Budget policy is aimed at strengthening the sustainability of public finances and supporting further economic growth.

In accordance with the Concept of a new fiscal policy in the medium term, fiscal policy and new spending initiatives will be aimed at implementing the priorities of socio-economic development and ensuring the balance of public finances.

The main objectives of the budget policy for 2020 - 2022 are:

- strengthening social support for certain categories of citizens;

- fulfillment of state social obligations in full;

- ensuring employment and improving the living conditions of the population;

- social modernization and improving the quality of public services;

- regional development;

- support for the development of small and medium-sized enterprises within the framework of the Unified “Program of support and development of business“ Business Road Map 2020 ”

- implementation of a new special project "Ауыл – Ел бесiгi ";

- implementation of new social measures of the President “Әлеуметтік қамқорлық”;

- providing housing for low-income families;

- construction and reconstruction of educational facilities, healthcare, affordable housing and engineering and communications infrastructure;

- construction of water supply facilities to provide the population with drinking water;

- development of local roads.

In addition, to stimulate public-private partnerships in the region, expenses on fulfilling state obligations on public-private partnership projects are included.

In order to increase the efficiency of budget expenditures, funds will be redistributed from ineffective programs to budget programs that ensure the implementation of the priorities of socio-economic development. Moreover , all social obligations of the state will be fully implemented.

When the situation in the economy changes, prompt and flexible measures will be taken to adjust the budget policy, including by clarifying budget parameters.
