The Club of Leaders of Religious Associations has been functioning in the East Kazakhstan region for several years, whose mission is to preserve spiritual harmony in society through open dialogue and discussions of topical issues of our time. An example of this is the Open Day on the basis of the Jewish community of East Kazakhstan region, which took place on April 6, 2022.
The head of the community, Rabbi Assaf Feinstein, told about the life and activities of Jews in the Ust-Kamenogorsk synagogue today. For 13 years, the synagogue "Oel Eliezer - Chabad Lubavitch" has been the center of Jewish life in East Kazakhstan.
As the head of State K.K. Tokayev noted in his message, the current generation of Kazakhstanis should cherish unity and harmony in society as the apple of their eye and realize the importance of harmonious interethnic and interfaith relations. There is a prayer hall, a hall for celebrations, working offices, a dining room, a library and classrooms.
You can get acquainted with the national culture not only through religion. Traditional Jewish delicacies were prepared for the guests of the synagogue. According to the organizers, the open day is aimed at developing the values of spiritual freedom, independence, openness, tolerance for each other, mutual respect, complicity, friendship and love.
The current Law of the Republic of Kazakhstan "On Religious Activities and Religious Associations" takes into account international experience, meets the basic universally recognized standards of human rights, is aimed at protecting freedom of religion, as well as ensuring interfaith peace in our country.
At the same time, taking into account the democratic processes in the world and the proposals made by international human rights organizations, foreign and domestic experts, representatives of religious associations to simplify the existing norms in the religious sphere, some "point" changes have been made to religious legislation.
The adoption of these amendments is provided for by the Plan adopted to implement the provisions of the Decree of the Head of State "On further measures of the Republic of Kazakhstan in the field of human rights".
Legislative initiatives were discussed at various events with representatives of religious associations and civil society, as well as experts, and received majority support.
With this in mind, the following amendments have been made.
Firstly, the term "information materials of religious content" is used in the legislation and in the current Law.
However, the content of this term is not disclosed in the Law.
In this regard, the Law discloses the concept of "information materials of religious content".
Secondly, it provides for the transition from permissive to notifying nature of religious events outside of religious buildings (structures).
Involvement of political scientists, psychologists, sociologists, etc. in conducting religious studies expertise. Currently, the examination is carried out only by theologians and religious scholars.
Fourth, the requirements for registration of regional religious associations have been simplified, and general criteria for their registration have been established.
It should be noted that these amendments are another step towards liberalizing legislation in the field of religion. The State attaches great importance to ensuring the rights of citizens to freedom of conscience and creating favorable conditions for the work of religious associations.
On December 29, 2021, the Head of State signed the Law of the Republic of Kazakhstan "On Amendments and Additions to Some Legislative Acts of the Republic of Kazakhstan on Visual information and Religious Activities".
Within the framework of this law, amendments and additions have been made aimed at improving and simplifying legislation in the religious sphere.
Amendments to the legislation in the religious sphere are aimed at simplifying issues regarding the registration of religious associations, reducing the digital censor for religious events, switching from the permissive nature of their conduct to the notification, involving psychologists, sociologists and other specialists in conducting religious studies, and also provide for the opening of the term "information materials of religious content".
On December 13, 2021, in the Department of religious affairs at the celebration of the 30th anniversary of independence of the Republic of Kazakhstan, Jubilee medals "30 years of independence of the Republic of Kazakhstan" were awarded to veterans of the state service S.
