Education Digitalization

East Kazakhstan region has been implementing a comprehensive set of measures as part of the ongoing efforts on digitalization of the education system. These measures aim to enhance the educational process through the automation of public services, the integration of digital technologies, and the modernization of infrastructure.

The process of enrolling children in preschool organizations and issuing them referrals to preschool organizations has been fully automated via the platform BALABAKSHA.SNATION.KZ. The integration of the IS MIO (the information system of local executive agencies) with the Single Waiting List Database has been fully completed, and since May of last year, all relevant data has been successfully migrated from the IS MIO into the Single Database.

The process of enrollment of the first-graders has also been automated. From April, 1 to July 25, 2025, a total of 9,495 first-graders were enrolled in schools of the region, including 7,583 children were registered via the e-government portal www.egov.kz.

Educational organizations of East Kazakhstan region have 23,231 computers. The current student-to-computer ratio stands at 1:3, outperforming the national average of 1:4. In rural schools, the ratio is even more favorable at 1:2. Every classroom is equipped with internet-connected computers for teachers.

In the region, all 343 schools (100%) are connected to the Internet. Of these, 312 schools (91%) are provided with an Internet speed of 20 MB/s and higher. 160 schools (46.6%) are connected to the Internet via the Starlink system, 149 schools (43.4%) via fiber-optic, 3 schools via ADSL (0.9%), 2 schools via LTE (0.6%), 5 schools via satellite (1,5%), and 24 schools (7%) via radio relay.

On April 5, 2024, Education Administration of East Kazakhstan region signed an agreement withRCSCJSCtoimplement a pilotproject in order to support broadband Internet access in remote areas based on the non-geostationaryStarlink satellite system.Schoolsare being equipped with cutting-edge technology, includinginteractivewhiteboardsandcomputerlabs, whichhelpsboost the quality of the educationalprocessandinstilldigitalskills in students.

All schools (100%) are fully integrated with the Kundelik.kz, the national electronic gradebook system and have access to a wide range of digital educational resources for both classroom and distance learning. The Kundelik.kz currently supports over 200,000 active users.

Efforts to boost students’ digital literacy are ongoing. There are 343 free IT classes in the region, where students are encouraged to explore digital technologies and get hands-on experience in programming, 3D modeling and robotics.

To further develop a digital learning environment, the project Bolashak Engineers 1-2 is being implemented in 20 schools, focusing on building engineering competencies in robotics among students.

Further expanding the innovative initiatives is implemented via the Ozyk Urpak Project. Robotics clubs were launched in four schools of Ust-Kamenogorsk city and in eight schools of Ridder town, with 26 teachers receiving methodological support, which helped boost the quality of technical education.

One of the significant steps towards digitalization was the launch of an online educational platform based on the Astana Hub, following the instructions of the Head of State. This platform is designed to provide digitalization education to schoolchildren nationwide. Additionally, a pilot project was initiated to train 300 teachers in the artificial intelligence and game development.

The effectiveness of implementing these digitalinitiatives is observed in the active participation of schoolchildreninITforums, championships, festivalsandhackathons, wheretheydemonstrate a highlevel of practicalskills.

The outcomes of the Festival showed a high level of student-led projects, with receiving prizes and special awards.

The development of teachers’ digital competencies continued with the IT-Ustaz-2025 competition, which took place from February, 26 to April 16, 2025. Its aim was to uncover the innovative potential of teachers in the scientific and technical creativity and digital thinking.

Out of 10 submitted entries, three winners were selected for their active professional engagement and willingness to integrate IT solutions into educational practices.

A key component of preparingteachersfornewchallengeswas the implementation of a trainingprogramon“Advancedartificialintelligencetechnologiesas a tool formodernteachers,”which was attended by 73teachers.

The course, developed by the educators from D. Serikbayev East Kazakhstan Technical University, focused on hands-on application of AI tools and was officially approved by the Regional Expert Council of Education Administration of East Kazakhstan region.
