In the East Kazakhstan Region, there are 12,304 children with special educational needs (2,291 of preschool age, 10,013 of school age), of which 1,963 children belong to the category with disabilities.
To create quality conditions for the education of children with special educational needs, work is being carried out within the framework of implementing regional programs and projects of the "Concept for the Development of Preschool, Secondary, Technical and Vocational Education of the Republic of Kazakhstan for 2023–2029", and the Concept of Inclusive Policy in the Republic of Kazakhstan for 2025–2030.
Currently, for the education, upbringing, and rehabilitation of children with SEN, the following are operational:
4 psychological-medical-pedagogical consultations, 12 psychological-pedagogical correction rooms, 1 rehabilitation center, 1 Autism Center "Asyl Miras"; 850 children receive correctional assistance.
In 2026, the opening of a Psychological-Pedagogical Correction Room in the Altai district is planned.
16 special educational organizations (including 6 general education schools, 1 school-kindergarten complex, 1 Child Development Center, 5 preschools), in addition to this, 2 private special school-kindergartens "Land of Wonders", "Bastau" and a private correctional kindergarten "Markhabat"; 1,849 children are covered by education under special programs.
In general education organizations, 60 support rooms for children with SEN are operational (5 of which are key support rooms for teaching children with autism spectrum disorders, 1 for teaching children with visual impairments (partially sighted and blind), 1 for teaching children with hearing impairments (hard of hearing and deaf), 3 in preschool institutions; to date, 1,923 children are covered by psychological-pedagogical support.
In 2026, similar support rooms for children with SEN will be opened in the Zaisan district and in the Ulken-Naryn district.
Special attention is paid to staffing issues. To provide qualified assistance to children with special educational needs, work continues on introducing special educators – defectologists and speech therapists into the staffing schedules of schools (more than 300 positions for defectologists and speech therapists have been introduced (including 132.5 positions in kindergartens), 367.5 positions for teacher assistants (163.5 in kindergartens), which has ensured individual support for all children in need.
In 2025, 186 teachers and 50 teacher assistants completed courses.
The coverage of children with inclusive education amounted to 90% of the total number of children with special educational needs.
Thus, the measures taken to date have made it possible to create conditions for inclusive education and upbringing in 97% of general education schools and 86% of state kindergartens.
