Housing Assistance Sector
For 2022, 31.2 million tenge has been allocated from the local budget for housing assistance.
650 families (722 people) have been assigned to the beginning of 2022 in the amount of 10.7 million tenge. Coverage is 27.8% less than in the corresponding period of 2021 (900 families, including 969 people for 10.1 million tenge).
Out of the total number of families who received housing assistance, 36 families (including 38 people) included the amount of compensation for major repairs under the Nurly Zher Program in the amount of 280.2 thousand tenge. 9% more families are covered than in the corresponding period of 2021 (33 families).
The sector for the appointment and payment of Social Benefits
569,250.0 thousand tenge was allocated for the purpose of state targeted social assistance in 2022 (78,630.0 thousand tenge from the local budget, 490,620.0 thousand tenge from the republican budget).
For the first half of 2022, targeted social assistance was assigned to 1,000 families (4,754 people), of which 347 families with many children (2,196 people), 221,997.6 thousand tenge were paid.
188 842.0 thousand tenge was allocated from the republican budget for a guaranteed social package for children from 1 to 6 years old from among the families of recipients of targeted social assistance.
In the first quarter of this year, 1,176 children were given 3,332 food sets and 1,176 sets of household chemicals for 32,818.2 thousand tenge.
In 2022, 28,903.0 thousand tenge was allocated from the local budget to reimburse the costs of home schooling for disabled children.
For the first half of 2022, 247 families (253 disabled children) were assigned and 18,023.0 thousand tenge were paid.
The sector for the social protection of disabled people and veterans
In Uralsk (including in the villages of Derkul, Zachagansky and Krugloozernoye, as well as in the Zhelaevsky rural district) live only:
- veterans of the Second World War – 18 people, including: participants of the Second World War - 14 people, disabled people of the Second World War – 4 people.
- Persons who worked in the rear during the Second World War are 1,715 people, of which: awarded the Second World War – 25 people who worked at least 6 months in the rear during the Second World War – 1,690 people.
- people with disabilities due to general diseases make up 9260 people, of which: I gr.- 1099 people, II gr.- 3391 people, III gr. - 3090 people, disabled children under 16 years – 531 people, disabled children from 16 to 18 years – 1149 people. Compared with 01.06.2021, the increase in disabled people by 275 people or 4% (as of 01.06.2021: disabled people with general diseases - 8620 people, including: Igr.- 999 people, IGR.- 3322 people, III gr.- 2826 people, disabled children under 16 years-1328 children inv. from 16 to 18 years – 145 people);
The sector provides 6 public services, guided by the Law of the Republic of Kazakhstan "On Social Protection of disabled people in the Republic of Kazakhstan" to disabled people with IPR:
1) Registration of documents for providing the services of an individual assistant to the disabled of the first group who have difficulty in movement." As of 01.07.2022, 877 individual assistants who serve 855 disabled people work under the contract.
Compared to the corresponding period last year, the decrease in the need for applications by 0.1% or 5 applications.

2) "Registration of documents for the provision of disabled persons with the services of a sign language specialist for the hearing impaired – sixty hours a year." As of 01.07.2022, 28 sign language specialists are working under the contract, who serve 215 disabled people.

3) "Registration of documents for providing disabled people with prosthetic and orthopedic care". On 01.07.2022, 399 applications were received for the provision of prosthetic and orthopedic products (crutches, corsets, orthopedic shoes, support cane, walkers, prostheses, etc.), 160 people were provided.
Compared to the corresponding period last year, there was a decrease in the need for applications by 13% or 64 applications.

4) "Registration of documents for the provision of disabled people with technical-auxiliary (compensatory) means". As of 01.07.2022, 100 applications were received in typhlotechnical facilities (typhlo-tape recorder, typhlo-player, dictaphone, cane, watch), 71 people were provided.

Certification and adaptation of social transport infrastructure facilities to ensure accessibility of disabled people:
From 2012 to 2018, 307 objects were certified. 307 objects are listed in the republican database "Interactive Accessibility Map" in Uralsk, 191 of them have been adapted.
To date, there are 471 bus stops in the city of Uralsk, 228 of them are equipped with bus shelters and mini shops, 115 of them are equipped for people with disabilities.
The number of city shuttle buses, taking into account reserve buses, is 640 units, of which 60 units are equipped with devices for boarding and disembarking disabled people, 40 units are equipped with sound and visual information boards informing about stops, arrival and departure times.
Establishment of work experience for persons who worked for at least 6 months during the Great Patriotic War:
In accordance with the Order of the Minister of Health and Social Development of the Republic of Kazakhstan "On approval of the Rules for the appointment and payment of special state benefits" dated June 3, 2015 No. 445, 16 applications were received on 01.07.2022, of which: 10 people have been established, 6 are in work (9 applications were received on 01.07.2021, 6 were executed)
"Appointment and payment of social assistance to certain categories of needy citizens by decisions of local representative bodies"
In accordance with the decision of the Ural City Maslikhat "On approval of the Rules for providing social assistance, setting the size and determining the list of certain categories of needy citizens of the city of Uralsk" dated February 12, 2013 No. 40-8, a total of 491.6 million tenge was allocated for 2022, 468.5.0 million tenge has been disbursed since the beginning of the year.
