Swimming season is coming

At a briefing with the media, Deputy Head of Emergency Situations Department of East Kazakhstan region Kuatbek Kenzhebekuly announced that 22 designated areas for mass recreation in the region will be available this summer, in accordance with the Decree of the regional akimat.

Including, 1 municipal beach (Ulan district), 5 communal (Ust-Kamenogorsk – 2, Ridder – 1, Altai district - 2) and 4 private beaches (Ulan district).

The session of the regional maslikhat has identified 74 places prohibited for swimming and 29 places prohibited for small watercraft. According to the analysis of last year’s swimming season, the main cause of drowning in the region was overestimating one's abilities. A total of 6 people drowned, all cases were registered in places not designated for swimming. 3 people drowned on the territory of Bukhtarma Reservoir, 2 – in Lake Zaisan, 1 – in Glubochanka River.

This year, before the start of the swimming season, inspections of the river beds will be conducted at the beaches (5 requests for these works have already been received), along with installing special buoys, warning signs, and informational stands.

As noted by Deputy Head of Emergency Situations Department of East Kazakhstan region, Kuatbek Kenzhebekuly, owners of children's camps and recreation centers have to prepare their facilities in accordance with the Water Safety Rules before the start of the swimming season. This includes – inspecting the bed of the water body, training volunteer rescuers, establishing medical rescue posts.

Rescuers of Emergency Situations Department of East Kazakhstan region urge vacationers to choose only designated swimming places, not to ignore the warning signs at water bodies, since these places often have strong currents and deep spots. Those who violate or fail to comply with water safety rules will be brought to administrative responsibility, according to the Articles of the Code of the Republic of Kazakhstan “On Administrative Offenses”: 364 - violation of general water use rules and 412 - violation or non-compliance with the water safety rules.

Special attention is paid to the safety of children during the upcoming swimming season. This includes conducting briefings, demonstrating educational videos on safety, organizing interactive lessons for schoolchildren of the region.

Following the briefing, rescuers held a master class on how to help a drowning person and perform life support measures.
