Report activities of the State Institution "Apparatus of the Akim of the Nikolsk Rural District of the Altai District of the East Kazakhstan Region" on the provision of public services for 2023
1) Information about the service provider
In 2023, the akim’s office of the Nikolsky rural district (hereinafter referred to as the akim’s office) provided 5 types of public services in the field of land relations: “Acquisition of rights to land plots that are state-owned, not requiring bidding (competitions, auctions)”; “Provision of a land plot for the construction of a facility within the boundaries of a populated area”; “Issuing a decision to change the intended purpose of a land plot”; “Sale of a land plot into private ownership at a time or in installments”; “Putting on the queue to receive a land plot.”
2) Information about government services
In 2023, 24 government services were provided, including 6 government services provided in paper form through the office of the service provider, and 18 government services provided electronically through the E-Licensing web portal.
3) Information about the most popular government services
The share of services provided in electronic format through the E-licensing information system of the number of services provided on an alternative basis was 75%. The dynamics show that the most popular government services are: - “Acquisition of rights to land plots that are state-owned, not requiring bidding (competitions, auctions)” - 14; - “Provision of a land plot for construction within the boundaries of a populated area” - 6; - “Issuing a decision to change the intended purpose of a land plot” - 4.
To obtain information about sources and places of access to information on the procedure for the provision of public services, the akim’s office has a stand on which the Rules for the provision of public services and sample applications are posted. Every year, a report on public services is posted on the website of the akim of the Altai region. To improve the quality of public services, the akim’s office has a “self-service corner.” In 2023, 6 applications were submitted to the E-Licensing web portal through the “self-service corner”.
Employees of the akim’s office take part through the “Zoom” platform in all planned training seminars on by-laws that define the procedure for the provision of public services, business processes for the provision of public services, work in information systems and internal control.
According to the Rules for the provision of public services, in 2023, the Akim’s office provided 2 types of services through the “E-Licensing” web portal (“Acquisition of rights to land plots that are state-owned, not requiring bidding (competitions, auctions)”; “Issuance decisions to change the intended purpose of a land plot"), as well as on an alternative basis in paper form 1 type of service (“Provision of a land plot for the construction of an object within a populated area”), for other types of services no applications were received in 2023.
The responsible employee for the provision of public services is undergoing training courses at the branch of the State Enterprise "Academy of Public Administration under the President of the Republic of Kazakhstan in the East Kazakhstan Region" in accordance with the approved plan.
There were no complaints from service recipients regarding the provision of public services. In September 2023, the office of the akim of the Altai region carried out a planned control measure over the quality of public services in the Nikolsky rural district for the period from January 1, 2022 to August 31, 2023. Based on the results of the inspection, no violations were identified; it was noted that the organization of work was in satisfactory condition.
Work to improve the quality of public services, the satisfaction of service recipients, and improve efficiency is under constant monitoring.
