Housing and utilities

In the framework of the implementation of the state programs “Development of regions”, “Development of single-industry towns”, in 2019 from the republican budget 1,592.83 million tenge were allocated for the implementation of the following projects:

- “Reconstruction of water supply networks in the Central part of Altai (stage 1), design capacity 110.5 km, total estimated cost 2 670, 276 million tenge, contractor LLP“ NKO ”contract No. 15 of 04/16/2019, deadlines May 2019 - September 2020 (10 months according to state expertise).
In 2019, 501.130 million tenge was disbursed, in 2020, 600.0 million tenge was allocated from the regional budget.

To date, the installation of a cold water pipeline with a length of 10 km has been completed.
The implementation of this project will provide uninterrupted water supply to 21,045 people located in the central part in the city of Altai.

- “Reconstruction of water networks in the Western part of Altai (phase 2), design capacity 75.3 km, total estimated cost 2,007, 363 million tenge, contracting company PK PromStroyAvtomatika” contract No. 36 of 07.23.2019, deadlines works July 2019 - September 2020 (10 months according to state expertise).
In 2019, 314.0 million tenge was disbursed, in 2020, 589.070 million tenge was allocated from the regional budget.

To date, the trenchless method has laid 11 km of the water supply network.
The implementation of this project will provide uninterrupted water supply to 19 359 people located in the western part of Altai.

- “Replacement of the equipment of the pumping station KNS-1 in the city of Altai”, the total estimated cost of 167.090 million tenge, the contracting organization LLP “NKO”, contract No. 46 dated 07/30/2019, implementation date 02/29/2020.
In 2019, 148.6 million tenge was disbursed, in 2020, 14.8 million tenge was allocated from the regional budget.
The implementation of this project will provide uninterrupted drainage services to 14,874 people.

- “Replacement of the equipment of the pumping station KNS-2 in the city of Altai”, the total estimated cost of 56.092 million tenge, the contracting organization LLP “NKO”, the implementation date is 02.29.2020.
50.4 million tenge was disbursed in 2019; in 2020, 4.9 million tenge was allocated from the regional budget.
The implementation of this project will provide uninterrupted drainage services to 6,871 people.

- “Reconstruction of the boiler room with the replacement of the boiler DKVR-10 / 13-115 st. No. 4 for the KV-TS-20 hot water boiler in Serebryansk, the total estimated cost of 289.545 million tenge, the contractor LLP AsiaEnergoProektMontazh, contract No. 35 dated 07/11/2019.
In 2019, 230.3 million tenge was disbursed, in 2020, 24.2 million tenge was allocated from the regional budget.
The implementation of this project will provide uninterrupted heat supply to 8,656 people in Serebryansk.

Housing issues

As of January 1, 2019, 1070 people were in the queue for housing from the state housing fund:

- Disabled people and participants of the Second World War and persons equated with them - 2;
- Orphans and children left without parental care - 626;
- Large families - 22;
- Socially vulnerable segments of the population - 230;
- Citizens of the RK whose only dwelling is recognized as emergency - 10;
- Civil servants, employees of budgetary organizations, military personnel, candidates for astronauts, astronauts and persons holding state elected positions - 180.

In 2019, 69 people were provided with housing, including:
- under the Nurly-Zher program, rental housing without the right to privatize the category of socially vulnerable groups of the population is provided - 60 apartments:

1. Orphans and children left without parental care - 12.
2. Mothers with many children, awarded with pendants “Altyn alka”, “Kumis alka” or who have previously been awarded the title “Mother Heroine”, as well as awarded with the orders “Mother Glory” of the I and II degrees, large families - 26.
3. Socially vulnerable segments of the population - 16.
4. Persons with disabilities and participants in the Second World War and persons equated with them -5.
5. Citizens of the RK whose only dwelling is recognized as emergency - 1 (by court order)

Housing was provided from the secondary market to 7 families:

- Disabled 1-2 groups - 1
- Orphans and children left without parental care - 1
- Large families - 4
- Families with or raising children with disabilities – 1

- Due to the Paryz charity fund, 2 residential premises for large families were purchased in Serebryansk and the village of New Bukhtarma.

In the Altai region there is office housing in the amount of 63 apartments, which are distributed among public servants and public sector employees:

1. CGP at the central central district hospital “28 Central District Hospital” - 28 apartments (in Altai-23, in Serebryansk -5);
   2. State institution "Department of education, physical education and sports of the Altai region" - 4 square.
   3. KSU "DYUSSH" - 7 apartments.
   4. The prosecutor's office of the Altai region - 12 apartments
   5. GU "Department of the National Security Committee of the Republic of Kazakhstan" - 5 apartments
   6. "Police Department of the Altai region of the DP East Kazakhstan Ministry of Internal Affairs of the Republic of Kazakhstan" - 7 apartments

As of February 1, 2020, 1,118 people are in the queue for housing from the state housing stock of the Altai region.

