Report on the work of the "Department of internal policy of the city of Ridder" for 2019

Work in the field of internal policy in 2019 was aimed at further strengthening domestic political stability, interethnic harmony, and at developing cooperation with civil society institutions. In 2019, about 1,134 socially significant events were held, among which the most ambitious ones were events dedicated to state, national and professional holidays, propaganda and clarification of the Rukhani Zhangyru program, as well as anniversary dates. Active participants in the events were representatives of all sectors of the population - veterans, representatives of the non-governmental sector, business structures, religious denominations, workers, teachers, doctors, students and others.

From September 2019 to the present, the basis of the event series was the Message from the President of the Republic of Kazakhstan, K. K. Tokayev from 02.09.2019 “Constructive public dialogue - the basis of stability and prosperity of Kazakhstan”. A network schedule of meetings to explain the Message with various categories of the population was developed, in accordance with it 30 meetings were held with a total coverage of about 2000 people. Work in this direction will continue in the current year. non-governmental organization.Work is underway to strengthen collaboration with the non-governmental sector. The following projects were implemented within the framework of the state social order:State social order "Development of local government in the city of Ridder" - 300 thousand tenge;"Promotion of a Healthy Lifestyle among young people" - 500 thousand tenge;Organization of leisure for unemployed youth - 500 thousand tenge;"Adaptation and integration of children and youth with disabilities in the city of Ridder" - 485 thousand tenge;"Carrying out activities to address gender issues" - 485 thousand tenge;

Prevention of the spread of ideas to religious extremism and terrorism” - 250 thousand tenge.

Currently, 24 non-governmental organizations are registered in the city, whose activities are aimed at protecting the environment, rehabilitation of people with disabilities, protecting their legal rights and interests, military-patriotic work, implementing projects aimed at leisure activities of children and adults, and others. Representatives of public associations are members of all city commissions and councils. There is a Council on relations with non-governmental organizations, meetings are held quarterly.

Religion:

There are 9 religious associations registered and operating in Ridder:

1.  Branch of the Republican Islamic Religious Association "Spiritual Administration of Muslims of Kazakhstan" mosque "D. Konaev"   2. The local religious association "St. Nicholas Parish of the city of Ridder" of the Ust-Kamenogorsk and Semipalatinsk Diocese;3. Local religious association "Christian Community of Jehovah's Witnesses East Kazakhstan region, Ridder"; 4. "Old Believer community of Pomeranian consent";5. Branch of the religious association "Evangelical Center" Agape". 

Religious ceremonies are performed in 6 religious buildings. Legal documents available, technical and sanitary condition is satisfactory.

In the framework of the implementation of state policy in the field of religion in order to increase religious literacy, prevent religious extremism and terrorism, promote the canons of traditional religions, the Council for Relations with the RO jointly with state bodies (education, domestic policy, the center for the development of youth initiatives, culture and sports) , law enforcement agencies, ethno-cultural associations of the House of Friendship, public associations conducts targeted work.This year 4 meetings of the Council were held. An advocacy group (IWG) has been created and is operating.The head of the internal policy department, representatives of the GOVD were involved in the work of the IWG.

Meetings were organized and held with representatives of NGOs, youth and labor collectives of the city in the format of questions and answers, as well as other forms. In 2019, a total of> 58 events were held, covering about 9 thousand people.

The state-social order “Prevention of religious extremism and terrorism among youth” was implemented by the public committee “Committee of Soldiers' Mothers”. The implementation of the project will also continue next year.

In order to involve representatives of religious associations of the city in the implementation of the state policy in the field of religions, the Council for Relations with the RO organized and conducted an environmental campaign (planting of seedlings) with the participation of parishioners of religious associations of the city, including Protestants.In accordance with the Plan for the Prevention of Religious Extremism and Terrorism, 6 outdoor advertising objects are posted in the city that promote interfaith and interfaith harmony.

So, during the reporting period, about -68 materials were posted, 6 banners were placed, more than 4,000 brochures, booklets, leaflets (youth campaigns) were distributed.

The youth resource center of the city on a regular basis demonstrates videos aimed at the prevention of religious extremism and terrorism. They (videos) are posted on the official website of the city of Ridder, on social networks (Odnoklassniki, Vkontakte, Facebook, etc.). They were also sent to the city departments of education and culture for demonstration to a wide audience, including and in school-wide parent-teacher meetings.

