E-Apostille

Apostille of documents is a procedure for complying with certain legal requirements in the preparation of documents intended for use abroad. Citizens may encounter documents apostilled when traveling abroad for family reasons, study, etc. Apostille is necessary to confirm the authenticity of an official document issued in one country and its acceptance in the territory of another. Thus, apostille is an important tool for cross-country exchange of documents and is one of the popular types of public services at the present time.

In accordance with the Rules for the provision of the public service "Apostille of official documents emanating from the bodies of justice and other state bodies, as well as notaries of the Republic of Kazakhstan", approved by the order of the acting Minister of Justice No. 58 dated May 27, 2020, the service provider is the Ministry of Justice, the Departments of Justice of the regions, the cities of Nur-Sultan, Almaty and Shymkent.

The service provider provides a public service on the principle of extraterritoriality, which allows the stamp "apostille" to be affixed, regardless of the region or city of the country where the document subject to apostille was issued.

An application for receiving a public service in an electronic format is submitted through the "electronic government" web portal www.egov.kz using the electronic digital signature of the service recipient. The term for obtaining an electronic stamp "Apostille" is 1 (one) business day.

Your Choice: pension benefits from UAPF or insurance company

What You Need to Know About a Retirement Annuity?

Kazakhstanis who have pension savings (PS) in UAPF can choose the method of receiving a pension: according to the schedule from UAPF until the funds are exhausted, for life through an insurance company, or using a combination of the above options. To receive stable monthly benefit payments throughout life or a guaranteed period, a pension annuity agreement is drawn up with an insurance company.

What is a pension annuity?

Pension annuity - This is an agreement between a citizen and a life insurance company, under which the insurance company undertakes to pay a monthly pension for life or until a certain age.

Currently, the following types of pension annuities exist on the insurance market of Kazakhstan: an immediate pension annuity, under which payments begin immediately after the conclusion of the agreement, a deferred pension annuity, under which payments begin not immediately, but after a certain time specified in the agreement (this type of annuity allows you to increase the amount of future payments by investing funds during the deferment period), a joint (spousal) pension annuity, combining the pension income of two persons to receive lifetime payments (in the event of the death of one of the participants, the second continues to receive pension benefit payments.

Conditions for concluding an annuity agreement:

  • reaching the appropriate age. The age at which a citizen can enter into an annuity agreement depends on the type of annuity and the presence of compulsory occupational pension contributions (COPC):

- Men can apply for an immediate pension annuity from the age of 55, women - from the age of 53 (from 2028, the female age will gradually increase and by 2031 it will reach 55 years). If there are COPCs paid for a period of at least 60 months, an immediate pension annuity can be purchased even earlier - from the age of 50 for both men and women (payments under the immediate annuity are made in all cases immediately after the conclusion of the contract).

- Deferred annuity is issued to contributors of compulsory pension contributions (CPC), regardless of gender, from the age of 45, and representatives of harmful and dangerous professions for whom COPCs have been paid for at least 60 months - from the age of 40. Payments under the deferred annuity in all cases will begin from the age of 55.

  • availability of a sufficient amount of PS, ensuring an insurance payment in the amount of not less than 70% of the subsistence minimum (SM) established for the relevant financial year by the law on the republican budget. In 2025, to receive the minimum monthly payment of 32,360 tenge, which is 70% of the SM, at least 9.1 million tenge for men and 11.9 million tenge for women are required.

If the PS from CPC and/or COPC is not enough to issue an annuity, you can use savings from voluntary pension contributions (VPC). If savings are not enough even taking into account the amount of all types of contributions, you can issue a joint annuity with your spouse or close relatives (parents, children, adoptive parents, adopted children, full and half siblings, grandparents, grandchildren) or supplement the amount from your own funds.

