Request for expression of interests in planned projects for Construction and operation of kindergartens with a capacity of 240 and 320 places

In order to attract business entities, Education Administration of East Kazakhstan region notifies about the following planned projects of the public-private partnership “Construction and operation of a kindergarten for 240 places in Ust-Kamenogorsk city on a model project on Esenberlin St., pos. 84”, “Construction and operation of a kindergarten for 240 places in Ust-Kamenogorsk city on a model project on Esenberlin St., pos.47”, “Construction and operation of a kindergarten for 240 places in Ust-Kamenogorsk city on a model project on Utepov St., near house No. 36”, “Construction and operation of a kindergarten for 240 places in Ust-Kamenogorsk city on a model project on 4/2 Vostretsov St.,”, “Construction and operation of a kindergarten for 320 places in Ust-Kamenogorsk city on a model project on 53 Satpayev Ave.” 

The project involves the construction of four kindergartens for 240 children and one kindergarten for 320 children by a private partner.

1) scope of the project – preschool education and upbringing;

2) place of project implementation - Ust-Kamenogorsk city;

3) facility capacity – 4 kindergartens for 240 children, 1 kindergarten for 320 children;

4) construction period - 2023-2024 years.

5) operation period - 20 years

6) goals and objectives of the project - improving the quality of preparing children for the beginning of education in the first stage of a secondary school and solving the problem with the lack of places in preschool institutions for residents of Ust-Kamenogorsk city;  

7) requested funds from the budget and (or) measures of state support: compensation for investment costs, placement of a state educational order;

8) the project is not technically complex.

A potential private partner must meet the general qualification requirements specified by Article 32 of the Law.

In accordance with paragraph 135 of the Rules for planning and implementing public-private partnership projects approved by the Order of Acting Minister of National Economy dated November 25, 2015 No. 725 (hereinafter referred to as the Rules), potential private partners interested in implementing the planned PPP project tender an alternative offer in accordance with the requirements specified in the notice, as well as according to the application for participation in direct negotiations to determine private partner specified in paragraph 130 of the Rules.
