Non-governmental organizations (NGOs), with the support of the Department of Internal Policy, are actively involved in advocacy and close cooperation with government agencies in addressing social issues. More than 460 NGOs are registered in Uralsk, of which only about 60 are active. Coordination activities in partnership with NGOs are carried out by the City Council for Interaction with NGOs. The activities carried out by NGOs are aimed at creating a civil society, strengthening interethnic and interfaith harmony, as well as solving socially significant problems in our region.
In addition, the competence of the department includes the preparation of protocols for NGOs that have not submitted a report on their activities in a timely manner. In this regard, the specialists of the department in 2022 compiled 9 protocols under Part 1 of Article 489-1 of the Code of the Republic of Kazakhstan "On Administrative Offenses".
In 2022, within the framework of the state social order, 31 million 363 thousand tenge was allocated for the implementation of 10 projects. Of these, for the implementation of youth policy - 9 million 450 thousand tenge, for the development of NGOs - 21 million 913 thousand tenge.
Implementation of youth policy
Since the beginning of 2022, the number of young people aged 14 to 29 in the city of Uralsk is 55,106 people, of which 27,598 are men and 27,508 are women.
24,667 students study in 4 higher educational institutions of the city of Uralsk, 13,064 students study in 19 secondary specialized educational institutions. In order to create favorable conditions for continuous learning of students, there are 12 student dormitories in our city, in which 2,435 people live. Currently, the construction of the ICPC "West Kazakhstan Higher Medical College" dormitory has been completed. In addition, a dormitory is being built for students of the M.Utemisov West Kazakhstan University and the Ural Polytechnic College. 132 student organizations are active in all educational institutions, contributing to the personal development of students, active participation in social work, creative self-realization, spiritual improvement, healthy lifestyle, the number of young people in them is 12670.
The number of our youth under the age of 29, who work for the benefit of the development of our city and have contributed to the development of various professions, is 3,238 people. 309 citizens joined the army to fulfill their duty to the Motherland.
Since the beginning of the year, the NEET category has been registered in Uralsk-2.8% of young and 1.2% of young unemployed. There are 64 youth public associations in Uralsk, including 15 youth public associations.
Since the beginning of 2022, 5,100 people have applied for consultations in various areas in online and offline formats to support youth initiatives, explain government programs for youth and youth employment.

According to the "Zhasyl El" program, it is planned to cover more than 300 young people in the city of Uralsk, the average salary is 80 thousand tenge.
It is planned to cover student construction youth labor groups-200 young people, the average salary is 100,000-150,000 tenge.
Projects "Zhastarga kenes!", "Bolashagyn oz kolynda", "Zhetitik zholy" are being implemented for youth employment and awareness-raising work. Training seminars "SOFT SKILLS", "Job Fair-2022", "Enbek Kubogi – 2022" are actively implemented to stimulate young people looking for work. Carries out sports competitions among committees on youth affairs at enterprises, seminars and trainings on entrepreneurship development "Jas business", "Zhastar kasipkerlik Usin" together with the National Chamber of Entrepreneurs "Atameken". Information and explanatory work is systematically carried out on the state programs "Youth Practice" and "First Workplace", short-term vocational training courses.
At the municipal state institution "Information-Analytical and Resource Center for Youth Work in the city of Uralsk", a volunteer corps "Oral Zhastary" has been created, about 300 young people are engaged in volunteer activities.
Carrying out activities for the prevention of suicide and the fight against drug addiction among young people
Within the framework of the state social order of the Union of Youth of Alash, the "No Drugs!" campaign is being held during the implementation of the campaign. As part of the campaign, volunteers, members of the Public Council of the city of Uralsk, deputies of the regional Maslikhat on July 11 carried out work on coloring inscriptions in social networks with a reference to the sale of drugs.
As part of the project, on July 8, 12, 13, 14, psychological trainings were held among students of the city's schools at the Atameken summer recreation camp. Trainings are aimed at preventing suicidal actions, identifying the psycho-emotional state of children, overcoming fears, strengthening a positive attitude to life.
Carrying out activities aimed at promoting family values
The family remains the basic unit of Kazakh society. The need for family and family relationships for the individual and society is obvious. The state is interested in an active family, capable of developing and implementing its own life strategy, ensuring not only its survival, but also development. Strengthening the family and preserving traditions is the key to the development of our statehood.
On April 7, 2022, a training seminar "How to overcome burnout and become happy" was held at the Bastau coworking center.
The purpose of the training seminar: prevention of depressive states and emotional burnout in women.
The training seminar was attended by psychologists from various fields of organizations, specialists of the Otbasy Center, inspectors of the Police Department, teachers, educators, self-employed, mothers with many children.
At the invitation of the rector of the M.Utemisov ZKU, seminars on the topic "Otbasyn - keleli keleshegin" - "Your family is your future" were held in the period from April 13-15, 2022 with the participation of students of dormitories No. 1-3, M.Utemisov ZKSU. At seminars, the gynecologist Sh.Urasheva, A.Aitzhan touched upon the topic of unplanned pregnancy, the consequences of abortion and contraceptives. Also in the conversation they talked about sexual inviolability.
On June 17, the city stage of the contest "Mereyli Otbasy-2022" was held in the new amphitheater on the Sholokhov Square. The main purpose of the event is the revival of moral values and the dissemination of a positive example of marriage with the family, raising the status of the family. 11 families took part in the city stage, the families were awarded various nominations and sent to the regional stage.
Carrying out measures to ensure the continuity of generations and the development of veterans' organizations.
In 2022, within the framework of the project in Uralsk, congratulatory addressees and fruit baskets were prepared and presented to 28 veterans who have reached the jubilee age, as well as congratulations on public holidays. Targeted assistance, including food, medicine and other assistance, was provided to 11 people, including veterans of the Second World War, labor and home front, pensioners,. In order to improve the mobile literacy of veterans and pensioners, master classes were held in our city.
Organization and holding of patriotic events dedicated to the 30th anniversary of the state symbols of the Republic of Kazakhstan
In 2022, within the framework of the state social order, the project "Organization and holding of patriotic events dedicated to the 30th anniversary of the symbols of the Republic of Kazakhstan" was implemented. Within the framework of the project, on June 3 this year, the patriotic forum "Ramizder-irgeli elimizdin belgisi" and a festive concert were held on the square of the First President of the Republic of Kazakhstan. In addition, on June 4, an action was organized on the square of the First President of the Republic of Kazakhstan with the participation of residents of the city and civil servants to perform the public anthem "Memlekettik ramizder-ulttyk maktanyshymyz".

As part of the state social order, an event for media representatives was held on June 28, 2022 on the eve of the professional holiday of media workers of the NGO "Integral". At the event, Mayor of Uralsk Mirzhan Satkanov congratulated journalists on the holiday and awarded the best in his industry with special nominations.
About the religious situation in the city of Uralsk
On the territory of the city of Uralsk, 25 religious associations operate, including: 4 - Sunni Islam, 11 Orthodox religious associations, 8 - Protestant, 1 - Catholic Church, 1 - Buddhism. The Department is constantly negotiating with representatives of all religious denominations operating in the city. In addition, the necessary organizational and methodological assistance is provided on religious holidays of traditional religions.
In 2022, the project "Organization and implementation of a set of measures for the prevention of religious extremism and terrorism" is being implemented. The purpose of the project is to carry out preventive measures with the population of the city. In this direction, 72 publications were published on social networks such as Instagram, Facebook, YouTube and 4 live broadcasts were held.
