Service 111: protecting the interests of the family, women and children

The 111 contact center in the Government for Citizens received about 9 thousand requests in four months. At the same time, almost 500 calls to the 111 Service are reports of violence and cruelty, often against children.

The most frequent questions that citizens address relate to the field of legal advice, social protection, education, and health protection.

With the help of the 111 Service and concerned citizens, several difficult situations have been resolved in recent months: they helped a disabled girl cope with school bullying, rescued a man from slavery, restored housing for a poor family after a fire with the support of the akimat, fulfilled the dream of an elderly single father - to take his son to the circus, and also helped to get a travel ticket, with whom the boy gets to his school every day. The 111 Service consultants consider each request not as a separate issue, but as an opportunity to solve several problems of a particular family.

The 111 Service is most often used by women from 30 to 44 years old – their calls make up 60%. This is the most active public group that protects the rights of children and fights against arbitrariness in the family.

Lawyers and psychologists of the contact center support and advise each applicant until his problem is solved, and, if necessary, transmit information to law enforcement agencies.

The 111 Service for the Protection of the Family, Women, and children's rights has been under the jurisdiction of the Government for Citizens since October 16, 2023. 111 can be called around the clock, anonymity and protection of personal data are guaranteed. The contact center is in constant contact with the police, registers all calls and monitors the situation with each family until the crisis is resolved.

At a press conference of the Regional Communications Service, Deputy Head of the Department of Defense of the East Kazakhstan region Zhasulan Satbaldiyev said that the spring conscription started on March 1, which will last until June 30.
It is planned to call more than 800 people from East Kazakhstan for spring service.
"More than 400 people will serve in the Armed Forces, 100 people in the border guard and the National Security Committee, 250 people in the National Guard of Internal Affairs of the Republic of Kazakhstan, more than 30 people in the Emergency Department, and the rest in the state guard," Zhasulan Satbaldiyev said.
In general, it is planned to call about 1,600 citizens of the region for the spring and autumn appeal.
At the same time, during the press conference, the speaker noted that conscripts can choose to study at a military university instead of military service.
"Young people studying in military educational institutions are exempt from compulsory military service. In case of non-admission, they are called up on general grounds. In order to enroll in a military educational institution, everyone applies to the local military authorities at the place of military registration with an appropriate application, collects the documents necessary for the formation of a personal file, passes a medical commission and participates in the UNT. After that, in the appropriate directions, young men arrive at a military university to participate in the competition," Zhasulan Satbaldiyev added.
In addition, the speaker recalled that the legislation provides for administrative and criminal liability for evading conscription for military service.

But what should you do if you still find yourself in the described extreme situation? In case of a sudden flood, it is necessary to collect the following basic necessities in the apartment as soon as possible: documents, a first–aid kit, matches (lighter), bread, drinking water, and take the nearest safe elevated place, be ready for evacuation by water, including with the help of improvised watercraft. In such an environment, you should not panic, lose your composure, you need to calmly take measures to allow rescuers to timely detect people cut off by water and in need of help.

If the flood caught you in the daytime, then to attract the attention of rescuers, you should hang a large white or colored cloth on a high place, if at night, the most effective measure will be the supply of light signals – a lantern, a searchlight, a bonfire.

Until professional assistance arrives, people trapped in the flood zone must remain on the upper floors and roofs of buildings, trees and other elevated places. Usually, people stay in the flood zone until the water subsides or the arrival of help from rescuers who have reliable means to evacuate to a safe area.

The self-evacuation of the population to the non-flooded territory is carried out in cases of the need to provide emergency medical care to victims, the consumption or lack of food, the threat of deterioration of the situation or in case of loss of confidence in receiving assistance from the outside. Personal boats or boats, rafts made of logs and other improvised materials are used for self-evacuation by water.

People picked up on the surface of the water should be dressed in dry clothes as soon as possible, sedatives should be given, and artificial respiration should be performed for people removed from the water or from the bottom of the reservoir. After the water subsides, people are in a hurry to return to their apartments. But at the same time, all precautions should be remembered.

Before entering a building after a flood, it is necessary to make sure that its structure has not suffered obvious damage and does not pose a danger to life. Before moving back into the apartment, it is recommended to open all doors and windows wide and not enter the building for 30 minutes. When inspecting the interior rooms of a building (house), matches or candles should not be used as a light source due to the possible presence of gas in the air. For these purposes, it is better to use electric lights. Be careful of torn or sagging electrical wires.

Before checking the condition of the electrical network by specialists, it is forbidden to use electricity sources. Damage and destruction of water, gas and sewer lines must be reported immediately to public utilities and organizations.
