Information on the work being held in order to prevent corruption risks in state institutions of Shemonaikhinsky district
In the Message from the President of our country “Kazakhstan-2050 Strategy: A New Political Course of the Fulfilled State,” it is noted that corruption is not just an offense, corruption undermines beliefs in effectiveness of the state and it is a direct threat to national security and social stability.
The district’s akimat carries out organizational and practical measures jointly with law enforcement agency and other state bodies to implement the Law of the Republic of Kazakhstan “On Combating Corruption” and the Anti-Corruption Strategy of the Republic of Kazakhstan for 2015-2025.
“District helplines” operate in state institutions in order to ensure transparency of fighting against corruption and to inform the public about measures aimed to prevent it. Also Information boards and mailboxes for letters of individuals and legal entities are placed in the district. According to approved schedule, citizens and representatives of legal entities are regularly received by the district akim, his deputies, by head of the staff, by heads of independent departments and akims of territorial units. Also the district branch of NurOtan party receives citizens and representatives of legal entities by the above-mentioned persons in its public reception.
Anti-Corruption section of the District’s Akim official site contains legislative acts, plan of activities and contacts of Civil Service Affairs Agency Departments of the of the Republic of Kazakhstan for of the East Kazakhstan region and the Agency of the Republic of Kazakhstan for Combating Corruption (anti-corruption service) for the East Kazakhstan region.
The Interagency Commission for Offence Prevention works attached to the akimat of Shemonaikhinsky district. Commission meetings are held quarterly to consider issues in accordance with approved plan. Speeches from heads of ongoing anti-corruption efforts are being heard.
Appeals of individuals and legal entities are considered in strict accordance with the law. 186 requests were received in the period of 4 months in 2020.
A commission conducts investigations to identify and suppress the facts of corruption offenses by public servants. No offenses that can be considered as corruption are registered.
Meetings of district’s population with the governor became an important tool which will increase trust in public institutions. Problematic issues are considered and ways to solve are determined. So, 11 reporting meetings of the district akim with total number of 2092 people were held in January and February 2020. Residents of the district were informed about social and economic development of their district and received answers to their questions.
In order to ensure transparency and legitimacy in activities of state bodies of the district certain commissions have been created. The commissions consider issues of providing housing and land. The land commission includes representatives of district maslikhat, the head of district branch of Entrepreneurs chamber and its observers. The commission meeting is accompanied by live session on Facebook social network.
The schedule of housing provision by communal housing fund is published in the media and on the district akim official website as part of introducing the institution of public control.The information about the funds given to institutions, their development and priority to preschool institutions can be found on information boards of the district’s educational institutions.
During the reporting period 16861 public services were provided in the district, 812 of which were provided by the "State Corporation "Government for Citizens", and12947 services be the "electronic government" web portal.
To ensure information transparency in application and implementation of decisions by public institutions on spending budget funds and the district budget, all decisions regarded to distribution of budget funds, approved at the sessions of maslikhat are regulurly published in local mass media.
Due to activities of civil institutions (regional branch of Nur Otan party, the Public Council, non-governmental organizations, and the media) the public control coverage of spheres under the risk of corruption has significantly expanded. 9 measures have been taken to prevent corruption in educational institutions, labor collectives, together with the traffic police since the beginning of the year with the coverage of 232 people.
Cooperation with Institute of Analysis and Forecasting of East Kazakhstan region was established in order to monitor and evaluate implementation of Anti-corruption Strategy. According to research conducted by the Institute, residents of the district consider theft of budget funds, corrupted interaction between car owners and traffic police, also with employees of health care as the most common types of corruption. The main reasons contributing to corruption manifestations are low wages and desire to get rich quickly.
Contracts for mandatory publication of anti-corruption materials have been concluded with the district media. 8 articles have been published since the beginning of the year. 100 leaflets on anti-corruption topics were distributed and 3 banners were produced and placed in localities.
The project “Shygys - Adaldyk Alany” has become a new stage in preventive measures conducted in the spheres under the risk of corruption.
The project is aimed at eradicating domestic corruption, creating comfortable conditions in public institutions, ensuring transparency and availability of public services. 4 videos are created in the frames of this project. Opening of the front office made it possible to avoid contacting of service recipients and service providers completely directly in a state institution.
Thus, preventive measures, coordination of efforts to protect individual rights, freedoms, legitimate interests of citizens and society as a whole from criminal manifestations remain the priority areas in activity of executive bodies. Works in this direction are constantly monitored and are to be continued.