- Orphans and children left without parental care - 634;
- Large families - 22;
- Socially vulnerable segments of the population - 259;
- Citizens of the RK whose only dwelling is recognized as emergency - 11;
- Civil servants, employees of budgetary organizations, military personnel, candidates for astronauts, astronauts and persons holding state elected positions - 192 (medical workers -24, educational workers -19, police officers -21, military personnel -1)

Car roads

The length of roads passing through the district
Altai is 591 km, including the following:
- highway of republican significance - 194 km;
- regional roads - 132.5 km;
- roads of regional significance - 264.46 km.
The length of the streets of cities and towns of the district is - 510 km.

In 2019, a total amount of 1 878.3 million tenge was completed on a republican highway ("Ust - Kamenogorsk - Altai - Ulken - Naryn - Katon-Karagai-Rakhmanovskie Klyuchi"):
- km 56-72 (length 16 km) - reconstruction of the road (customer of VKOF “NC“ KazAvtoZhol ”, contractor of ABK Avtodor NS LLP). The project cost is 12,000.0 million tenge, reconstruction period 2017-2020. In 2019, 643.2 million tenge are provided. On this section, work was completed on a 7.5 km long section;
- km 72-88 (length 16 km) - reconstruction of the road (customer of VKOF “NC“ KazAvtoZhol ”, contractor of ABK Avtodor NS LLP). Project cost 5029.9 million tenge, reconstruction period 2017-2019. In 2019, 1,877.0 million tenge are provided. Work completed on a 10-kilometer stretch;

- average repair km 131-151, km 186-192, km 217-220, total length 29 km in the amount of 596.6 million tenge (in 2018 - 39 km in the amount of 887.0 million tenge); (customer of VKOF “NC“ KazAvtoZhol ”, contractor of Plus LLP). The work is completed;
- km 163-168, 4.4 km long, a lighting device with landscaping of a recreation area in the amount of 36.8 million tenge.

In July 2019, overhaul of the bridge over the Krestovka River on the Altayka-Chapaevo highway was completed on regional roads.

On roads of regional significance in 2019, at the expense of the regional budget, average repair of roads was performed in the total amount of 175.8 million tenge:
- average repair of a gravel road “Parygino-Technological Highway” with a length of 6.3 km to the amount of 69.1 million tenge;
- average repair of a 10 km long gravel road “Parygino-Kutikha” worth 106.7 million tenge.
- on the streets of settlements for the average repair of 9 streets of the cities of Altai and Serebryansk with a length of 7.6 km, 300.0 million tenge were allocated from the regional budget:

- average repair of 5 streets of Altai: st. Industrial, st. Astana, st. Communist, st. Tokhtarova, st. Kurchatov with a total length of 5.0 km in the amount of 248.4 million tenge.
- average repair of 4 streets of Lenin, Graftio, Garage, Vedeneeva in Serebryansk with a total length of 2.6 km to the amount of 46.1 million tenge.

In 2019, 139.4 million tenge was allocated for the maintenance of roads and streets in the Altai region.
  
 
In 2020, for average repair of the regional railway sign “Oktyabrskaya ferry-Altayka-Novo-Khayruzovka”, km 13-33 (20 km long) by the recycling method (asphalt pavement), 822 740.5 thousand tenge is foreseen from the Republic of Belarus.

10.0 million tenge are provided for the current repair of the streets of Altai from OB.
In 2020, 191.2 million tenge was provided for the maintenance of roads and streets of settlements in the Altai region, of which 164.2 million tenge of them for the winter and 27.0 million tenge for the summer.
For winter maintenance, 18 contracts were concluded. Contractors have 58 pieces of equipment available. Responsibility for the maintenance of roads and streets of settlements are borne by akims of districts in the respective territories.

Passenger Transportation

The Altai region consists of 48 settlements, including the cities of Altai and Serebryansk, of which 21 have regular bus services.
There are 8 intra-city bus routes in the Altai city, one of them is seasonal (for the summer-autumn period), and 1 intra-city route operates in the city of Serebryansk. There are 4 intra-passenger passenger routes operating in the district.
On the inner-city routes, free travel is provided for participants and invalids of the Great Patriotic War and persons equated with them, as well as children under 7 years of age.
The bus station located in the city of Altai is equipped with a ramp, equipped with devices and means of communication for the hearing impaired. Also at the bus station there is an on-duty wheelchair for people with disabilities with disorders of the musculoskeletal system and other people with limited mobility.

In Serebryansk, Novaya Bukhtarma and Oktyabrsky, there are ticket sales points.
The current fare for city routes is 80 tenge from 01/14/2018.
This year, 3.389 million tenge has been allocated from the regional budget to subsidize travel from school to children from low-income large families.
