-A1, basic level-A2, medium level – B1, above average level – B2, high level-C1.
According to the state program, free Kazakh and English language courses have started working in the Language Learning Center of Ulan district since October 1, 2021.
In total, 210 students studied at the center in the 2021-2022 academic year, 178 of them -Kazakh, 33-representatives of other nationalities, 32 - English.
