The department of the state architectural and construction inspection performs the following functions:
1. The implementation of state architectural and construction control for:
- the presence of documents from the customer (developer) confirming his respective rights to this land plot and an agreement with a contractor (general contractor);
- the presence of licenses for the right to carry out certain types of activities in the field of architecture, urban planning and construction;
- the presence of approved design documentation, a positive opinion on the examination of projects, as well as an appropriate permit for the construction and installation works;
timely execution and maintenance by the construction participants of executive technical documentation, including when making changes to the approved design and estimate documentation;
- quality of applied building materials, products and structures, mounted equipment, availability of relevant certificates;
- compliance of completed (performed) construction and installation works, applied building materials (products, structures) and equipment with approved design decisions and state (interstate) standards, including ensuring strength, stability, reliability of load-bearing and enclosing structures and operational qualities of buildings ( facilities);
- organization and implementation by the contractor (general contractor) of all types and forms of their own production quality control of construction;
- organization and implementation of construction accompanied by technical and design supervision.
2. Exercising control over the execution of orders issued to construction entities based on the results of inspections;
3. Organization of work of the department of the State Architectural and Construction Inspectorate for receiving notifications of the commencement of work for construction and installation works, construction, reconstruction and overhaul of facilities and complexes;
4. Participation in the work of acceptance and state acceptance commissions for the acceptance of constructed facilities into operation;
5. The adoption of measures established by law in relation to legal entities, individuals and officials who have committed unrecoverable violations or have not eliminated the violations within the established regulatory periods;
6. Implementation of the general management of the department of the state architectural and construction inspection, ensuring organizational information communication with the bodies of representative and executive authorities;
7. Performs other functions assigned to the department.