Key Features of a Retirement Annuity:

  1. it is possible to receive pension benefits before the official retirement age;
  2. payments are made until the end of life/guaranteed period even if their amount exceeds the amount of savings transferred to the insurance company;
  3. the pension amount is indexed annually by 7%;
  4. the beneficiary, when purchasing a pension annuity, transfers ownership of the savings to the insurance company, that is, he will not be able to use them for alternative needs, in the event of his death, the savings will not be inherited by relatives (while pension savings in UAPF are inherited). At the same time, within the framework of the pension annuity agreement, it is possible to provide for a guaranteed period of pension payments, during which certain payments will be transferred first to the beneficiary, and in the event of his death - to the heirs.

Procedure for concluding an agreement. Restrictions on termination/modification of the agreement

The pension annuity agreement is concluded in writing. The basis for concluding the pension annuity agreement is an application to the insurance company of the CPC contributor (contributors) and (or) an individual for whom the COPC is transferred, containing the data necessary for calculating the insurance premium and identifying the policyholder (insured). You can get more complete information on the list of required documents and methods of submission on the UAPF website in the section "Services - Pension Annuity".

For two years from the date of conclusion, the pension annuity agreement cannot be terminated or changed. After this period, despite the possibility of making changes to the agreement, it is not possible to return all funds to the account in UAPF: the insurance company must have an amount that ensures a lifetime monthly insurance payment of at least 70% of the PM in effect on the date of making changes.

Termination of the agreement after two years is possible only if a new annuity agreement is concluded with another insurance company. In this case, the funds are transferred to a new insurance organization.

You can calculate the amount sufficient for transfer to the insurance company, as well as compare the amounts of expected payments from the insurance company and from UAPF using the pension calculator posted on the enpf.kz website in the section "Online Services - Forecast Pension Calculator".

Before entering into an agreement, it is important to carefully read its terms in order to make an informed and informed decision.

REFERENCE: As of 01.01.2025, during 2024, 62,592 contributors transferred pension savings from UAPF to insurance organizations in the amount of 394.54 billion tenge. For 6 months of the current year, as of 01.07.2025, 33,543 contributors sent 151.78 billion tenge from UAPF to insurance organizations.

Review of the investment portfolio managed by the NBRK and IPM as of August 1, 2025

UAPF JSC (hereinafter referred to as UAPF) presents a report on the management of pension assets by the National Bank of the Republic of Kazakhstan (hereinafter referred to as NBRK) and investment portfolio managers (hereinafter referred to as IPM) on the enpf.kz website in the section "Statistics and Analytics - Investment Management of Pension Assets".

The total volume of pension assets as of August 1, 2025, under the management of the NBRK and IPM amounted to KZT24,857.25 bln. As of this date, UAPF pension assets under the trust management of the NBRK, formed through compulsory pension contributions (hereinafter referred to as CPC), compulsory occupational pension contributions (hereinafter referred to as COPC), voluntary pension contributions (hereinafter referred to as VPC), amounted to about KZT24,283.88 bln[1]. The volume of pension assets formed through the employer’s compulsory pension contributions (hereinafter referred to as ECPC), which are in the trust management of the NBRK, is KZT505.92 bln.

Pension assets under the management of IPM amounted to more than KZT67.45 bln.

Investment portfolio of pension assets managed by the National Bank of the Republic of Kazakhstan

The National Bank, as a trustee of the UAPF pension assets, pursues a balanced investment policy: invests in various types of financial instruments by currencies, countries, sectors and issuers.

The main areas of investment of pension assets formed through the CPC, COPC, VPC, as of August 1, 2025, are as follows: government securities of the Ministry of Finance of the Republic of Kazakhstan - 42.87%, bonds of quasi-public companies - 8.82%, bonds of second-tier banks of the Republic of Kazakhstan - 2.81%, shares and depositary receipts of issuers of the Republic of Kazakhstan - 1.86%, IFOs - 1.17%.

The investment portfolio by currencies in which the financial instruments acquired through the CPC, COPC, and VPC are denominated, as of August 1, 2025, looks like this: investments in national currency - 57.23%, in US dollars - 42.76%, in other currencies - 0.003% of the pension asset portfolio.

