Information about the work done State Institution "Department of Employment and Social Programs of the Glubokovsky district" on January 1, 2021.

In order to maintain socio-economic stability, employment and income of the population, the Department carries out certain work.
Employment of the population:
At the end of 2020, the number of unemployed in the fixed labor market was 123 people, which is 46% lower than in 2019. The share of registered unemployed in the economically active population was 0.3% .During the year, 753 new jobs were created in the district, of which 290 are permanent. 1,587 unemployed people were employed, of which 888 people were employed in permanent jobs.
As part of the implementation of the Program of productive employment and Mass Entrepreneurship 2017-2021 "Enbek",113 people were trained in 1 direction of the Program for retraining in 11 professions in demand in the labor market, of which 109 people were employed and 3 people won grants (95.6% of those trained).
Under the 2nd direction of the program, the AOFund of Financial Support for Agriculture issued 13 micro-loans totaling 48.8 million tenge. Including the loan received 3 large families, in the amount of 7 million tenge.58 people were trained in the basics of entrepreneurship under the "Bastau Business" project.
In 2020, 38 state grants were provided for the implementation of new business ideas from the republican budget in the amount of 21.1 million tenge for 200 MCI to open their own business, including 23 from large families.
Within the framework of the 3rd direction of the Program, 26 unemployed citizens were sent to social jobs.
22 graduates are sent to youth practice.
415 unemployed citizens were sent for paid public works.
Since the beginning of the year, 2,220 unemployed people have received social benefits in case of job loss (composite service).
Resumes of the unemployed are posted on the Internet portal "Work", where employment opportunities for the unemployed and recruitment of staff for employers are expanded.
3 families (10 people) participated in the program of voluntary resettlement from labor-surplus regions.The amount of development for the rental of housing and the reimbursement of utility costs amounted to 1.2 million tenge. The amount of development for the move amounted to -468.1 thousand tenge.
In 2021, the work on employment of the population will continue, funds in the amount of 220.6 million tenge have already been provided.
Social assistance:
The Department constantly conducts systematic work to support socially vulnerable citizens. The number of low-income citizens, due to changes in the legislation on state targeted social assistance, in the district amounted to 1,190 families, 944 recipients, assistance was paid in the amount of 78.1 million tenge.
From January 1, 2020, recipients of state targeted social assistance with children aged 1 to 6 years are provided with guaranteed social packages (GSP), in the form of food packages, (monthly) and household chemicals (quarterly).
For the provision of GSP in 2020,14.4 million tenge was spent, of which the republican budget – 4.5 million tenge, the local budget-9.9 million tenge.
The guaranteed social package, in the form of food packages, is provided to 137 applicants for 235 children:
- 92 applicants, for 103 children aged from one to three years;
- 97 applicants, for 132 children aged three to six years.
A guaranteed set of household chemicals was provided to 137 applicants, for 235 children aged from one to six years.
According to the decision of local representative bodies, one-time social payments were made to 2,275 recipients in the amount of 82.5 million tenge for memorable and festive dates. Of these, by March 8, 291 mothers with many children and 267 mothers with 4 or more minor children were paid 13 thousand tenge for a total amount of 7 million 396 thousand tenge. By the anniversary date-75 years of Victory in the Great Patriotic War, a one-time social payment was made to 935 recipients in the amount of 46,590. 0 thousand tenge.
The number of recipients of housing benefits during the year was 15 people, 187.2 thousand tenge was paid.
Rehabilitation of the disabled:
Special attention is paid to persons with disabilities.
As of January 1, 2021, 2214 persons with disabilities were registered in the Glubokiv district, including: 1 group -147 people, 2 groups-1035 people, 3 groups-862 people and 170 children with disabilities under 16 years of age. People with hearing impairment-64 people, with visual impairment -117, with a disease of the musculoskeletal system 168 people, of which 72 move in a wheelchair.
In accordance with Article 9 of the Law of the Republic of Kazakhstan "On Employment of the Population", on December 26, 2016, the Glubokiv district akimat adopted a resolution "On the quota of jobs for disabled people", which defines the quota of jobs for disabled people from 2 to 4 percent in accordance with the list number of employees. The quota covers 14 organizations of the district, the number of quota-based jobs is 70 as of January 1, 2021, 38 disabled people are employed in quota-based jobs.For 2021, 40 organizations were approved and 144 jobs were created.
Since January 1, 2020, a new system of providing persons with disabilities with an individual rehabilitation program with technical means of rehabilitation and special social services through the Social Services Portal is being introduced in the Republic of Kazakhstan.
As part of the rehabilitation program for the disabled, 178 people were provided with mandatory hygiene products,and 29.8 million tenge was spent on their purchase at the expense of the district budget.
Sign language services are provided to 5 people with hearing disabilities, individual assistant services are provided to 30 disabled people of the first group who have difficulties in movement. 153 people were sent to the prosthetic and orthopedic center. Sign language aids were provided to 20 people with hearing disabilities, typhoid aids were provided to 27 people with visual disabilities, and 13 people received wheelchairs.Sanatorium-resort treatment covered 37 pensioners, as well as 5 disabled people.The priority for the provision of spa treatment is 819 people, including 31 disabled people.In the KSU "Rehabilitation center for the disabled" Grekhovo " has been rehabilitated 7 people.
In order to provide additional financial support, 38 recipients were paid financial support for disabled children studying at home, totaling 4.8 million tenge.
On the basis of 2 social assistance departments at home, 337 single disabled people and pensioners, including 12 children, receive special social services. Funds in the amount of 106.7 million tenge are planned for the maintenance of the social assistance department.
The year 2020 was marked by the fight against the COVID-19 pandemic. The Department carried out work on providing food and household sets for the period of the state of emergency in accordance with the Order of the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan dated March 25, 2020 No. 109 "On certain issues of providing public services in the social and labor sphere and providing food and household sets for certain categories of the population for the period of the state of emergency", by transferring funds through Kazpost JSC in the amount of 5,567 tenge per person-3327 recipients, in the amount of 70.8 million tenge.
Public services:
According to the state register, the Department provides 23 state services, of which: 15 in the social sphere, 8 in the registration of civil status acts. In order to prevent corruption risks, the Department is systematically working to increase the number of electronic services. In 2020, the Department provided 3,927 public services, including: 1,946 services provided through a state corporation, 1,981 services provided in electronic form, of which 676 were provided through the e-government portal.
