According to the program for the development of productive employment and mass entrepreneurship for 2017-2021 "Enbek"

    The issues of employment of the population in the region are being addressed within the framework of the Comprehensive Plan for Promotion of Employment of the Population, which provides for measures to ensure sustainable employment of the population.

    For the implementation of the program for the development of productive employment and mass entrepreneurship for 2017-2021 "Enbek", 380,958.0 thousand tenge were allocated in 2020, 312,737.4 thousand tenge or 82.0% were spent (in 2019, 372321, 5 thousand tenge, 470,787.2 thousand tenge or 126.4% were spent).

     In 2020, within the framework of the Comprehensive Plan for the Promotion of Employment of the Population, employment measures cover 385 people, or 84% (annual plan of 453 people) (in 2019, 1042 people or 104%).

    As part of the first direction, "providing program participants with technical and vocational education and short-term vocational training" for retraining of personnel, 6 people completed retraining courses, 159.0 thousand tenge were spent (in 2019, 67 people were trained).

    Within the framework of the second direction of the Program for the Development of Productive Employment and Mass Entrepreneurship for 2017-2021 "Development of Mass Entrepreneurship", it was planned to issue 75 people in 2019. 298752.0 thousand tenge, by the end of the year 51 people were mastered. 304 660.0 thousand tenge, including from JSC "Fund for Financial Support of Agriculture" 28 people. 116300.0 thousand tenge, through the credit partnership LLP "Ular" 18 people. 150,850.0 thousand tenge (in 2019, 99 people were mastered for 388,510.0 thousand tenge).

    According to the Bastau Business project, 50 people have been trained in the basics of entrepreneurship since the beginning of the year (in 2019, 194 people were trained). State grant for the opening of a new business project in the amount of 200 MCI for 43 people (with a plan of 65 people) 23,891.0 thousand tenge (in 2019 for 77 people, 37,622.5 thousand tenge were spent) in full.

    In 2020, 416 people applied for labor mediation at the employment center, 259 people (62.2%) were employed (in 2019, out of 361 people, 151 people (41.8%) were employed). The existing forms of employment of the population made it possible to organize social jobs for unemployed citizens in the amount of 7 people (16 people in 2019), 25 graduates of secondary specialized and higher educational institutions (14 people in 2019) were sent to youth practice and 167 people (176 people in 2019) took part in community service.

    Within the framework of the Employment Roadmap for the Ulytau District, 18 infrastructure projects are being implemented for the amount of 2 billion 14 million 992 thousand tenge.

    3 projects within the development project:

• For the construction of a sports and recreation complex for 100 people in the village of Karsakpai, the contractor is Karagandastroykonstruktsiya LLP.
• For the construction of a sports and recreation complex for 100 people in the village of Zhezdy - the contractor "Karagandastroykonstruktsiya".
• For the construction of sewage treatment facilities in the village of Ulytau - (ongoing project), an additional agreement to the main contract was concluded with the RSE "Enbek Karaganda".

    15 projects within the framework of ongoing projects:

• in the field of education-3 projects,
• in the field of culture - 4 projects,
• in the field of housing and communal services and highways - 8 projects.

    Within the framework of the Employment Roadmap, it is planned to employ 521 new jobs, including 260 people through the employment center. To date, 329 out of all planned 521 jobs have been created in the database of the “integration card for job creation”, including 172 people sent to temporary jobs through the CP, labor contracts for 157 people have been introduced through the contractor.

Social support for low-income citizens, veterans, disabled people

    On the payment of social benefits to individuals participating in the compulsory social insurance system during a state of emergency:

    For the implementation of social payments to the participants of the compulsory social insurance system during emergency situations, a special headquarters has been created in the district. In accordance with the order of the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan "On approval of the Rules for the implementation of social payments to participants in the compulsory social insurance system during a state of emergency" from the State Social Insurance Fund, work was carried out to pay 42,500 tenge, today 1216 applications have been registered, 58 requests, 1158 requests were paid.

    Including in the regional headquarters 44 applications of enterprises, whose employees were sent on free vacations, were considered, a positive decision was issued and a payment was paid to 122 employees working there.

    For targeted social assistance and a guaranteed social package:

    To date, targeted social assistance (TSA) has been assigned and paid to 265 persons from 40 families in the amount of 14,466.8 thousand tenge (in 2019, 499 members of 86 families were paid to the amount of 40,374.8 thousand tenge).

    A guaranteed social package (IPP) in the amount of 2,278.0 thousand tenge was provided to 57 children from 40 families (1-6 years old).

    To provide food for certain categories of citizens during the state of emergency, 855 people were paid at a time 23360.3 thousand tenge at 5567 tenge.

    The department of employment and social programs of the district constantly carries out systematic work to protect the interests of persons with disabilities in the district, and take care of them. In total, as of January 1, 2020, there are 611 disabled people in the district: Group I - 34, Group II - 292, Group III - 248 and disabled children under 16 years old - 37, including hearing-impaired - 2, vision -7, disabled people with musculoskeletal disorders-15, wheelchair-bound people -7.

    In 2019, social assistance at home was provided to 67 lonely elderly and 21 children with disabilities, a total of 88 people were served (in 2019, 112 people were served).

    According to the state standard “provision of the disabled with sanatorium-resort treatment”, 11 people were served, and also paid to 7 children to reimburse the cost of training at home 119.7 thousand tenge.

    In order to provide disabled people with state social services:

- 32 disabled persons were provided with obligatory hygiene products;

- The services of an individual assistant were rendered to 19 people, for which 7903.0 thousand tenge were spent (for 2019, 20 individual assistants were spent 9162.0 thousand tenge)

- According to the standard of the state service "paperwork for disabled people to provide them with prosthetic and orthopedic care", 5 disabled citizens received various prosthetic and orthopedic aids (orthopedic shoes, crutches) (in 2019, 10 people). 

   593.2 thousand tenge was assigned and spent for the housing assistance allowance for 37 members of 10 families (it is planned to pay 1267.4 thousand tenge to 10 families in 2019).

   Under the program "Social assistance to citizens in need by the decision of local representative bodies", in 2020, lump-sum payments were made for holidays and memorable dates to 2,698 people in the total amount of 21185.0 thousand tenge (in 2019, 23650.0 thousand tenge were spent).
