In the East Kazakhstan Region, the acceptance of applications for microloans under the state program "Aуыл Аманаты" has resumed. This was reported by the regional Chamber of Entrepreneurs.
In 2023–2025, the program has already financed 400 projects in the region for a total of 4 billion 35.1 million tenge, creating 597 jobs. In 2025 alone, 115 new projects totaling 1.5 billion tenge were approved, 38 of which are being implemented through agricultural production cooperatives (APCs). Processing of agricultural products accounts for 12.4%.
Key conditions of microcrediting under the Aуыл Аманаты program:
Loan term: up to 5 years for non-agricultural projects and up to 7 years for agricultural production and processing.
Interest rate: no more than 2.5% per annum.
Maximum amount: up to 2,500 MCI (or up to 8,000 MCI for processing and cooperatives).
Grace period on principal debt: up to 12 months.
Mandatory collateral.
Borrower age: from 21 to 63 at the time of loan completion.
Funds may be used only via non-cash transactions.
The targeted use of funds must be documented within 90 days after receiving the microloan (for long-term projects — within 12 months).
Microloans are provided for the development of livestock breeding, crop production, poultry farming, processing, tourism, as well as for the purchase of new agricultural machinery and equipment.
Financing is not allowed for projects related to wholesale or retail trade, the purchase of passenger cars, the construction of residential buildings for rent, or the purchase of livestock from close relatives.
Participants of the program may include unemployed citizens, individuals engaged in activities without formal registration as an entrepreneur, individual entrepreneurs and farm households, agricultural cooperatives, and their members.

The provision of public services is one of the factors of reducing corruption by obtaining services through the electronic services portal.
In accordance with the Order of the Minister of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan dated January 17, 2025 No. 16/NK "On Amendments and Additions to the Order of the Acting Minister of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan dated January 31, 2020 No. 39/NK "On Approval of the Register of Public Services" by the Office of the Akim of Ulken Naryn rural district" provides 5 types of public services:
- "Issuing a decision to change the purpose of the land plot"
- "Provision of a land plot from the lands of a settlement, village"
- "Acquisition of rights to state-owned land plots that do not require bidding (tenders, auctions)"
- "Sale of a land plot to private ownership at a time or in installments"
- "Application for a land plot"
By the end of 2024, the number of public services provided amounted to 35 (to individuals-32, to legal entities – 3), including 2 in paper form without alternative.
Of the 35 alternative public services provided:
– in paper form – 2 (5.7%);
– through the Government for Citizens Group of Companies - 26 (74.3%);
– rendered electronically through the GBD "E-licensing" web portal - 7 (20%):
During the specified period, there were no complaints about the quality of public services.
As of 01.01.2025, no violation of the deadlines for the provision of public services has been identified.
Corners and centers provide more than 180 types of public services, 60 types of payments and services available on the E-government portal. As of today, 47,680 services have been provided.
Work is underway to raise the level of awareness of service recipients about the procedure for obtaining public services: seminars, round tables, briefings, conferences, fairs and other events to raise awareness of service recipients.
The official Internet resource of the akimat of the district contains relevant regulatory legal acts, passports of public services, information on the procedure for their provision and appeal, reports on the work of local executive bodies for the provision of public services.

About 600 km of roads will be repaired in East Kazakhstan Region in 2024
28.5 billion tenge is allocated from the regional budget for these purposes. This was stated during a press conference at the site of the RSK of East Kazakhstan Region by Acting Deputy Head of the Department of Passenger Transport and Highways of East Kazakhstan Region Nurbek Turarov.
According to Nurbek Turarov, out of 600 km, the average repair is planned to cover 222 km of roads of regional significance and 378 km of roads and streets of settlements in the region.
- Average repairs will be carried out on the road sections closest to settlements and tourist sites, - Nurbek Turarov added.
In addition, the reconstruction of the republican roads Kalbatau-Maykapchagai, Taldykorgan-Ust-Kamenogorsk and Osinovsky Pass will continue in 2024. In general, JSC NC KazAvtoZhol is considering the possibility of covering at least 200 km of roads of national importance with average repairs, including in the following directions: Ust-Kamenogorsk-Shemonaiha, Ust-Kamenogorsk- Ridder, Ust-Kamenogorsk-Altai and Ust-Kamenogorsk-Semey.
- To ensure the quality of road repair work, the Akimat of East Kazakhstan Region has signed an agreement with the National Quality Center. The experience of last year, when all the roads of the region were examined after repairs, showed that this method of control is the most effective, - said the acting deputy head of the profile department of East Kazakhstan region.
Nurbek Turarov also said that the construction of the bridge over the Bukhtarma reservoir is expected to be completed in 2024, for which the Ministry of Transport plans to allocate 29 billion tenge.
In addition, design and estimate documentation for the reconstruction of the bridge over the Ubu in Shemonaiha will be developed this year.
In the coming months, it is planned to restore the "Schneider Bridge" across the Ulba in Ust-Kamenogorsk.
