MEASURES TAKEN TO ACHIEVE THE REGIONAL AVERAGE (MORE THAN 50%) OF ACCESS TO CENTRALISED WATER SUPPLY
Of the 34 populated areas in the Shemonaikhinsky district, 29 (85.3%) have centralized water supply, of which 28 are from underground water supply sources, and one area has a surface water supply (Pervomaysky settlement, from Irtysh river).
Centralised water supply in urban areas is provided to 99.8 per cent of the population and to 84.8 per cent in rural areas.
In December 2016, within the framework of the «Nurly Zhol» programme, for the realization of the project «Construction of water intake structures and water supply networks in Red Shemonaikha settlement of the Shemonaikhinsky district in the East Kazakhstan Region», Limited Liability Partnership (LLP) «Shemonaikhinsky Water Canal» was granted a loan in the amount of 262,451.0 thousand tenge.
During the implementation of the project, construction of a water pipe in Red Shemonaikha settlement was not completed due to the adjustment to the technical specification.
In the course of an external review, the project was sent for further review as changes needed to be made to the calculation of resources, due to the amendment of the current legislation in accordance with the rules governing the conduct of complex external expert reviews. The required changes are now being made and the completion of the project is planned for 2020.
In 2017, within the framework of the programme «Development of the Regions 2020» funds were allocated to the Shemonaikhinsky district for the implementation of the project «Construction of water intake structures and water supply networks in Rulikha settlement, Shemonaikhinsky district of the East Kazakhstan region». The general contractor is LLP «GRANDINERT» and the total cost of construction is 484,131.0 thousand tenge.
In accordance with the letter of guarantee, the LLP notified of the work in progress.
The contractor, in accordance with the letter of guarantee, undertakes to complete the work by 30.06.2020. The Department for Construction, Architecture and Urban Development of the Shemonaikhinsky district is the customer of the project and has worked on the creation and approval of an additional agreement to reschedule the completion of construction to fiscal year 2020.
In 2019, the construction of water networks in the village of Pruggerovo was started. The estimated cost of the construction is 526,993 million tenge, and the length of water pipelines is 8 km. LLP «Vostokvzryvprom» is the contractor, contract No 45 dated 14.11.2019.
As of November 2019, 30.0 million tenge of the budgeted funds were used. This is a rolling project.
Additional work was carried out with the resources of the contracting organization:
- drilling and blasting operations with cover for 108,784.5 million tenge;
- water purification and desalination plant for 16,853.3 million tenge has been acquired;
- storage facility (volume 25 cubic metres) for 4,879.8 million tenge;
The total cost of the work performed and the equipment purchased is 160,517.8 million tenge.
Work has not continued in the current year as there was no allocation of funds.
In addition, water supply projects for 2 sites are at the stage of external expert assessment:
- Development of technical specification "Reconstruction of water supply networks in the village of Sugatovka, Shemonaikhinsky district, East Kazakhstan Region" for the amount of 1.05 million tenge;
- Development of technical specification "Reconstruction of water supply structures of Zheleznodorozhnik microdistrict in the town of Shemonaikha, Shemonaikhinsky district, East Kazakhstan Region" for the amount of 1.05 million tenge.
The technical specification for "Construction of water supply networks in the village of Ubinka, Shemonaikhinsky district, East Kazakhstan Region" is in place and the conclusion of an external expert examination is positive.
In the current year the implementation of the project «Installation of a modular station in Mezhovka village of Vydrikhinsky rural area, Shemonaikhinsky district of the East Kazakhstan Region» is planned for the amount of 10.5 million tenge. On June 3rd of the current year tender procedures were conducted. LLP «ArsenalInvest» was selected as a contracting organization for the project. The deadline for the implementation of the project under the contractual obligations is August-October 2020.
INFORMATION ON THE RESULTS OF THE HEATING SEASON 2019-2020
AND PLANS FOR THE UPCOMING HEATING SEASON 2020-2021.
According to the order of the General Director of «Vostokenergo» LLP, the 2019-2020 heating season in the Shemonaikhinsky district began on October 5th, 2019. During the heating season, no emergency disconnections were registered on the heat supply sources, the heating season took place in normal mode, and was completed on April 17th, 2020.
In preparation for the upcoming 2020-2021 heating season: Maintenance of 2 boilers (KE No 3 hot water boiler, KV No 3 steam boiler) is underway. During the summer period, it is also planned to carry out current maintenance of the coal bunker furnace, induced fan, 6 feed pumps (4 main, 2 reserve), boiler units KE 1, 2, 4, boiler unit KV 1, 2, 4, and overhaul of the main boiler KVKS 1.
