For catering
Since 2014, at the initiative of deputies and the proposals of school principals, the choice of a provider of services and school catering products was withdrawn from the public procurement system due to the dumping of prices affecting food quality and the lack of the ability of directors to directly control school providers.
To date, a procedure has been worked out for the catering of students in secondary education organizations and the purchase of goods related to the provision of food for children brought up and studying in preschool organizations, educational institutions for orphans and children left without parental care (order of the Ministry of Education and Science of the Republic of Kazakhstan dated 10.31.2018 . No. 588).
In order to guarantee the quality and safety of children's nutrition, the Rules provide criteria for choosing a supplier who is more prepared to provide this service with a qualified staff of employees (work experience, qualification of cooks, availability of technologists, nutritionists, positive characteristics, own food production, energy-saving equipment) .
Since 2018, a public-private partnership mechanism has been introduced to improve the material and technical base of school canteens that affect food storage conditions, the safety and quality of prepared meals. Also, according to the Rules, the composition of the competition commissions includes representatives of NGOs and the parent community, board of trustees, as well as territorial public health authorities. To ensure that suppliers use fresh and natural products, the Rules provide for suppliers to receive additional points for the availability of their own food production used in organizing school meals (peasant or farm households, greenhouses and others) and the purchase of food products from domestic producers.
Consumer properties of dishes, food products and culinary products, their organoleptic properties, technologies and manufacturing conditions must comply with the technical regulations of the Eurasian Economic Union in terms of food safety for children.
In the event of a breach or improper performance of the supplier contract terms, the contract is terminated by a court order and the supplier is declared unfair (order MES RK №599 from October 31, 2018).
In 2015, in order to provide high-quality nutrition to certain categories of students, the Ministry, together with the Kazakh Academy of Nutrition, for the first time developed uniform standards for one-time school meals (additions were made to the RK PP No. 320 dated 03/12/2012), taking into account the age characteristics of children.
These standards provide for children to receive all the micronutrients necessary for the body : vitamins, minerals and trace elements. In 2018, as part of the implementation of the State Health Development Program
of the Republic of Kazakhstan “Densaulyk” for 2016 - 2019, as well as in order to increase interest in the healthy (hot) nutrition of students of educational institutions of the Ministry of Health of the Republic of Kazakhstan, uniform standards for diet in educational institutions were developed.
Since 2019, the Ministry has introduced cameral control over the organization of school meals by educational authorities and organizations, which allows monitoring activities to be carried out without going to the facility. In addition, the Ministry, together with the Ministry of Finance of the Republic of Kazakhstan, is working on the issue of converting tender procedures into electronic format through the government procurement portal. Today, the law provides for the possibility of constant monitoring of the provision of services, both by school staff and the parent community. Each school has a child nutrition monitoring commission . The commission is headed by the director of the school, the composition includes the school's nurse, teachers, members of the parent committee, board of trustees. According to the Catering Rules, the service provider must monthly provide the head of the secondary education organization with information about the list of food products used for students with documents attesting to their quality and safety.
An organoleptic assessment of the quality of finished dishes is carried out daily by a medical professional or responsible person with entries in the journal of organoleptic assessment of the quality of dishes and culinary products. Thus, at present, all the necessary levers allowing school administrations to influence the quality of children's nutrition have been worked out . Today, it should be recognized that the level of responsibility of heads of educational organizations (chairmen of marriage commissions) comes to the fore .
In this regard, the main activity of the Ministry to improve the quality of school meals is to provide wide informational coverage of the procedure for the activities of marriage-related commissions for monitoring food quality. As well as informing students and their parents about further actions in detecting violations in the organization of children's nutrition.