From the analysis of the structure of the income received, it follows that the income in the form of interest on securities, including on placed deposits and reverse repo transactions, amounted to KZT1,104.97 bln, income from the revaluation of foreign currency, excluding assets under external management, - KZT159.38 bln, income from assets under external management, including taking into account the exchange rate revaluation - KZT439.09 bln, other income - KZT5.01 bln. The market revaluation of securities was negative.

The amount of accrued investment income over the past 12 months amounted to about KZT3.11 trln, the yield for this period was 14.74% with inflation at 11.80%. Let us recall that the return on pension assets for individual short-term periods of time is not an indicator of the effectiveness of their management, since income in the form of remuneration for financial instruments and other transactions accrued over a short period of time does not always cover fluctuations in the value of securities and exchange rates for a given period. Therefore, it is advisable to make an objective analysis of the amount of investment income for a period of at least one year.

The main investment areas of ECPC as of August 1, 2025 are as follows: government securities of the Ministry of Finance of the Republic of Kazakhstan - 96.98%, deposits of the National Bank of the Republic of Kazakhstan - 2.84%. The investment portfolio at the expense of ECPC includes only financial instruments denominated in national currency. As of August 1, 2025, the ECPC yield over the past 12 months was 12.52%.

A detailed structure of the investment portfolio of financial instruments managed by the National Bank of the Republic of Kazakhstan, indicating the issuers and an overview of investment activities are posted on the official website of UAPF. 98% of UAPF services are provided in digital format

In recent years, there has been a significant increase in the interest of depositors in the services provided by UAPF in digital format. An important aspect is the availability of such services 24/7. Let us remind you that all pension accounts are opened in UAPF automatically upon receipt of the first contribution. Targeted requirements and target savings are also automatically accrued to participants in the National Fund for Children program.

In the period from 01.01.2025 to 31.07.2025, the Fund provided 27.9 million services to the population. Of their total number, 15.6 million were provided electronically, 11.4 million automatically. Thus, the share of services provided in automatic, electronic and remote formats amounted to 98.0% of the total. In person, 565.8 thousand services were provided, including 555.1 thousand services directly in the Fund's offices.

In total, during the reporting period, the total number of individual pension savings accounts (IPSA) opened automatically for all types of pension contributions, as well as notional pension savings accounts (NPSA, opened as a result of the transfer of ECPC by the employer) and target savings accounts (TSA, opened within the framework of the National Fund for Children program) amounted to 1.0 million accounts.

The most popular service is still receiving statements from individual pension accounts, notional pension accounts (NPSAs), and target savings accounts (TSAs). Since the beginning of the year, 17.2 million statements have been issued from IPSAs, NPSAs, and TSAs, of which 14.3 million were issued electronically and 2.4 million were issued automatically. UAPF reminds that receiving information about the status of accounts through your personal account is the most convenient, reliable, and efficient way to control your pension savings. The service operates online around the clock (24/7), which allows you to receive up-to-date information at any time and from anywhere in the world. Also, information about the status of accounts is available not only through your personal account on the UAPF website, but also through the egov.kz portal or the e-government mobile application. This provides additional convenience for users who prefer to interact with government services through unified platforms. UAPF notes that, starting in 2025, the annual automatic mailing of statements by mail has ceased. However, it is still possible to receive information about the status of pension savings by mail by submitting a corresponding request to UAPF JSC.

In addition to receiving a statement in their personal account on the website and in the mobile application, contributors (beneficiaries) have the opportunity to use such services as making changes and additions to their details, receiving a certificate of account availability, filing an application for the appointment of pension benefoits in connection with the establishment of disability of group 1 or 2 indefinitely or for voluntary pension contributions, tracking the status of an application for pension benefit, transferring part of the savings to the investment portfolio manager (IPM), predicting the future pension using a pension calculator, etc. 24/7 anywhere in the world.

82.1 thousand applications were accepted to change the details for January-July 2025, of which 77.6 thousand were in the Fund's offices.

