The Department for the Coordination of Employment and Social Programs of the East Kazakhstan region informs employers about the need to apply for the need for foreign labor for 2026.

Requirements:

1) the application is submitted in the form in accordance with Annex 1 to the Rules for establishing a quota for attracting foreign labor to the Republic of Kazakhstan, approved by the Order of the Deputy Prime Minister - Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan dated June 30, 2023 № 274;

2) the application must be sent with a properly executed cover letter (outgoing number, certified by the signature of the manager and seals, contact details indicating the responsible person, phone numbers and e-mail addresses);

3) contain a detailed description in the application form of the justification for the need to attract foreign labor;

4) the application must specify the type of economic activity with a 5-digit code  (for example: mining and processing of copper ore - 07292);

5) the application is submitted in the state and Russian languages;

Attention to agricultural producers of the region! The State Institution "Department of Agriculture of the East Kazakhstan Region", in accordance with paragraph 18 of the Rules for Determining regional operators for the Distribution of petroleum products for Agricultural Work, approved by Order No. 137 of the Acting Minister of Agriculture of the Republic of Kazakhstan dated April 13, 2023, accepts applications from potential operators for the supply of diesel fuel to agricultural enterprises of the East Kazakhstan region for autumn field work this year. Applications from potential operators-suppliers of diesel fuel will be accepted from July 1 to July 9, 2024 inclusive at the address: Ust-Kamenogorsk, Beibitshilik Street, 38/40, index 070000, phones: 8 (7232) 70-07-01; 70-07-23, e-mail: uskhvko@akimvko.gov.kz . The application for participation in the determination of regional operators for the supply of diesel fuel is filled out strictly in accordance with Appendix 1 to the Rules for determining regional operators for the distribution of petroleum products for agricultural work. According to paragraph 17, the following documents must be submitted to the application: 1) Application form 2) a price offer indicating the total amount of the margin for services for the purchase, delivery, storage and supply of diesel fuel for agricultural producers; 3) copies of documents confirming the experience of selling petroleum products in the domestic market of the Republic of Kazakhstan for at least two years; 4) a certificate from the bank on the availability of funds in the account of a potential operator, or credit funds, for the purchase of the required amount of diesel fuel; 5) a certificate from the bank where the potential operator is serviced, signed by an authorized person and stamped (if available) on the absence of overdue debts for all types of obligations of the potential operator lasting more than three months prior to the date of issue of the certificate to the bank (if the potential operator is a client of several second-tier banks, such a certificate is submitted from each from such banks), issued no earlier than one month prior to the date of filing the application; 6) a document certifying the absence of tax arrears, issued no earlier than five calendar days before the date of filing the application; 7) a certificate of registered rights (encumbrances) to the base of petroleum products or tank, or a copy of the lease agreement for the base of petroleum products or tank; 8) documents provided by the base of petroleum products or tank (available to the potential operator on the right of ownership or on other legal grounds): information about the state of the base of petroleum products and technical equipment: - a copy of the technical passport; - the presence of a weight for a car with a tank (tanker); - a document confirming the availability and installation of control metering devices based on petroleum products in accordance with the order of the Minister of Energy of the Republic of Kazakhstan dated December 26, 2022 No. 435 "On Approval of Rules and Requirements for equipping production facilities of petroleum products bases with control metering devices" (registered in the Register of State Registration of Regulatory Legal Acts No. 31279); 9) a letter of consent on the release of diesel fuel on weekends and holidays during the spring field and harvesting operations; 10) a copy of the document confirming the ownership or other legal grounds of a car with a tank (tanker) for the delivery of diesel fuel to agricultural producers; 11) the layout of oil depots; 12) confirmation of the use of the "Virtual warehouse" module of the electronic invoice information system for the movement of diesel fuel according to the accompanying consignment note for goods. There is such a profession – to love animals For the third year now, on the second Sunday of June, Kazakhstan celebrates the Day of the Livestock Breeder. This is a professional holiday of people who make a huge contribution to the development of the agricultural complex, the economy and industrial safety of the country. Today, Kazakhstan is one of the leading agricultural countries in Eurasia. The development of the agro-industrial complex is also focused on animal husbandry, both meat and dairy. Huge subsidies are allocated to agricultural workers, and preferential lending opportunities are being created for the opening and expansion of subsidiary farms. East Kazakhstan occupies a special place in the agro-industrial complex of the republic. The region is consistently in the top five in meat and milk production. This is facilitated by the geographical location, abundance of natural resources and large areas of pasture land. One of the exemplary enterprises in this area in the region is Bagration LLP. It has the status of a breeding farm for breeding pure-bred Simmental cattle and marals. The farm is one of the largest in the region, engaged in the sale of breeding cattle, sheep, horses and marals. Specialized meat Kazakh white-headed breed and dairy-meat Simmental breed of cows are bred here. The company is distinguished by a completed production cycle – from cultivation to finished products, which are sold far beyond the region. The work is not easy, but in the fresh air, like on vacation all year round," says Zhumabek Sadvakasov, a cattle breeder at the Bagration Farm. – I've been working as a maral breeder here for the second year. After serving in the army, he got a job at Bagration. I really like working with animals. In the future, I dream of becoming a veterinarian," says Ratmir Elemesov, a young maral breeder. Bagration is a unique maral breeding farm, there are more than 1000 marals here and they graze in the steppe, in a huge pen divided into park areas. The products of the farm – antlers of marals are sold abroad and are used for wellness procedures for tourists who are treated in the sanatorium of the enterprise. The next goal of livestock breeders is to breed their own "Bagration" type of Kazakh white–headed and increase the number of livestock. – To date, we have 800 heads of breeding stock for breeding bulls, and 550 heads on feedlots. In the meat sector, we bought hereford seed from Uruguay. The Hereford breed of cows is the ancestor of the Kazakh white–headed cow," explained Anuar Zhumanov, head of the livestock department of the Bagration Farm, congratulating colleagues on their professional holiday. It should be noted that as of May 1, 2024, the number of cattle in the republic amounted to 5.7 million thousand heads, of which 483 thousand are in East Kazakhstan region. There are over 26 million small cattle in the country, of which 717 thousand are in the region.
