April 7th marks the 10th anniversary of the State Corporation "Government for Citizens". Over this period, it has become a key link between the state and its citizens - today, tens of millions of applications are processed annually through its services, with most public services available to Kazakhstani citizens under the "one-stop-shop" principle.
Over these years, a unified nationwide infrastructure for providing public services has been established, making them more convenient and accessible for citizens. Self-service terminals, video-CSCs, biometric identification have been implemented, and key processes have been digitized.
The scale of the changes is reflected in the numbers: on average, over 23 million services are provided annually through public service centers, with millions more applications processed through digital channels, including mobile applications and online services.
Digitalization has been the key driver of these changes. Today, most public services are available online, and interaction with them increasingly occurs through digital channels. The "CSC" application has essentially become a "CSC in your pocket": in 2025 alone, it was installed by over 2 million users. Through it, citizens can book appointments, obtain electronic tickets, track application statuses, and use services to receive public services without visiting front offices.
The unified contact center 1414, celebrating its 15th anniversary this year, remains an important support channel, operating 24/7. Since 2021, it has been part of the State Corporation and processes an average of 20 to 25 million inquiries annually. The center actively implements digital solutions: already today, every tenth call is handled with the assistance of an AI assistant, which helps clarify the request and direct the user to the needed service.
Alongside the development of digital services, the State Corporation is actively enhancing the digital literacy of the population, organizing training sessions across the country. Classes are held in all regions of Kazakhstan at public service centers in a practical format. In March alone, approximately 700 Kazakhstani citizens across the country improved their digital literacy levels.
"The mission of the State Corporation - is to be the key driver in transforming the public service system. Over these years, we have managed to build a service oriented towards the real needs of citizens: making services accessible, high-quality, and convenient at every stage of life. We operate on the principle of a "listening state," where every individual's voice - is a guide for development. Our task - is not just to provide services, but to be a reliable partner for citizens, forming an open and inclusive digital environment without barriers," - noted Arman Kenzhegaliyev, Chairman of the Board of the State Corporation "Government for Citizens".
The experience of the State Corporation "Government for Citizens" generates interest beyond Kazakhstan's borders. Over the years, delegations from Mongolia, Japan, Uzbekistan, and other countries have visited to learn about its public service delivery practices and digital solutions.
Behind this interest lies a system built over 10 years, which has evolved from disparate services to a unified infrastructure centered around citizen convenience. Today, the State Corporation integrates the services of CSCs, specialized CSCs, land cadastre, social and pension provision, as well as civil registration and real estate services.
This work involves nearly 16,000 specialists who ensure the accessibility and quality of services daily. Ultimately, this journey is not just about numbers and processes, but about trust, responsibility, and systematic work, thanks to which the interaction between citizens and the state has become simpler, clearer, and more comfortable.