When applying for a particular service to UAPF specialists, depositors, as a rule, receive additional consultations and advice on the formation of savings. As part of the information and outreach work, 29,613 road presentations were held, attended by 608.2 thousand people. The number of materials posted in the media based on UAPF messages amounted to 25.9 thousand.

The number of inquiries received from contributors and beneficiaries via feedback channels amounted to 314.9 thousand.

We remind you that any company can apply for a presentation and consultations on the funded pension system with a visit to the office, for which you just need to call the call center at 1418 or contact through the Fund's website or mobile application.

UAPF consulting services can be obtained through instant messengers (chat bot in WhatsАpp and Viber at +7 777 000 14 18), the call center at 1418 (call within Kazakhstan is free), on the corporate website enpf.kz, as well as on the official UAPF pages on social networks Instagram, Facebook, VKontakte, Telegram, Odnoklassniki.

The deadline for recalculating taxable income and refunding individual income tax has been extended

Who and how can exercise this right

Current questions about the UAPF

  • What changes have been made to the current Tax Code of the Republic of Kazakhstan regarding the limitation periods for refunding individual income tax?

As is known, when using lump-sum pension benefit payments (LSPBP) for housing or medical treatment in accordance with the current tax legislation, it is possible to pay individual income tax (IIT) at the depositor's choice: immediately upon receipt of LSPBP or deferred until retirement. At the same time, from January 1, 2024, persons belonging to socially vulnerable categories have the right to standard tax deductions (up to 882 MCI[1]) from income in the form of LSPBP. However, many people, when withdrawing LSPBP, paid IIT immediately upon making the payment. In this case, recipients belonging to socially vulnerable groups can apply with a corresponding application and supporting documents to the UAPF for recalculation and return of the withheld IIT. Previously, the deadline for filing such documents was three years and those who withdrew LSPBP in 2021-2022 for various reasons did not have time to do this. On July 15, 2025, amendments and additions were made to the current Tax Code, which extended the limitation period established for such appeals by individuals from 3 to 5 years.

  • Who is eligible for IIT recalculation and refund?

The list of individuals entitled to recalculate taxable income and IIT is determined by the current Tax Code of the Republic of Kazakhstan. These are persons with disabilities of the first, second or third groups, one of the parents or guardians of children with disabilities, one of the adoptive parents, foster parents of orphans, veterans of military events and other categories. The full list of persons is specified in Article 346 of the Tax Code of the Republic of Kazakhstan.

  • Where should I go?

Recipients of pension benefits who, when determining taxable income under the LSPBP, standard tax deductions, if they have the right to apply them, were not applied, must urgently contact the nearest branch of the UAPF with an application and supporting documents for the application of standard tax deductions for recalculation of income and reimbursement of IIT

  • How will IIT be refunded if applied for on time?

Once the standard tax deduction is applied, the IIT will be returned to the beneficiary's IPSA if it was withheld. If the deferred IIT was chosen, it will not be payable when the monthly pension benefits are received.

  • Until what date will the changes be valid?

These changes will be valid until December 31, 2025 inclusive, since the new Tax Code of the Republic of Kazakhstan comes into force on January 1, 2026 and the limitation period will again be 3 years.

Therefore, we recommend that all contributors and beneficiaries who made LSPBP in 2021-2022 and have the right to apply standard tax deductions do not delay and use this right on time!

From January 1, 2026, pension benefits from UAPF will be exempt from IIT

On July 18, 2025, the head of state signed a new Tax Code, which provides for the exemption from January 1, 2026 of income in the form of pension payments, lump sum pension benefit payments for housing/treatment (LSPBP) from UAPF from individual income tax (IIT), with the exception of pension benefits from UAPF made to non-residents of the Republic of Kazakhstan .

How is it now?

According to the current Tax Code, pension payments, LSPBP from UAPF are considered income subject to IIT at a rate of 10% at source. That is, pension contributions are transferred to individual pension savings accounts before taxation. IIT is withheld upon payments. IIT is withheld collectively for all types of pension benefits formed from compulsory pension contributions (CPC), compulsory occupational pension contributions (COPC), voluntary pension contributions (VPC). In this case, the amounts of adjustments and tax deductions are taken into account.

