The decision on protocol of the Center of emergency responce for the East Kazakhstan region No. 1/183 dated April 13, 2020

In accordance with the decree of the President of the Republic of Kazakhstan dated March 15, 2020 No. 285 "on the introduction of the state of emergency in the Republic of Kazakhstan", the Protocol of the meeting of the State Commission for ensuring the state of emergency under the President of the Republic of Kazakhstan dated March 30, 2020 No. 8, in order to prevent further spread of coronavirus infection (COVID-19) on the territory of the East Kazakhstan region, the Center of emergency response made the following decisions:

To mayors of districts, cities of Ridder, Kurchatov jointly with interested state bodies, the police Department of East Kazakhstan region:

1.1. implement restrictive measures for all district centers and cities of Ridder and Kurchatov from 00.00 on April 15, 2020 until the end of the state of emergency in the Republic of Kazakhstan. The regime and timing of restrictive measures may be changed in accordance with changes in situation of the spread of coronavirus infection (COVID-19).

1.2. in order to control the entry and exit of citizens, set up checkpoints along the perimeter of the district centers and cities of Ridder and Kurchatov-until April 15, 2020.

1.3. establish restrictions on the functioning of road transport:

restrict the movement of motor transport during the day and stop it at night, with the exception of official and public transport, and personal transport that has a special pass. The time when traffic stops at night is counted from 21.00 hours to 05.00 hours – from 00.00 hours. April 15, 2020;

The movement of citizens by private vehicles should be organized with reference to the state license plate on the principle of "even, odd number of the last digit of the number". On even-numbered days of the month, allow car rides with numbers ending in even numbers, and on odd-numbered days of the month-with an odd number at the end of the plate number;

prohibit the movement of personal transport on Saturday and Sunday, public holidays, with the exception of official and public transport, as well as personal transport that has a special pass.

jointly with the police Department of East Kazakhstan region in the cities of Altai, Ayagoz, Zaisan, the district center of Urjar ensure that the territory of the locality is divided into sectors by April 15, 2020.

1.4. allow movement of residents in district centers and the city of Kurchatov from 05.00 to 09.00, from 18.00 to 21.00 hours, in the city of Ridder from 05.00 to 09.00, from 17.00 to 20.00 hours (to and from work) without special passes. The movement of residents from 09.00 to 18.00 (shops, pharmacies, banks, post offices) is allowed only if there are type II passes, with the exception of recipients of social payments (42,500 tenge) and other social payments - from 00.00 on April 15, 2020. The special pass is only valid if you have an ID card.

Note: special pass type II is intended for movement of residents on the territory of the district center/city. 1 pass is issued per apartment / house. The pass holder has the opportunity to visit retail facilities, pharmacies, make purchases, and use the services of banks. There is a traffic pattern based on the principle of parity-odd houses (white passes give the right to leave the house to make purchases on odd days of the month, green passes – on even days.).

1.5. ensure that passes are issued to residents of district centers, Ridder and Kurchatov cities-April 14, 2020.

1.6. conduct extensive explanatory work on the introduction of restrictive measures from 00.00 on April 15, 2020 – from 12 to 14 April 2020.

1.7. jointly with large enterprises of the districts and cities of Ridder and Kurchatov, working in a continuous production cycle for the economy of the country and the region:

1) determine the required number of service vehicles (buses) to deliver to work staff. Taking into account the place of residence of employees, develop and approve route schedules, with the appointment of responsible persons for each bus and a list of persons who will move along the approved route-until April 19, 2020.

2) Submit lists and routes of buses for obtaining special passes for this transport - by April 19, 2020.

3) do not allow deviation from the route.

4) responsible persons for the vehicle must check employees according to the approved list.

1.8. oblige producers, distributors, and wholesale suppliers to ensure uninterrupted and timely delivery of food and essential goods to retail facilities, based on submitted applications.

 

1.9. provide daily needs of residents of district centers and cities of Ridder, Kurchatov with food, medicines, life support items and essential goods.

1.10. ensure that the delivery of food, essentials and medicines, living in regional centers and cities Ridder, Kurchatov pensioners 70 years and older, disabled 1,2 groups on four sets of "standard 1, standard 2, standard 3, standard 4".

1.11. sssign volunteers and social workers to deliver food and commodities to vulnerable groups and pensioners over 70 years of age.

1.12. strengthen the protection of especially important state objects, strategic, special-mode, regime, specially protected and ensuring the life of residents of objects.

1.13. strengthen efforts to protect public peace, fight crime and ensure the safety of citizens

1.14. police officers jointly with members of the armed forces serve in a three-shift mode for 8 hours.

1.15. conduct ideological support in the mass media about the measures taken to restrict in order to ensure the localization of infection centers and minimize the risks of its spread among the residents of the region. To reveal the importance of decisions aimed at ensuring human and citizen, society and the state.

1.16. Take control of the organization of uninterrupted operation of public services in the districts and cities of Ridder, Kurchatov.

To mayors of the city Ust-Kamenogorsk, Semey, jointly with the police Department of East Kazakhstan region provide thermometry to  residents to identify people with high body temperatures – from 07.00 hours. April 13, 2020

To mayors of the districts and cities of Ridder and Kurchatov, jointly with the police Department of East Kazakhstan region provide thermometry to residents to identify people with high body temperatures - from 07.00 to 21.00 hours starting from April 20, 2020.

Department of internal policy, akimats of districts and cities of Ridder, Kurchatov jointly with the police Department of East Kazakhstan region provide shooting of stories about violators of the restrictions and conducting thermometry for further distribution in the media.
