The unified transport network of state bodies of the region (UTN) is a telecommunications infrastructure that provides information exchange between state bodies and institutions located on the territory of the East Kazakhstan region.
The ETS has a "star" topology with the center in the office of the Governor of East Kazakhstan region. The use of modern telecommunications equipment and dedicated communication channels provides high technological parameters: data transfer speed up to 4 Mbit / s, protection from unauthorized access, reliable operation. The bandwidth of the data transmission channel from the intermediate network center to the regional akim's office is 20 Mbit/s.
Connection type-permanent: 365 days X 7 days a week X 24 hours a day. Type of connecting lines-ground (underground) communication lines. The data transfer Protocol used is IP. The user – side interface type is Ethernet. The channel-forming equipment of the ETS meets the requirements for data transmission channels for state institutions determined by the Legislation of the Republic of Kazakhstan.
The connection type between the network segment and the etc center is" PTP " (Point to Point over FrameRelay). Type of communication channels-dedicated channels without using technologies that use public networks (communication channels). Distribution of IP networks required for ETS segments and their routing is provided.
In 2017, according to the Decree of the Government of the Republic of Kazakhstan dated January 29, 2016 No. 40 "on defining the operator of the information and communication infrastructure of "electronic government" as a single operator in the field of ICT, including the administration and development of communication channels of the ETS GO, JSC "National information technologies.
To date, 24 regional departments, the office of the regional akim, the regional maslikhat, 19 akimats of cities and districts and 181 independent departments are connected to the ETS of the go.
Unified electronic document management system, aikin
Since 2009, the regional akim's office has been carrying out systematic work on the implementation and maintenance of interdepartmental electronic document management within each state institution.
Since may 2011, all state institutions of the region have switched to interdepartmental electronic document management. To date, the electronic document flow of state bodies of the region is 100% of the total document flow, the number of participants in the EEDR is 2,765 places in the region, including independent departments of akimats of cities and districts (2009 - 280 jobs).
Daily administration, issuance of EDS and ensuring the successful operation of the information system in all GU of the region is carried out.
In 2013, the project of the Prosecutor General's Office of the Republic of Kazakhstan "Aikyn" was implemented at the regional level on the basis of the esed, which is aimed at ensuring transparency of consideration of appeals of individuals and legal entities by all state bodies through coupons issued when accepting an appeal to a state body.
