From September 15 to November 15, East Kazakhstanis have the opportunity to choose a polyclinic for attachment

On September 15, an annual campaign for free choice within the territory of residence of a primary health care organization (PHC) starts in Kazakhstan. You can join it within two months - from September 15 to November 15.

In order for the doctor to be able to monitor the health of attached patients, it is recommended to choose a polyclinic in close proximity to the place of residence. In this case, if necessary, polyclinic doctors can visit patients at home, which is especially important during a pandemic.

“Having attached to the PHC organization during the campaign period, citizens will start receiving medical care in it from January 1, 2021. At the same time, she will have to conclude an agreement with the Fund for the provision of primary medical and social care services within the guaranteed volume of free medical care and in the compulsory medical insurance system for the coming year. Based on the results of the attachment campaign, funding for 2021 will be planned, taking into account the distribution of the population in the context of medical organizations. The Fund is interested in the absolute reliability of the databases, because for each attached resident, per capita funding is paid to medical organizations on a monthly basis, ”said Galymzhan Abilov, director of the EKR branch of the Social Health Insurance Fund.

As the director of the branch explained, attachment to the clinic is carried out in several ways.

When applying through the e-government web portal www.e.gov.kz, the attachment is made in the presence of an EDS. In the healthcare section, you must select the service “Attachment to a medical organization providing primary health care”. The polyclinic receives information about the patient from state information systems automatically. Upon successful operation, the citizen is issued a notification of attachment in the form of an electronic document signed by the EDS of the medical organization.

Certain categories of the population can be attached directly to the clinic. To do this, you must submit an application of any form and an identity document. These categories include pensioners, disabled people, guardians appointed by law to a disabled person from childhood, also guardians or trustees, foster care; convicts serving in colonies (at the place of serving), students, conscripts, children born in foreign countries, people who draw up attachment by proxy.

We note that the attachment campaign is carried out only among medical organizations registered in the Database of Health Subjects and applying for the provision of medical services under the guaranteed volume of free medical care and compulsory medical insurance. Until December 31 of this year, citizens will continue to be served at the clinic, to which they were previously attached.

As of September, more than 27 thousand people remain unattached to PHC organizations. In order not to be left without access to medical care, they are recommended to check the status of enrollment directly at the polyclinic at the place of residence or on the e-government web portal using EDS.

Recall that, regardless of the status of insurance, all citizens have the right to a guaranteed amount of free medical care. For planned hospitalization, admission by narrow specialists, expensive examinations and high-tech treatment, you must be insured in the OSMI system.