On the thermal networks of Shemonaikha town it is planned to replace 0.892 km of the thermal network (from the boiler-house of microdistrict 3 to the TK house 27 - 216 m, from TK 47 to house 14 with a transit through the house 13 - 510 m., the section of the air heat network to house 32 on Molodyozhnaya Street – 166 m.). The sum for the repair of the town’s heat networks is 48.0 million tenge.
Currently the companies providing communal services, as well as cooperatives of apartment owners and operating organizations (LLP «Stroy Mac», LLP «Uba Service») are developing plans of activities for the summer period.
Educational facilities: During the summer period, work is planned for the amount of 134.1 million tenge, of which: major repairs of the sports hall, events hall and ventilation systems of Municipal State Institution “Vydrikhinsky General Secondary School and Nursery named after A.S. Ivanov” in the amount of 25.8 million tenge; maintenance of the dining room and heating system of Municipal State Institution «Sugatovsky General Secondary School and Nursery» for the amount of 16.9 million tenge; maintenance of roofing of Municipal State Institution «Krasnoshemonaikhinskaya Middle School» for the amount of 8.0 million tenge; maintenance of roofing of Municipal State Institution “Pervomaisky General Secondary School and Nursery named after D.M. Karbyshev” for 24.9 million tenge; maintenance of the heating system of Municipal State Institution «General Secondary School named after I.M. Astafyev» for 11.0 million tenge; maintenance of façade and heating system of Municipal State Institution «Komyshensky General Secondary School» for the amount of 40.3 million tenge; maintenance of premises for the accommodation of the mini-centre of Municipal State Institution «Sugatovsky General Secondary School and Nursery» for 7.0 million tenge.
Social and welfare facilities: During the summer period, work is planned in the amount of 191.6 million tenge, of which:
Zevakinskoye local government: work is being carried out on regular maintenance of the dining room, utility area, replacement of window units
(contract organization LLP “Altai Remstroy” of Ust-Kamenogorsk), replacement of internal and external lighting (contract organization LLP “PVC Vostok” of Ust-Kamenogorsk) for the amount of 64.1 million tenge.
Pervomayskoye local government: maintenance of ventilation systems (contract organization – solo entrepreneur «Tusupova Nuriya Kenzhebekovna»), maintenance of window units (contract organization – solo entrepreneur «Abdrahmanova Bibinur Kantaevna»), for the amount of 17.2 million tenge.
Health centre «Uba»: roof maintenance of the residential building No 3 in Ust-Talovka settlement, maintenance of roofing of vegetable storage in the village of Vydrikha, insulation of unit B in Vydrikha village (contract organization LLP «KazNP») for the amount of 73.0 million tenge, landscaping and area improvement in Ust-Talovka settlement, maintenance of the boiler house in Vydrikha village (contract organization LLP «PMK Kurylys») for 32.0 million tenge.
At boiler houses with capacity more than 100 Gkal/hour, the demand for coal is 74,000 tons. There is a supply contract until 31.12.2020, and the coal is supplied according to the schedule from 01.01.2020 to 31.12.2020.
For budget organizations, the total need is 4,916 tonnes of solid fuel and the need for diesel fuel is 220.8 thousand litres, including:
- health facilities: solid fuel - 42 tons, liquid fuel - 63 thousand litres.
- education facilities: solid fuel - 580 tons for the amount of 21.3 million tenge (450 tons to Kamyshinskaya School & Nursery was delivered in full, and the delivery of 130 tons to Bolsherechenskaya Secondary School is planned from July this year). Municipal State Institution “Pervomaisky General Secondary School and Nursery named after D.M. Karbyshev” has 82,835 litres of liquid fuel available, additional need is 75,000 litres of liquid fuel. A budget request will be submitted for the next Maslikhat session.
- social and welfare facilities: the need for solid fuel is 4,336 tons, liquid fuel - 141.5 thousand litres, of which: Zevakinskoye local government - 1,800 tons of coal, health centre «Uba» - 2,536 tons of coal, Pervomayskoye local government - 141,500 litres of diesel. The funding is 100%.
The demand for solid fuel for the district’s population during the heating season is 45.0 thousand tons.
Two organizations supply solid fuel in the Shemonaikhinsky district: LLP «Shemonaikha otyny» - coal is imported from Karazhyra coal mine (Joint Stock Company «Karazhyra»); and LLP «Gortop» - coal is imported from Maykoubinsky and Shubarkulsky coal mines.
At warehouses of the enterprises (LLP «Oskemen-Komir», LLP «Gortop») there are 1,133 tons of solid fuel available. Contracts for the supply of fuel have been concluded until 31 December 2020 and it is planned to deliver all the planned volume before 01.10 2020.
The cost of coal per ton is 9,600 tenge.
