Persons with disabilities will be able to independently order technical means of rehabilitation (hereinafter referred to as TSR) and special social services through the Social Services Portal from January 1, 2020.
Provision of rehabilitation facilities for persons with disabilities includes the provision of prosthetic and orthopedic, deaf-technical, typhlotechnical and hygienic means, as well as wheelchairs. Special social services include the services of individual assistants, sign language specialists and spa treatments.
Today, TCP and the above services are provided through public procurement. In order to modernize the social service system, improve the quality and availability of services, from January 1, 2020, the Social Services Portal will be introduced throughout the country.
Today, it takes up to 8 months to receive technical aids and rehabilitation services from the moment a disability is established. This is due to the duration of the public procurement procedures. Service recipients say the tender system is completely inappropriate for people with disabilities. Every year they increasingly complain about the deterioration in the quality of services and medical products. The introduction of the Portal will eliminate the factor of non-transparency in accounting for the need for rehabilitation services. And, most importantly, it will solve the problem of inconsistency of services and means of rehabilitation with the individual needs of their recipients, since persons with disabilities will be able to independently choose the required type of goods and services.
As a result of the portal implementation, the terms of business processes for the provision of technical and technical services and the provision of special social services will be reduced from 8 months to 1–2 weeks by means of a proactive format for their appointment. In accordance with the wishes of citizens with disabilities, a mechanism for reimbursing the established cost of technical equipment and rehabilitation services is provided. This means that the portal will have access to the function of making a surcharge when choosing more expensive goods and services.
In addition, a wider range of certified specialists will be available, and the equipment and workload of all LSGs will be taken into account in the unified register of medical and social institutions (hereinafter - LSG).
The introduction of the portal will provide equal access to rehabilitation facilities and services, timely social assistance through a “one window” without leaving home, as well as taking into account individual needs, information about suppliers, social workers and specialists. This will increase fair competition and ensure transparency in the participation of potential suppliers in the sale of rehabilitation facilities and services.
As previously reported, the portal has been launched in pilot mode and is being successfully implemented in Aktobe. Several medical and social institutions are already connected to it.
Let us recall that the introduction of the automated information system "Portal of Social Services" is envisaged within the framework of the National Plan for Ensuring the Rights and Improving the Quality of Life of Persons with Disabilities.
It is planned that residents of all cities of Kazakhstan will be able to use the resource, which will cover more than 400 thousand users and 200 thousand suppliers.
Today, work is underway to integrate the information systems "Base of mobile citizens", "Social register", "Unified data warehouse", "Kazpost" JSC, "Unified system of labor contracts", "Register of movable property".
