UNIFIED VOLUNTARY SUMMARY PROGRAM “KELESHEK”

Keleshek program
This is a government support measure aimed at creating better conditions for the majority of Kazakhstanis to save money and provide their children with higher education.
The main goal of the system is to accumulate funds from various sources (parents, insurance company, state) into one single savings system and make higher education more accessible to every child by the age of his admission to a higher educational institution.
SOURCES OF MONEY ACCUMULATION WITHIN THE KELESHEK SYSTEM
-voluntary savings of parents in the form of insurance premiums under an educational savings insurance agreement;
-investment income accrued by an insurance organization under an insurance contract;
-state premium in the amount of 5-7%, accrued from budget funds;
starting educational capital from the state (SEC) - a one-time payment in the amount of 60 MCI (and for the category of socially vulnerable segments of the population - 120 MCI), accrued in favor of a child who is 5 years old but not 6 years old, and only subject to the presence of a valid educational savings insurance agreement.
“KELESHEK” SYSTEM AND “NATIONAL FUND FOR CHILDREN”
In parallel with savings within the framework of the “Keleshek” system, each child will accumulate funds within the framework of the initiative of the Head of State “National Fund for Children”: minor citizens of Kazakhstan will receive 50% of the investment income of the National Fund annually.
Subsequently, when the child reaches 18 years of age, the savings system will allow him to consolidate all existing savings from the insurance company and funds from the National Fund and pay for education at the chosen university.
ADVANTAGE OF THE KELESHEK SYSTEM
You will have insurance protection under an educational savings insurance agreement. If something unexpected happens to the parent making the savings (disability of group 1 or 2, resulting in loss of ability to work, or death), insurance premiums under the contract are terminated, but the child, at the end of the insurance period, will receive the required savings by the time he reaches adulthood in full.
Receiving starting educational capital from the state in the amount of 60 MCI when the child reaches the age of 5 years, but not older than 6 years (for socially vulnerable segments of the population - 120 MCI).
When a child reaches 18 years of age, in order to increase the accumulated amount, it is possible to consolidate all existing savings under an educational savings insurance agreement and funds from the National Fund, which will significantly increase the amount of savings for education.
Tax benefits. Under an insurance contract concluded for a period of three years or more, a parent can save 10% of the amount of all paid premiums on taxes (up to 320 MCI per year).
