The state institution "Department of public procurement of the East Kazakhstan region" (hereinafter - the Department) is a state body of the Republic of Kazakhstan that provides guidance in the areas of public procurement.
Also, Department is a Unified Organizer of state procurements conducting procurement in accordance with the list approved by the Order of MF of the RK No. 1127 of 29 December 2018 "About determination of the list of goods, works and services for which public purchases are made uniform by the organizers of public procurement".
At the same time, the Department implemented the project of centralized procurement in accordance with the Decree of the Government of the Republic of Kazakhstan dated October 2, 2019 No. 732 on approval of the Roadmap for the implementation of the pilot project "Centralized public procurement". The Project involved 1 504 organizations of the region (GU, KSU).
The following public procurement procedures were conducted for administrators of budget programs and akimats, cities/districts of the region:
1) 258 open contests;
2) 140 contests using a special procedure;
3) 51 auctions;
4) 11 requests for price offers;
5) 151 pre-qualification competitions.
The expenditure limits for the beginning of 2020 were approved in the amount of 86 660,0 thousand tenge.
84 932,0 thousand tenge was allocated for the program 001 "Services for the implementation of state policy in the field of state asset management and procurement at the local level". The main directions of spending funds are providing and maintaining the staff (21 units of civil servants and 5 units of freelance employees) for the quality and timely performance of the functions and powers assigned to the Department.
The program 004 "Privatization, management of municipal property, post-privatization activities and settlement of disputes related to this" allocated 1 728,0 thousand tenge for the provision of services for the assessment of municipal property and publication of information in the print media.
According to the pp. 1 p. 3 of the Decision East Kazakhstan regional administration from June 11, 2020 № 188 "About some questions of changes in the structure and limit regular number of local Executive bodies", the functions and powers, with appropriate limits of staffing for management of the regional communal property of state institution "Department of public procurement of the East Kazakhstan region" transferred to "Department of Finance of the East Kazakhstan region".
Based on the above, the amount allocated for the maintenance and support of activities (salary Fund, training expenses, travel expenses, services to ensure access to state property data) of 7 staff units (1 deputy head of the department, 2 department heads, 4 chief specialists) and for the provision of services for the assessment of municipal property, publication of information in the print media was withdrawn.
In accordance with the Decision of East Kazakhstan regional akimat from september 2, 2020 n 314 "About modification in the decision of East Kazakhstan regional akimat from 10 August 2020, №274 "On amendments to some regulations of the East Kazakhstan regional akimat", september 7, 2020, the Department of state purchases of the East Kazakhstan region was re-registered in Justice authorities.
To date, the updated budget of the Department is 75 728,5 thousand tenge.
According to the program 001 "Services for the implementation of state policy in the field of state asset management and procurement at the local level", the financing plan is 75 275,5 thousand tenge.
The labor remuneration Fund with social tax, social and medical insurance accruals amounted to 54 116,7 thousand tenge.
Wage Fund in 2020 state officials made up 50 244,7 thousand tenge. From them on the specifics of 111 "remuneration" – 34 209,1 thousand tenge, according to the specifics 112 "Additional cash payments" - 5 462,0 thousand tenge, according to the specifics 113 "Compensation" - 6 699,6 thousand tenge, according to the specifics 121 "Social tax" - 1 950,4 thousand tenge, according to the specifics 122, "Social contributions to the State social insurance Fund» - 1 159,0 thousand tenge, according to 124 specifics "Deductions for compulsory social health insurance" - 764,6 thousand tenge.
Wage Fund part-time employees amounted to 3 872,0 thousand tenge, from them on the specifics 131 "remuneration of technical staff" - 483,0 3 thousand tenge, according to the specifics 135 "employers' Contributions for technical staff" - 389,0 thousand tenge.
"Other expenses" of the Management is equal to the amount of 21 158,8 thousand tenge, including:
- specifics of 123 "compulsory insurance Contributions" – 74,6 thousand tenge.
The Department has 2 vehicles on its balance sheet. Expenses for this specific purpose for 2020 are calculated in accordance with article 19 of the Law of the Republic of Kazakhstan" on compulsory insurance of civil liability of vehicle owners " dated July 1, 2003 №446.
Also, payment was made for accounts payable to the supplier of JSC "insurance Company" Centras insurance " in the amount of 23.6 thousand tenge.

- specifics of 144 "Purchase of fuel, fuel and lubricants" – 1 517,7 thousand tenge;
- specifics 149 "Acquisition of other reserves" - 1 075,9 thousand tenge. Purchase of necessary goods (office supplies) in the amount of 739,9 thousand tenge, purchase of A4 paper in the amount of 298,0 thousand tenge, subscription to periodicals in the amount of 38,0 thousand tenge;
- specifics of 159 "Payment for other services and works" - 15 629,9 thousand tenge, including:
- specifics of 161 "business Trips and official trips within the country" – 962,1 thousand tenge;
- specifics of 165 "Execution of Executive documents, judicial acts" – 1 493,1 thousand tenge.
- specifics of 169 "other current expenses" - 15.0 thousand tenge (for environmental pollution, state duties).
The financing plan for the program 004 "Privatization, management of municipal property, post-privatization activities and settlement of disputes related to this" is 453,0 thousand tenge. This amount was assessed 9 motor vehicles, the valuation of the property complex of LLP "Alimuly Del", evaluation of estimates for the detailed design of the "Center of Hematology in East Kazakhstan region in Ust-Kamenogorsk", the assessment of the building area 954,12 sq. m, being on the balance of SOE "Moscow Central regional hospital" the valuation of the building of the medical clinic, are on balance of the municipal state enterprise on the right of economic management "Scharsky city hospital" and the payment for the services on placement of information materials in mass media.