In order to identify illegal content, materials propagating the ideas of religious extremism and terrorism, employees of the State Institution “Department of the Internal Policy of the City of Ridder” regularly monitor print, electronic media and Internet resources. Youth policy In the city of Ridder, the number of young people aged 14-29 is 9,604.In 2019, 18.160 thousand tenge were allocated for the implementation of the state youth policy, including for events dedicated to the Year of Youth: Ridder Barysy, Dragracing 2019 car race (dragressing), and auto-quest.

There are 5 youth public associations (Youth Public Association "Sports and Consulting Center" ROST ", Tourism and Ecological Club" Ak-Kem-Ridder ", Children and Youth Sports and Tourism Club" Ak-Kem "," Sports and Health Club "Energy ", Children and youth center" Youth of the XXI century "); car clubs; 2 volunteer associations; youth maslikhat; MK "Zhas Otan"; youth councils at city-forming enterprises of the city; Council for Youth Affairs under the akim of the city of Ridder. In 2019, 160 events were held with a total coverage of more than 7,000 people in various fields.         On the basis of the youth center, a computer class continues to operate, the attendance of which is 100-150 people per month. An eSports competition plan has been approved and is being implemented. In 2019, 4 tournaments were held (quarterly) in the Counter-Strike multiplayer game. Young people visit the IT school for free, where children are taught the basics of programming, graphic design and video editing. This year, on January 13, the first eSports tournament was held this year. On January 31, a city tournament on programming and graphic design will be held at the center. The youth center pays special attention to young people from socially vulnerable groups of the population, as well as young people at risk. As of September 1, 2019, within the framework of the Korgau project, a memorandum was signed between KSU "Youth Resource Center of the City of Ridder" and the EurasianExpertConsult Public Fund (EurasianExpertConsil) on providing free legal assistance to people in difficult situations. On the basis of the youth center, a reception was organized for young people aged 14-29 years old by lawyer A.T. Kustaeva Advice was provided to 4 families to clarify marriage and family legislation, and more than 100 youth consultations were held on legal issues of the legislation of the Republic of Kazakhstan.

To work with at-risk youth, the youth resource center signed a memorandum with the probation service of the city of Ridder and developed a joint action plan to reduce crime among young people. Collaboration was established with the Antares –A public association on the prevention of delinquency and crime among young people. Over the past period, 4 meetings were held with them, with the participation of youth at risk; friendly football matches within the framework of the project “Provision of special social services to persons registered with the DUIS probation services for East Kazakhstan region”. In order to prevent crime and delinquency in the youth environment, as well as smoking, alcohol and drug addiction, promoting healthy lifestyle, the Youth Center carried out actions: “We are for a healthy lifestyle!”, “I choose life”, the action “NARCO-STOP”, “We are against smoking”, “Sport is our life”; Legal hour “Your choice is your future”. Seminar for youth "Treasury of ideas", "Improving the legal and religious literacy of youth", and many others. These events were attended by students, students and working youth. State symbols:

Work in the field of application and promotion of state symbols of the Republic of Kazakhstan is carried out in accordance with the recommendations of the Republican Commission on State Symbols and the heraldry of departmental and other awards equivalent to them.

The city has 57 emblems (including 1000 mm / 1, 500 mm / 56), of which 51 have been replaced since the introduction of the new standard (November 1, 2018) (89%)In accordance with the schedule for the phased replacement of the Coat of Arms in the first half of 2019, the image of the State Emblem was replaced on the official website of the akim.

Particular attention is paid to monitoring compliance with the law on state symbols.This year, the use of state symbols was monitored in 11 institutions and organizations. 4 warnings were issued to institutions and organizations of the city (GOVD, secondary school №12, secondary school "No. 9", secondary school "No. 16") on the improper use of state symbols (by state flags, no tags). To date, they have all been eliminated.

Systematic work on the formation of a system of propaganda and the study of state symbols, the education of patriotism, and the formation of a civic position is carried out by educational institutions (2 colleges, 15 secondary schools, 15 preschool organizations), culture (6 institutions), and the Youth Resource Center. Every year, on the day the academic year begins and ends, in all educational institutions of the city, the State Flag is solemnly carried out and the anthem of the Republic of Kazakhstan is performed. Traditionally, the school week begins with the performance of the National Anthem.In the city’s schools, Plans for extracurricular activities to promote state symbols have been developed and are being implemented.
