Sector of budget execution organization
The main task is the organization and execution of works on the execution of the city budget.
Organizes work on the execution of the city budget, including control over the execution of targeted transfers allocated from the higher budget.
Participates in forecasting revenues to the city budget.
Develops, approves and amends consolidated revenue and financing plans for payments, consolidated financing plans for the obligations of the city budget.
As of July 1, 2022, the expenditure plan amounted to 15,340,678.0 thousand tenge, executed 15,339,301.1 thousand tenge, or 100%. During the period, 166 changes were made to the revenue and financing plan, including: according to resolutions – 2, according to the decision of the session- 15, according to applications submitted by administrators of budget programs – 149.
Amends consolidated financing plans for payments, consolidated financing plans for obligations to level IV budgets.
5. Monitors the execution of the city budget and the budget of the IV level. On a monthly basis, he sent information to the administrators of budget programs about their non-fulfillment of budget funds.
6. On a monthly basis, information was sent to administrators of budget programs and budgets of the IV level on the timely execution of funds allocated to them.
7. Submits a report with a detailed explanation of the non-disbursement of funds by administrators of budget programs and budgets of the IV level, as well as a report on the non-disbursement of targeted transfers.
8. Ensuring the accounting of cash expenditures in the context of budget programs and budgets of the IV level.
The sector of compilation of consolidated reports of the local budget.
The task of the sector is the organization of budget accounting, preparation of consolidated financial statements and budget reports on the execution of the city budget, as well as:
1) Monthly compilation of consolidated reports on the execution of the city budget based on the submitted reports of the ABP, the number of which on July 1, 2022 – 19 administrators.
2) Monthly preparation of reports on accounts payable and receivables (of an informational nature) with subsequent submission to a higher authorized body.
3) Preparation and delivery of accounts receivable and accounts payable quarterly and per year in the context of budget programs to a higher authorized body and to the E-Ministry of Finance portal.
The total amount of accounts receivable on June 1, 2022 is 1,317,170.6 thousand tenge. Accordingly, accounts payable on June 1, 2022 – 358,108.1 thousand tenge.
4) Daily maintenance of budget accounting of cash on the CSN, drawing up the balance of the city budget execution.
The Sector annually and every six months receives consolidated financial statements of administrators of budget programs and reconciliation for compliance with established forms, followed by the preparation of consolidated financial statements of the local authorized body for budget execution.
In due time, the consolidated financial statements are submitted to the higher authorized body on paper and in the subsystem "E-Ministry of Finance".
Communal Property Management Sector
The task of the sector is the management of urban communal property, the implementation of measures to protect it, work on the efficient and rational use of state property.
A total of 35 existing lease agreements as of July 1, 2022, since the beginning of the year, 16 (sixteen) contracts of property lease (lease) of state property have been concluded;
Received in the budget on July 1, 2022 from the lease of communal property -15,403,973 tenge.
Rental objects – buildings, power transmission poles, parts of the building premises, parts of the roof of buildings, basements, bus shelters.
There are 18 trust management agreements in force, 2 (two) trust management agreements without the right of subsequent redemption have been concluded since the beginning of the year, including:
An underground passage with a total area of 264.3 sq.m. with a land plot of 0.0112 hectares (cadastral number 08:130:005:1216) located at the address: Uralsk, intersection of Kurmangazy street and Nurpeisova village;
Restaurant for 300 seats with equipment, with a total area of 1,832.2 sq.m. located at the address: Uralsk, mkrn. Astana, building 1.
Since the beginning of the year, as of July 1, 2022, 13 (thirteen) contracts for gratuitous use (loans) of municipal property of Uralsk have been concluded.
Objects of gratuitous use – buildings, premises.
A permit has been issued to write off assets from the balance sheet of state-owned enterprises and state institutions, including:
-fixed assets – 24 (twenty-four).
The Communal Property Management Sector has prepared and issued 125 orders on the acceptance and transfer of communal property .
According to the state register , it is officially registered on the territory of the city:
1) state institutions (GU) -19;
2) municipal state institutions (KSU) – 7;
3) state municipal state-owned enterprises (SCCP) - 3;
4) state municipal enterprises (GKP) -1;
5) limited liability partnerships (LLP) -1;
6) joint-stock companies -1.
Accepted into the municipal property of the city of Uralsk, a total of 2,602 pieces of property, including:
apartments – 47;
design and estimate documentation - 5;
buildings – 3;
- other objects – 2,547.
It was taken into municipal ownership of the city of Uralsk from the regional level, a total of 266 properties, including:
buildings – 1;
objects - 2;
cars – 26;
- other funds – 237.
Transferred from the balance sheet to the balance sheet of state-owned enterprises and institutions, a total of 99 properties, including:
buildings – 1;
apartments – 1;
cars – 1;
objects – 63;
fixed assets – 33;
It was taken into communal ownership of the city of Uralsk from private individuals under a donation agreement, a total of 3 objects, including:
- car -1;
- design and estimate documentation -1;
