Coordinates work in promoting the development of national, technical and applied sports, supporting and stimulating physical culture and sports, developing a scientific base for research in the field of physical culture and sports, promoting the development of all sports, taking into account social and educational functions, as well as their specifics structure based on the principle of voluntary activity. Conducts explanatory work at the local level on issues within its competence.
Creates an infrastructure for sports activities for individuals at their place of residence and in places of their public recreation;
ensures the preparation of regional teams in sports and their performance at regional sports competitions;
ensures the development of mass sports and national sports in the Samar region;
coordinates the activities of regional physical culture and sports organizations in the Samar region;
assigns sports categories to athletes: athlete of the 2nd category, athlete of the 3rd category, athlete of the 1st youth category, athlete of the 2nd youth category, athlete of the 3rd youth category;
assigns qualification categories: coach of the highest level of qualification of the second category, coach of an average level of qualification of the second category, methodologist of the highest level of qualification of the second category, methodologist of the highest level of qualification of the second category, instructor-athlete of the highest level of qualification of the second category, sports judge;
collects, analyzes and provides the local executive body of the region with information on the development of physical culture and sports in the Samar region in the form and within the time limits established by the legislation of the Republic of Kazakhstan;
organizes medical support for official physical education and sports events;
ensures public order and public safety during physical education and sports events;
provides methodological and advisory assistance to sports organizations;
ensures the activities of district non-specialized children's and youth schools;
exercises in the interests of local government administration other powers assigned to local executive bodies by the legislation of the Republic of Kazakhstan.
