The socio-economic policy of the East Kazakhstan region follows the principles of continuity of the current state policy in order to achieve long-term goals for improving the welfare of the population and ensuring sustainable economic growth in the framework of the implementation of the Kazakhstan-2050 Strategy and the Strategic Development Plan of the Republic of Kazakhstan until 2025.
The tasks to ensure effective economic growth, social welfare and employment, as well as reduce inflation and price stability, are continuing.
Taking into account the implementation of the Nation’s Plan “100 concrete steps” on five institutional reforms and the “Five Social Initiatives of the President”, the annual messages of the Head of State to the people of Kazakhstan, announced initiatives of the First President of the Republic of Kazakhstan - Elbasy and the campaign platform of the President of the Republic of Kazakhstan ‘‘Well-being for all. Continuity. Justice. Progress’’, the key priorities of socio-economic policy are:
- Macroeconomic stability through:
- ensuring the sustainability of public finances with a balanced fiscal policy, expanding the tax base, rationalizing budget expenditures, and also effectively managing state obligations;
- improvement of the investment climate, control over ensuring price stability, preventing their unjustified growth;
- The development of industries through:
- carrying out large-scale technological modernization of basic industries with an increase in export potential and labor productivity, the introduction of integrated information technology platforms, increased requirements for energy efficiency, energy saving, environmental friendliness of enterprises, incentives to invest in green technologies;
- the implementation of the third five-year period of industrialization of innovative development, digital technologies, as well as the development of the “economy of simple things”;
- the implementation of the state program for the development of the agro-industrial complex with the expansion of the high-tech agricultural sector, increasing labor productivity by updating agricultural machinery, increasing the area of cultivated areas and irrigated land, increasing the export of processed agricultural products;
- the implementation of state programs of infrastructure and housing construction with the integration of heat, water supply and sanitation, modernization of the housing stock, as well as improving the efficiency of transport and logistics infrastructure, the introduction of an intelligent transport system and modern technologies in the construction sector;
- stimulation of investments with the development of instruments of state support, focus on cost-effective projects and competitive enterprises;
- the promotion of digitalization, the realization of growth opportunities for the tourism industry and trade, as well as the development of alternative mechanisms for financing projects.