When using lump-sum pension benefit payments for housing/medical treatment, IIT is also withheld. In this case, there are two ways to withhold it at the beneficiary's choice: immediately upon receipt of LSPBP or with a delay until retirement.

Until January 1, 2026, the calculation, withholding and payment of IIT from pension payments and LSPBP from UAPF will be carried out in the current mode.

What will happen from January 1, 2026?

IIT will not be withheld from all types of pension benefits, except in cases where the beneficiary is a non-resident of the Republic of Kazakhstan, and will not be withheld from the LSPBP.

The changes also include the cancellation of accrued obligations to pay IIT from the LSPBP for housing/medical treatment deferred until retirement from January 1, 2026, but do not imply a refund of taxes previously paid to the budget.

What else will change?

The changes include the abolition of tax deductions on voluntary pension contributions made in one's own favor, from January 1, 2026, applied in the amounts established by the Tax Code to income subject to taxation at the source of payment.

At the same time, the rule will remain that voluntary pension contributions transferred by a tax agent to the UAPF in favor of an employee are not an individual's income (and therefore are not subject to IIT), and for the employer, such expenses are deductible when calculating corporate income tax. That is, in this case, both the employee and the employer receive tax benefits.

UAPF is coming to you: mobile offices in action

Thanks to the Mobile Office project, every Kazakhstani, even in the most remote village, has the opportunity to personally consult with the Fund specialists, draw up the necessary documents and create a personal pension plan without having to visit the UAPF office. The UAPF mobile office provides not only comfort, but also equal opportunities in receiving modern pension services regardless of place of residence.

The UAPF Mobile Office is a mobile personal service center equipped with all necessary equipment and providing pension services online via Internet connection. UAPF launched this project in 2018 to eliminate territorial barriers and ensure the availability of pension services to all citizens of the country..

Mobile offices make regular visits to districts and remote settlements in accordance with a pre-approved schedule agreed upon with local executive authorities. Local authorities, in turn, inform the population about the upcoming visit of the mobile office of UAPF JSC, ensuring its timely and wide notification. The schedules of such visits are formed by the Fund based on an analysis of the needs and requests of citizens, as well as taking into account a number of factors - population density, remoteness and infrastructure of settlements, as well as other features of the region. This approach allows UAPF to ensure maximum accessibility of pension services for all categories of citizens of the country.

Kazakhstanis have the opportunity to contact UAPF with a request to hold a presentation and provide pension services to employees of enterprises, organizations, factories, etc. by calling 1418 (free call), sending an email on the website enpf.kz, via messengers and social networks WhatsApp, Telegram, Viber, Facebook, VKontakte, Instagram, Odnoklassniki.

Over 6 years, more than 600 thousand citizens have already used the services of UAPF mobile offices, which currently cover 13 regions of Kazakhstan. Mobile office teams visited 5,100 settlements, held 213,000 presentations, in which 5.3 million people took part. Over ____ years in ___________region ________thousands of people attended UAPF traveling presentations held in _______settlements.

This format allows citizens to receive all the services that are available in stationary branches, including personal consultation with specialists on the pension system and investment portfolio management, obtain certificates, statements and supporting documents (including for military personnel), ask for help when working with electronic services and a personal account, confirm or change personal data.

Also, UAPF employees at meetings with citizens help to use convenient tools - Pension Calculator and Personal Pension Savings Plan, with the help of which you can pre-calculate your future pension and create a plan for increasing it. Even if a resident of a locality does not have a smartphone or access to the Internet, he can receive all the services on the day of the visit to the Mobile Office.

Let us remind you that the mission of UAPF is reliable accounting of pension savings and the provision of high-quality pension services available to every contributor. The Fund values the individuality of each client and puts their interests first, doing everything to ensure that pension services are timely and meet the current and future needs of contributors. The Mobile Office project is one of the ways to ensure an individual approach to contributors, providing access to personal pension consulting even in the most remote regions of Kazakhstan.
