About the state institution "Department of Internal Policy, Culture, Language Development and Sports Katon-Karagai district of East Kazakhstan region"
Tasks and powers of the State body
The purpose and task of the Department is to implement state policy aimed at preserving socio-political stability and unity of the people in the district, strengthening statehood, increasing the competitiveness of the information space of the district, as well as supporting and developing institutions of civil society, sports, culture and languages.
Tasks of the Department:
1) ensures domestic political stability;
2) coordinates the work of local executive bodies of the district, as well as organizes a complex of information and explanatory work among the population to promote the main priorities of the Development Strategy of Kazakhstan until 2050, the annual Messages of the President of the country, priorities of state domestic policy;
3) strengthens constructive interaction with political parties, socio-political organizations and religious denominations, as well as with other public associations, trade unions, national cultural centers;
4) organizes work on issues of state information policy and monitoring of mass media;
5) takes measures aimed at the revival, preservation, development and dissemination of the culture of the people of the Republic of Kazakhstan;
6) takes measures to prevent, in the field of cultural propaganda or agitation, violent change of the constitutional order, violation of the integrity of the Republic of Kazakhstan, undermining the security of the state, war, social, racial, national, religious, class and tribal superiority, as well as the cult of cruelty and violence;
7) development of national, technical and applied sports;
8) support and stimulation of sports;
9) promoting the development of all sports, taking into account social and educational functions, as well as the specifics of their structure based on the principle of voluntary activity;
10) develops the state language in every possible way, strengthens its authority, creates all the necessary organizational, material and technical conditions for free and free mastery of the state language by all citizens of the Republic of Kazakhstan.
Department functions:
1) implements the state information policy through the mass media;
2) conducts a study and analysis of the religious situation in the area;
3) submits proposals to the authorized body in the field of religious activity on improving the legislation of the Republic of Kazakhstan on religious activities and religious associations;
4) conducts explanatory work at the local level on issues related to its competence;
5) provides information, advisory, and methodological support to non-governmental organizations that carry out state social orders;
6) exercises control over the use (establishment, placement) of the state symbols of the Republic of Kazakhstan on the territory of the Katon-Karagai district;
7) organizes work on the registration, protection and use of historical, material and spiritual cultural monuments of local importance;
8) carries out spectacular cultural events of the district, as well as screenings, festivals and competitions among amateur creative associations;
9) implements the language policy in the district;
10) acts as a customer for the construction, reconstruction and repair of cultural and sports facilities in the district;
11) carries out registration of acts of civil status and enters information on registration into the State database on individuals in accordance with the procedure established by the legislation of the Republic of Kazakhstan;
12) creates an infrastructure for sports activities for individuals at their place of residence and in places of their mass recreation;
13) conducts regional sports competitions in sports together with local accredited sports federations;
14) provides training for regional national teams in sports and their performances at regional sports competitions;
15) ensures the development of mass sports and national sports in the territory of the Katon-Karagai district;
16) assigns sports categories to athletes: athlete of the 2nd category, athlete of the 3rd category, athlete of the 1st youth category, athlete of the 2nd youth category, athlete of the 3rd youth category;
17) assigns qualification categories: a coach of the highest qualification level of the second category, a coach of the average qualification level of the second category, a methodologist of the highest qualification level of the second category, a methodologist of the average qualification level of the second category, an instructor- athlete of the highest qualification level of the second category, a sports judge;
18) coordinates the issues of construction, cultural and sports facilities on the territory of the Katon-Karagai district and ensures their accessibility to the population;
19) provides methodological and advisory assistance to sports organizations;
20) exercises in the interests of local government other powers assigned to local executive bodies by the legislation of the Republic of Kazakhstan.
