Head of Moral-Spiritual Identity Development and Educational Work Department

Performing general management of the Department and monitoring the fulfillment of the functions assigned to the Department as well as its objectives;

Ensuring, as established by law, the development of the current and long-term work plan of the Department, supervising and analyzing their implementation;

Ensuring the effective implementation of the state and regional programs (Regional Development State Program, Territory Development Program and others in accordance with the areas of activities), the Administration’s plan achieving its aims, objectives and indicators in all main lines of activities supervised;

Organizing and holding, as established by law, regional (republican) conferences, workshops, round tables, meetings, etc. on issues within the competence of the Department;

Participating in the work of commissions, working groups on issues within the competence of the Department;

Making explanations, providing advisory, methodological, practical assistance to administrations, teaching staff of educational institutions, local executive agencies of cities and districts of the region, within the competence;

Participating, within the competence, in the development of regional programs, preparing information, and reference materials on the issues supervised;

Cooperating with various government agencies, officials, public structures, quasi-public sector entities and other organizations, regardless of the form of ownership on the issues supervised;

Coordinating the preparation of materials at the board meetings of the Administration, meetings of the regional akimat, meetings on the issues supervised. Participating in the work of board meetings, meetings;

Coordinating the provision of public services by educational institutions;

Analyzing the work of the Department, as well as educational institutions on the issues of moral-spiritual identity development and educational work, submitting proposals to the higher management to improve the functioning of the Department;

Ensuring timely bringing and implementing the orders of the Ministry of Education and Science, Education Administration, as well as other state agencies and departments to Education Departments of cities, districts of the region on the issues within the competence of the Department;

Coordinating the work on the organization of summer holidays and health improvement of children in the region, additional education for schoolchildren;

Coordinating the work of Education Departments of cities, districts of the region related to the course on Self-knowledge;

Monitoring the collection, processing and submitting annual reports on the issues of moral-spiritual identity development and educational work;

Providing preparation and holding regional competitions, events, festivals among schoolchildren;

Providing interdepartmental coordination related to the organization and record keeping of disadvantaged families of the region;

Organizing the work of the regional commission on Minors’ Affairs and Rights’ Protection;

Coordinating the work of Education Departments of districts and cities on promoting healthy lifestyles and preventing: minor offences, child neglect and homelessness, drug addiction and alcoholism, the use of child labour, violations of a child’s sexual integrity, violence and cruelty to children and other negative phenomena among children;

Organizing timely development, approval of the rules for the activities of the Psychological Service in secondary education institutions;

Ensuring timely consideration of letters, applications, complaints within the competence;

Discouraging   corruption offenses, suppressing the facts of corruption offenses by other officials, as well as resisting manifestations of corruption while performing the duties;

Complying with the Internal Labor Rules of the Administration, administrative procedures in accordance with the law;

Cooperating with experts and Departments of the Administration, within the competence, to ensure high-quality execution of laws and regulations on issues supervised;

Complying with the quality management system and performing the duties in accordance with the approved Quality Policy and Goals;

Performing other activities to ensure high-quality, operational implementation of the tasks, functions, orders, and other instructions assigned to the Department by superior agencies and officials.
