Targeted social assistance is a payment in cash provided by the state to individuals (families) with a monthly average per capita income below the poverty line (for the 1st quarter of 2024, it amounts to 36,285 tenge for each family member).
Depending on the social status of a family or an individual, assistance is divided into two types: unconditional and conditional.
Unconditional monetary assistance is a type of targeted social assistance provided in the form of monthly cash payments to low–income individuals (families) with limited opportunities to participate in employment promotion measures.
Unconditional monetary assistance is assigned for the current quarter (3 months) and is paid monthly and is provided:
1) single and (or) low-income persons living alone with limited opportunities to participate in employment promotion measures in connection with reaching retirement age; disability of group 1 or 2; the presence of a disease in which a temporary disability period of more than two months may be established;
2) low-income families, in which there are no able-bodied persons or the only able-bodied member takes care of a child under the age of seven, a disabled child, a disabled person of the first or second group, the elderly, in need of outside care and assistance.
Conditional monetary assistance is a type of targeted social assistance provided in the form of a monthly or one–time cash payment to low-income individuals (families), subject to their mandatory participation in employment promotion measures and (or), if necessary, social adaptation measures.
Conditional monetary assistance is assigned for the duration of the social contract (6 months) and is provided to single and (or) low-income able-bodied persons living alone, as well as low-income families with an able-bodied member(s), subject to his (their) participation in measures to promote employment (employment) and (or) if necessary, social adaptation.
In 2023, the allowance was assigned to 157 families (645 people) in the amount of 54717.0 thousand tenge.(TSA) and GSP from 1 to 6 years – 6213.0 thousand tenge
In 2024, it is planned to assign benefits to 166 families (706 people) in the amount of 65536.0 thousand tenge (TSA) and (GSP from 1 to 6 years) 10737.0 thousand tenge.
From January 2024, those wishing to apply for targeted social assistance (TSA) can apply through the egov portal.kz in online mode with an electronic digital signature (EDS) without leaving home.
